[tools] Enable building 'kudu test' CLI tool by default
This patch enable building 'kudu test' CLI tool by default
even if -DNO_TESTS=1.
However, it's possible to disable building the test-related
CLI tool by setting -DKUDU_CLI_TEST_TOOL_ENABLED=0.
