Could it be that the two utilities target two different normalisation volumes? I think I read that the ReplayGain standard is 89dB (but I could be wrong; I don't see a way to change it in fb2k so assume that it's not to be changed within the RG spec, but unfortunately I can't see what the value is!). There are other utilities (implementing different gain-calculation algorithms) which target louder volumes... might be worth looking for options or documentation indicating what the two utilities are doing, level-wise.
