The resolution you get from WinAmp is going to depend on your sound card, and also how it inter-relates with windows.
A couple of weeks ago I was reading an article about how the latest releases of iTunes uses Windows OS internal functions to downsample when relevant, although unfortunately I don't remember the exact details.
