foobar2000 can do this for you and preserve all tags in one batch process: just drag the files you want to adjust to its playlist, right-click and "Convert". Set up a conversion preset (click "...") that converts the files to FLAC with your choice of compression. On the "Processing" settings, tell foobar2000 to apply ReplayGain correction to the resulting files. You'll need to read up on what the various RG options do.
