Sorry for the delay. There's a lot of source here (and docs, build
stuff,
etc). Running scripts (and correcting problems) to update the headers
and such has taken some time. Also wanted to be sure we included
everything. Thanks to Frank Barnaby for his work on this.
We are going to get the starter kit contribution bundle attached today.

Assuming folks have a chance to check it out over the next few days,
I'd like to start an acceptance vote on it early next week.
To be able to get the starter kit source into the project without
further delay, I'm separating the contribution and vote on QATests
from the starter kit.
