Ok, there's a new installation bundle for Windows at http://sourceforge.net/projects/rkwardextras/files/Windows/Development/updated_bundle/RKWard-0.6.1z_R3.1.1_KDE4.10.2.exe/download . I have not yet tested it on any Windows machine besides my virtual development environment, though.
