Yes, but then this is a persons opinion. IME I have presented UML(like) models to all sorts of people outside of software development and many (not all) have gone down very well. One of the great things about use cases is that they are such simple representations of the problem. So simple that even upper management can understand them. Couple this with the fact that they are an integral part of UML, and that UML is strongly recognised as a software term in management circles, then presenting use cases to management makes them feel like they are understanding software (which is a good feeling for the corporate executive to take home to the wife and family at the end of the day).
