IMHO absolutely not.  There is some value in the discussion and
rebuttal, but the major point of the draft is what comes after that
sentence.  I say publish it.  Yes there is still contention but who's
surprised?  Now we take the discussion into the IETF where we try to do
Real Engineering by applying the results to the Real Internet, and see
how well they do.

Maybe, but I don't think that matters much.  If I had to pick one I
would go with "analysis and recommendation".
