I don't think it it true. I as a regular RRG WG member for that matter do agree with the given recommendation as produced by RRG chairs.

If you think this should be "*only** the chair's recommendation" can you provide a detailed explanation on how to deliver RRG or for that matter any other IETF or IRTF WG recommendation in the future which would not be "*only** the chair's recommendation" ?

Then prove it. Hold a consensus check on the recommendation's
inclusion and find out for certain. That's what consensus checks
are for.

Personally I appreciate having the RRG chair's recommendation in the
report, as long as it is clearly marked (as I believe it is) as
**only** the chair's recommendation, and not in any way the consensus
of the RRG nor of any other group. I believe that the readers of this
report are in general smart enough not to take the recommendation as
anything more than one thing to look at with an open, serious, but
critical mind.
