Personally I appreciate having the RRG chair's recommendation in the report, as long as it is clearly marked (as I believe it is) as **only** the chair's recommendation, and not in any way the consensus of the RRG nor of any other group. I believe that the readers of this report are in general smart enough not to take the recommendation as anything more than one thing to look at with an open, serious, but critical mind.
