Brian, I'd be happy to discover that I am mistaken in this. Mistake or not I'd be even happier to get the actual views of the participants clearly documented in the record. There are, however, two points about which I am not mistaken: 1. Tony's initial inclusion of a the recommendation back in March was very contentious, with substantial dissent exhibited on the list. 2. Despite the expressed dissent both then and now, the chairs have declined to hold a consensus call specifically on the recommendation's inclusion, instead allowing only a consensus call on the publication of the entire document as edited. Whatever the IRTF procedures may allow, I think it would be contemptuous of the researchers to push an agenda like the "recommendation" over their objections. So let's not do that.
