About half of the postings about this document have been supportive, and the other half have wanted to not publish it.
What does it mean to have a series-wide policy that includes this statement? The various RFC streams may set their own guidelines, which will have priority. Are we forcing each stream to make their own, or do we expect that most streams will follow this default?
