My best answer to that question is "Yes".
I think there's an analogy to the IETF IPR rules, which the other streams have
largely adopted. But it's clear there may be variations, for example around the
acceptability of AI-generated text.
Anyway, given the variety of opinion about adoption here, I will have a go at
another version, some time in the next few weeks.
