I'd say "most streams will mostly follow the default". I'd also reword
the statement, e.g. as follows:
The various RFC streams may define exceptions to / variations from these
guidelines, which will have priority.
My point is that we want the streams to just say where they differ, not
write everything up anew just for a minor change.

My best answer to that question is "Yes".
I think there's an analogy to the IETF IPR rules, which the other
streams have largely adopted. But it's clear there may be variations,
for example around the acceptability of AI-generated text.
Anyway, given the variety of opinion about adoption here, I will have a
go at another version, some time in the next few weeks.
