To cut a long story short, I deviate slightly from the
thread and wish to ask.... Has the Public Authority -
the Municipality in your case, implemented Section 4
of RTI Act? If not, that should a strong ground in
your favour.
I would also insist that all RTI Activist should now
focus on on Section 4 implementation and strongly
impress on all Public Authorities for suo-motu
declaration be made immediately. This should solve
over a majority of the problems.
The PAs cannot plead ignorance now. They had over two
years time for this.
