I understood & really appreciate Monoj Kamraji's advice to use RTI at the
SIC. But, may be due to my ineptitude on the subject, I fail to understand the
'pichkari' concept of Mr. Roy. As I was given to understand "It(RTI) enhances
the accountability of the Government, improves decision-making, provides better
information to elected representatives, enhances Government credibility with
its citizens, AND PROVIDES A POWERFUL AID IN THE FIGHT AGAINST CORRUPTION" So
I hope you will appreciate that combat/fight mode is incororated within the
prelude of the Act. And I hope you will also appreciate with what Frederick
Douglas once said that "Those who profess to favour freedom, & depreciate
agitation, are men who want crops without ploughing the ground".
I don't know much about other States, in West Bengal, the Right to
Information is presently the Fight for Information, that'll continue untill
established.

"COMBAT". Manoj Kamra is also in the "Combat" mode. IMHO these are not
combat issues - if we try combat using a piddling little "weapon" like
RTI we will lose. RTI is now like a pichkari used for Holi.
The only role left for RTI - is what it is originally intended for -
to get information to citizens. How we use the information is beyond RTI.
We should instead concentrate on Combating ourselves, to refrain from
asking stupid / invalid questions to PIOs in RTI, to plan our RTI
requests carefully, and to use every mistake of PIO/PA to our advantage.
Finally, we should run very far away from RTI activists, NGOs and
other foreign financed pimps who are agitating RTI as a magic bullet
for remedying corruption. Penicillin was similarly touted as the
silver bullet for syphillis, it became ineffective due to gross
overuse and the virus / system got resistant and learnt to counter it.
