Dear Sh.Malay,Sh.Pai,Sarbajit Royji, In my opinion,detailed RTI applications for such matter to SIC can be useful to some extent without any big external effort.
On every such decision/pending case at SIC,there can be a separate RTI application---like copy of rule for not imposing penality for giving false reply;copy of notesheet of postponed dates of hearings showing justification,PIO presence,if any.;copy of causelists of last two months,receipt&dispatch register(which will reveal deliberate idleness).
