Dear Monoj,
  In fact my first RTI application made u/s 6 to this PA, i.e. this 
Municipality was regarding the Section 4 non-compliance only. The SIC used the 
same words in their previous 'Order' as on 15-05-2007, which they used in this 
'Order' too.(Against the same SPIO, who said he was ignorant of the Act, 
then)My most humble question is how many times a particular Public Authority 
will be spared for such blatant non-compliance of the Act? And the proactive 
disclosure part, this PA has a website, www.bidhannagarmunicipality.org.in 
where they have recently added a RTI Tab. You'll find copy of some Pay Slips 
etc. I most humbly request you to check it out. 
  I'm very much depressed & really don't know what to do & how to fight this 
dreaded virulence.
