i don't see why should this be a prerequisite in releasing information. the Act doesn't require the PIO to implement this. it says only indian citizens can use this. so why take it one step forward and make it difficult for people? that is my only question. nowhere does the act say that u require a a photo id proof. i think it is unfair. is liable to be misused by pio easily. in your case also i think SC was a little unjustified.
