No proof of citizenship is asked for employment even in Govt. service.
No proof of citizenship is demanded when a person's name is included in the
voters' list. When a person goes to a Court to file a case or to a Police
Station to lodge a complaint, no proof of citizenship is required to be
attached. One can go on like this.
Asking for proof of citizenship is only to delay/deny information and goes
against the letter and spirit of the Act.

Thanks a lot everyone for this response. But somehow I do not agree with
Sarbajit's justification of this. When it is not a mandatory document required
along with the application (which is given on a plain paper), then why should
this be demanded by the PIO? It could be only in the rarest of rare cases when
there is doubt about nationality. Thankfully it has been put on record by IC
OPK with a carefully worded decision.

Personally,I feel that there is nothing wrong with demanding proof of
citizenship before releasing the information. For example the Supreme
Court PIO recently refused to allow me to file an RTI on similar
ground. After all the RTI Act is about empowering citizens, and a
prudent PIO is well within his authority to formally request proof of
citizenship. This BTW does not contradict another clause of RTI Act
that the applicant is not required to disclose his details other than
his name and contact particulars.
However, when this requirement is used to deny / delay information or
REFUSE to accept RTI (as SC with me) then the PIO is certainly liable
to penalty.
