In 2006 we organised the Karachi Marriot bombing and followed it up with the 2008 Islamabad Marriot destruction. The other side promptly responded to identical targets. They even "telegraphed" their targets in advance to RAW with a TV advt on a Chinese owned channel showing both the hotel properties and the code word "Deccan", GoI ignored (or failed to decipher) it.
