No Alisha, 1) We dont file RTI requests at the drop of a hat and just because we consider ourselves to be RTI Activists. Is this the sole reason for our existence on this planet ?
2) We file RTI requests in one of 2 situations, a) because you absolutely need information which concerns you alone / your limited circle. You do this after you have exhausted all other avenues (legal / semi-legal - I mean chai pani) to get the information. RTI is an ADVERSERIAL process, once you start you are FIGHTING the P/A and they you !!! b) Because you are a responsible citizen of India who is affected by a actions (incl. omissions) of the State along with many other people as similarly affected as you, and YOU want to do something about it "in the larger public interest" and TO THE BITTER END. In such situation, RTI offers the possibility to create a "cause of action" and the ability to probe your opponent's (the STATE) weaknesses. c) There is also the 3rd (and best) situation where you are truly altruistic, not personally affected, but want to do this RTI in the "larger public interest" - so all you have to do is manufacture some "locus" in the matter and masquerade as "b". 3) Read our Code of Responsible RTI. It is not exhaustive nor does it cover every situation, but its a start, and focus on WHY you need to file this RTI instead of WHAT you need to ask. Once you are clear on the WHY, focus on the TO WHOM should I file this RTI. Then only come to WHAT I should ask (Questions are more important than answers anyway) and go back to WHOM should I put these to again. http://groups.yahoo.com/group/rti_india/message/379 4) Then you wait for at least 48 hours, and put on your PIO cap. Start thinking like a PIO, what defence / exemption would he use to escape ? Is his defence based on the sloppy wording of your application - can you change the language? etc etc. Well begun is half won; and nothing can save a botched up beginning. This should be an instructive exercise if you want to play this game at our group.
