Two more cents:  Eclipse is not IBM alone.  There are MANY Eclipse
member companies that could support (financially or otherwise) a
Ruby/Rails project built on Eclipse technology.

Just because DLTK exists doesn't mean that some Eclipse members
wouldn't support a project specifically aimed at Ruby/Rails
development.  It's not really in Eclipse's mandate to prevent project
overlap, as the recent discussion about Subversion support
demonstrated.  It seems to me that Eclipse provides some resources and
expects the community to shake it out.

Check the Eclipse site for the list of member companies and start poking them...
