Raleigh,  I had an assignment to cover the graveyard shift for a 
magazine article for the Houston Belt & Terminal a few years back.  The 
train master and I went into the 'bowl' to fetch a flat car that was 
coupled next to a tank car--that's a big no-no.  A shifted load could 
puncture the tank, probably the same thing for a tender tank or even a 
caboose.  Bulkheads were considered okay though.
