Not only does it happen, but sometimes it can be useful.  You won't see this 
on a mainline with lots of horsepower at the head of each train, but if your 
branch line or old time train stops with the slack out and then trys to 
restart, the engineer may find his wheels are slipping and he's going 
nowhere.  The simple solution is to back into the train a ways, then restart 
so that the train starts one car at a time and builds momentum.

Of course, as Bob W's message shows, this is not good idea with a passenger 
train.
