John,
If you have a light train or a light set of units, the locomotives will
start to move in Run 1 with out the prime mover increasing speed. If you
have a heavy train, the throttle will be advanced to Run 2 or higher to
start moving the train, and thus the prime mover speed increases before the
train starts to move. It all depends on how much power (tractive effort in
this case) is required to overcome the resistance of the train to start it
moving.
