You might check out drivers in HO or O scale and see if you can come up with 
something close.

Otherwise, a NWSL wheel puller would make short work of regauging AF drivers. 
Also, if I were machining flanges on AF drivers (with a file or whatever) I 
would machine them from the backside so as to increase the back-to-back 
dimension at the flanges, where it counts, as I worked
