I will admit I was very surprised to see this question on the "S  
Scale" e-group.  Other than traction or street rail, it is hard to  
think of a scale scenario where a 20" radius would be used in S  
Scale.  When we added the "closed frog" aspect of our switch in the  
2nd run, it was so the poorly gauged AF wheels would operate better,  
not code 110.  Now don't get me wrong, you can operate code 110 wheels  
on our 20" radius track, but when using KD couplers the cars need to  
be short, might need more weight, and operate at a scale speed  
appropriate for this tight a radius (5 mph???).

PS  The answer to your question on this list would be "razor saw".   
Either to the switch stand or for making 2" length of our track  
between the switches.  Another item not made for us before the 14 June  
letter...
