Hi Jace.
The CNR E-10 Mogul kits started off as a modest scratch building project more
than 10 years ago by Simon Parent who want to build a few for himself.  He
figured why not build a half dozen, and David and Oliver Clubine and myself put
in our orders.
Simon designed the photo etch patterns himself, along with the masters for the
needed castings which he had done by S Scale Loco and Supply.  When Fred Rouse
saw the quality of the work, he suggested Simon's efforts be marketed as a
SSL&S kit, which it was.
SSL&S seems to be dormant right now and all their kits have long since been
sold.  Simon is very busy with his career right now and has no plans for a
re-issue.  However he is not discounting another run maybe 15 years in the
future when he retires.
In the meantime I guess the best you can do is try to find someone who has
developed cold feet about starting their kit.  You're right about this engine
being applicable for a number of U.S. prototypes.  I saw one Simon did up as a
CB&Q loco and it looked fantastic.
You can see photos of the Simon's CNR Mogul under "SSL&S loco" in the photos
section.  There are also a couple of pictures in RMC...in the May' 08, and Feb
'10 issues.

Good luck.Jim

Relatively new to S scale, this is the first I've heard about the 2-6-0--a
thoroughly attractive branchline locomotive. When and where were these
available,

and is it still possible to buy one?

In a round about way, the SHS 2-8-0 is responsible for Andy Malette returning
to S scale. Fred Rouse of S Scale Loco & Supply was thinking of making the
vary same B&O 2-8-0. After he and Don talked, Fred was looking for a different
locomotive. Simon Parent and the Clubines lobbied hard for the CNR 2-6-0. The
production of which is a big reason Andy came over for HO. So the SHS 2-8-0
got at least two people into S!
