The SOO Line and the Milwaukee (perhaps among others) did burn lignite 
in some of their engines quite successfully.  North Dakota, Montana and 
to some degree South Dakota have vast deposits that are harvested via 
strip mining.  So the railroads harvested their coal that was an easy 
transport to the tenders.
