I never had any problem with Sunset when Mort Mann owned it; the locomotives 
were not quite PSC or Overland quality, but then they also didn't cost as much 
as those did.
I still own Sunset USRA 0-6-0, PRR I1, ATSF 2-8-0, 70-tonner, four or five 
cabooses, and an Erie Russian.  I once owned two or three more of the Russians 
(Erie and Frisco, never
WM or MP) but couldn't justify keeping more than the one (I owned a PFM Frisco 
when I was in HO).  I had to rework the cab windows, replace the Westinghouse 
air pump with 
a New York (happily made by Kemtron originally), a stock feature of Erie steam, 
add footboards to the tender rear beam, and a few other minor detail changes, 
but it is a good,
adequately-detailed model.
I agree it would have made an excellent choice for S scale steam.
