S or any other scale can only be considered "perfect" if it suits your 
needs better than the next size up or down.  We all know that if you 
want to run 200 car stack trains in a bedroom sized layout, you're lucky 
to make Z fit the bill.  If you own a large dry barn and want to run 200 
cars trains any scale will do.  However, if you want well detailed 
rolling stock with good mass, want something more than opening a box 
(like really modeling) and better proportioned trackage, S or O are 
perhaps the best choices.  Limiting one to a shortline railroad is ones 
choice with a lot of economics involved.  If it's not your choice then 
you re not limited except in your own mind.  It's very much like your 
ideal women--really only in your dreams! and with that I'll bid you all 
a good night!
