Don't forget the SHS Switchers. They have the cut levers. At least my 2 do, and my Consolidation Steamer has it, Even though they still have high Rail wheels, but all but the steam have scale wheels at thr ready to convert. Very few HO cars have them, even among the high end products. I suspect they are seen as easily damaged, often in the way of operating couplers and simply not noticed or requiered by most buyers. That said, my recent cars all have them, and I recommend Earl Tuson's etched Carmer levers for those cars that need them (including USRA boxcars as well as many PRR). Most of my Sn3 kits come with cut levers or at least the wire to make them and I've put them on most of my narrow gauge cars, although it is nice when they're prebent. Now that we have some RTR plastic freight cars in Sn3 from P-B-L, they also have them. But as Ed states in the article, the standard gauge cars generally don't have them other than brass. Is this another holdover from the AF legacy and a compromise to accommodate AF-compatible couplers? Dave Heine Easton, PA
