I'm also -1 on emailing them to sage-devel.

I'm definitely a big +1 on making a sage-irc-logs list. In particular,
it would be *hugely* helpful to be able to search that via the google
groups search -- just think of how many times you've said "oh, I
remember talking about that with so-and-so on IRC ..." Now you could
just search the logs for the conversation, without us having to write
anything to make them searchable. (And using a google search which
shows context is way more handy than grepping through a directory of
files ...)
