First of all, please put the cygwin package checking into its own script.
Its opposite to any sane prerequisite checking, but then thats because the
underlying platform lacks sanity.
Each Cygwin package installs a gzipped listing of files under
`/etc/setup/<package>.lst.gz`, so I would use that to check that the
prerequisite packages are installed. As usual, setting `SAGE_PORT=yes`
should let you skip the prerequisite check if you think you know better.
