gcc/g++/gfortran versions match (if GCC isn't built) is checked already.
Both these are relevant for all platforms, not only Cygwin.

None taken. The amount of effort put into this port thus far by JP, Mike
Hansen, William, Dima, myself, ... I think that I probably speak for them
in saying that the marginal effort of checking for the dependency is nil
compared to the value of not having to worry about it. That said,
naturally if JP wants to check them, I'm not opposed.
I should also point out that I will not have access to my XP machine
starting Friday afternoon US for several weeks, so anything XP-specific
would be nice to have resolved by then.
