As much as I know, sage -f of course does a re-installation. But ''if''
SAGE_ROOT/spkg/optional/ contains a file xyz.spkg then it will use this
file for re-installation; it will not attempt to download a new copy of
that file.

"need review" to "positive review"?
On the bright side: It passes testing on various platforms, including some
for which this is a good surprise. In addition, using the package I did a
lot of computations that went smoothly, reproduce known results, but go
much beyond the previously known.
So, from this point of view, I think it is OK to move it to "positive
review" (but I think ''you'' should do, because you are the reviewer, and
don't forget to insert your name in the "Reviewer" field).
On the dark side: Apparently nobody here has access to a computer with
Motorola chips. Martin Albrecht said it is extremely likely that our
package will not work on Motorola.
I am about to write an email to William with you as Cc, and ask whether he
can provide testing on Motorola, and if not, whether it is crucial for an
optional package being tested on it.
Best regards,
Simon
