 No it isn't. That's why I asked:

 sage: M = ModulesWithBasis(QQ)
 sage: M.base()
 Rational Field
 sage: P = M.CartesianProducts()
 sage: hasattr(P,'base')
 False
 sage: P.is_subcategory(M)
 True
 }}}

 Thus, P has no base, but is a sub-category of a category with base.

 That would probably just mean that the category of rings gets a base as
 well, namely ZZ.
