Oops, I was mistaken: I thought that every univariate polynomial ring was
constructed twice. But in fact, it is only ''stored in cache'' twice,
namely under different keys (see
sage.rings.polynomial.polynomial_ring_constructor._single_variate). So,
there is no starting point for an improvement here.
