Any child in distress is 'supposed' to be able to use it from
*any* payphone/landline/mobile without the phone owner objecting.
In fact, children are to be encouraged to use it when in need.
With the amount of physical, mental and emotional child abuse
(especially in schools), child labour, paedophilia and child
prostitution in Goa as a whole, 1098 is very, very under-utilised.
But then, how many of us adults/parents/educators are interested
in making Child Rights a subject in primary/secondary education?
Sure we can "...put an end to this topic", *visibly*, on this
listserv, but since it is so difficult to hide it, let the
"elephant" hang around in the room, even if we have to bear with
it in *silent* discomfort...
