Every year, the monsoon brings with it an outpouring of angst against the poor state of our civic infrastructure. This is completely justified. But spare a thought for a category of people for whom accessing infrastructure is a daily struggle, no matter what the season. According to the WHO and World Bank report on disability, 2011, approximately 15 per cent of the world's population lives with a disability. Applying that statistic to India, there must be about 186 million people with disabilities in the country. Neither public infrastructure, nor awareness, nor the sensitivity of government personnel, are in any way commensurate with this number. Recent reports of the humiliating and insensitive treatment of an amputee by CISF personnel at the Mumbai airport only confirm this. Despite a major overhaul of Delhi's infrastructure for the Commonwealth games in 2010, accessing pedestrian facilities — something that most people take for granted — is still a nightmare for disabled persons. For the most part, footpaths themselves are non-existent. Where they do exist, access onto and along them is still a major concern due to issues as innocuous as uneven or steep kerb ramps, poor paving and myriad obstructions. Often, they are too high to be accessed because they have no kerb ramps at all. At other times, access to them is blocked by bollards intended to prevent vehicular traffic from getting onto them. While motor cycles and scooters still find a way onto footpaths, people using wheelchairs or crutches find it difficult to bypass these obstructions. During the recent refurbishment and beautification of footpaths in some localities of Delhi, tactile tiles — intended to assist pedestrians who are visually impaired — were incorporated into pavement designs. But they have mostly been used for decorative purposes. Many a contractor and engineer thought the bright yellow of these tiles was intended to visually jazz up pavements. It is a travesty that these guides, provided to orient and navigate a blind pedestrian, often lead head-on into trees, poles, manholes etc. Road crossings are not designed to be inclusive either. Frequently, they do not have median refuge areas that mobility-aid users can access, because they are built at a considerable height. There are no audio signals at pedestrian crossings that could alert a visually impaired person as to when it is safe to cross a road. Access features like ramps or lifts in subways and foot overbridges are often missing. Did anyone imagine that there could be so many variables to come to grips with before one could cross a road? To the Delhi administration's credit, we now have low-floor buses with access ramps and space for wheelchair users. Bus shelters have also been made accessible through tactile pavers, ramps and handrails. However, buses do not have precision-docking systems and mostly do not stop at the actual stop. Passengers have to get onto the road in order to board buses. This negates the utility of the low-floor buses and ramps. The solutions to these problems are not rocket science. The Indian Roads Congress has published codes and guidelines, as has the Delhi Development Authority through its Unified Traffic and Transportation Infrastructure (Planning and Engineering) Centre (UTTIPEC). The UTTIPEC Street Design Guidelines are applicable to Delhi/NCR. It mandates that all road owning and civic agencies comply with street designs standards to make mobility safe, dignified and comfortable for all pedestrians and public transport users. The implementation of these access requirements is imperative to further the goal of universal accessibility, to create seamless travel chains from origin to destination. Lack of access at any point breaks the chain, and negates the benefits of infrastructure that is accessible. The lack of enforcement and punitive action for noncompliance is the problem. There is nothing to compel government bodies to implement these measures. The only way to change this scenario is for each state to incorporate such guidelines into their road/ streetscape standards, by law, and approval/ tender processes. A few have done so, but most have not. Without these changes, citizens of this country living with disabilities will continue to be short-changed by a government that is failing to discharge its obligations to them. The Persons with Disabilities Act, 1995 and the UN Convention on the Rights of Persons With Disabilities, which India has signed and ratified in 2007, stresses the importance for persons with disabilities to have access, on an equal basis with others. In continuation with my earlier mail on NAPSIPAG’s Tenth International Conference, I’m pasting here the concept note. Call for papers for the NAPSIPAG’s Tenth International Conference hosted by the Jawaharlal Nehru University, New Delhi 7th to 9th December 2013 on “Locked in Growth Patterns: Rethinking land, water and disasters for the post-2015 Development Agenda” Concept note: Disasters have a definite connection to developmental planning over land which includes forests, mountains, river catchments and coastal zones. Disaster mitigation and prevention ‘at-source’ strategies begins with land management. The world is rapidly moving into a direction of development in which sustainable resources of land and water are being traded for cash, creating disparities, degradation and disintegration of human prosperity. Unsustainable development beyond the carrying capacity of land and water triggers disasters which have a long term effect on development and the processes of income generation. As nature strikes back, human beings have no-one else but themselves to blame. The present conference cum workshop would look into land governance and management in a manner that the long term sustainability of natural resources, developmental gains and human well being does not get lost in disasters, and when disasters strike then there is a definite plan of action to mitigate and minimize the losses in terms of life and property. This would look into the role of governance in preventing disasters and also providing human security to reduce the risk of death and destruction. Ban Ki-moon, Secretary General of the United Nations passionately remarked, “What we do not realize is that disasters can have long-term impacts that impede development. We must look at challenges posed by disasters through a development lens as we accelerate efforts to achieve the Millennium Development Goals and discuss post-2015 priorities.” The core concerns of this conference/workshop are; list of 6 items • Land management and infrastructural development has a direct relationship to most environmental disasters. • Sustainable human development is threatened due to increasing frequency of environmental disasters. • Knowledge based land and water management and planning can reduce many disasters at their sources. • Governance should embody a knowledge based long term agenda for land development in every country. • The focus of governance in any country should be knowledge generation, skill development and participatory management of land and local resources. • Land acquisition for any mega project should calculate costs in terms of resources which are geo-physical such as water table, topography, underground aquifers,indigenous wisdom, ecosystem damages, displacement, loss of livelihood, rehabilitation cost, genetic losses of flora and fauna list end list of 3 items and ethics of the nature of development. Compensation packages should include concerns which come as knowledge about land sharpens and deepens. • Judiciary can contribute to better land management by entertaining not just geo-physical evidences but also communitarian, symbolic and emotive evidences which lie behind human adaptability and emotional strength as a citizen of a country. • Communities need training in disaster mitigation and prevention as much as in being important stakeholders in appropriate land management. list end Increasing vulnerability of the Asia Pacific region: The Asia Pacific region is becoming increasingly vulnerable to a rising ferocity and frequency of disasters of many types, including floods, cyclones, storm surges, earthquakes,drought, hurricanes and tsunamis. Despite the warnings coming through the studies related to climate change impacts, the management of land has remained unaffected by the demands of carrying capacity, inter and intra-generational equity and justice concerns. During the past decade, on average, more than 200 million people were affected and more than 70,000 people were killed by natural disasters annually. With unsustainable changes being made in patterns of land use, catchment and coastal zones, increasing density of population and concrete structures occupying high-risk areas over mountains, migration patterns, consumer culture even in wilderness virgin ecosystem zones , the impact of disasters has increased manifold. The Statistical Yearbook for Asia and the Pacific 2011, EM-DAT: Emergency Events Database and UN Ecosystem Assessment Reports highlight the impending dangers embedded in the growth journey of today. Its high time that decision makers sincerely revisit the developmental agenda which has brought growth and prosperity at the cost of human security and sustainable development. Hi, Want your guidance on the above mentioned problem. After installing save from.netextension I get download links for downloading videos in different formats including flv, mp4, 3gp. But mp3 is not available there. But my sighted friends are getting the link for mp3 also. I think Mp3 link is inaccessible using jaws. I just want to know if there is any way to download songs from youtube in MP3 format. Waiting to hear from you. Their partner's body would seem to them like an unexplored territory arousing a sense of desire and curiosity. Just as s/he learns calculations moving around beads on the abacus or uses tactile diagrams to form mental pictures of maps and places on the globe, s/he would want to indulge in exploring a whole new body inch by inch. While leisure activities outside the home may not be as accessible for the blind, sex can be seen as one activity which can easily be enjoyed in the vicinity of their own home. Based on some feedback, be aware that JAWS seems to wait for MathJax to render all the math, and this might mean a 10 second pause or more before hearing anything on the page. I believe there will be similar add ons for google chrome and IE. I haven't searched for it. There is one more way to download videos from youtuve. Copy the URL of the video. For example, it will be something like this http://www.youtube.com/watch?v=uIAc4KswZtA Then open a new window of your browser. Paste the url in the address box. I mean the place where we reach by the key stroke alt+D. Then add ss before the word youtube in the URL. Then it will be like http://www.ssyoutube.com/watch?v=uIAc4KswZtA Press enter. Now you will reach a new site. That page will contain download links for the video we want. It also does not give link for mp3. But it gives download link for the video in the following formats. flv, mp4, 3gp and there was one more which I don't quite remember. In this method you don't have to instal any software. It was when I tried to download a video using the later method I saw the link to download on one click. That took me to the Firefox add on gallery from where I downloaded the above mentioned add on. So if you could not download the add on from the page that I first referred to, try the second method. hello, another add-on called video download helper also let you download videos from youtube in diferent formats such as, mp4, 3gp, flv etc. after installing this add-on, go to your page of youtube witch you would like to download and press application key. in the context menu, there will be one submenu named download helper added to your context menu (after the installation of this add-on). in this submenu, go to the submenu media and activate it by pressing right arrow. here choose the option convert to audio... clicking this, will take you to one more page to download the audio converter extension. so add this too in your browser firefox. then click on the convert to audio subsequently if you need to download in mp3 format. hope this might be of some help. People have many questions about disabled people: What are we? How do we live? People ask so many questions but there are still many inquiries which they DONT make. These queries are hidden underneath their body language, their demeanor, and the way they assess our visible disability. Such unasked questions are easily understood by individuals with disabilities. This kind of curiosity and social inquisitiveness towards disability makes all the difference in their daily living, health and perception of men and women. A disabled person contains within himself/herself an environment of care-providers, family members, friends, and supporters. A disabled person depends heavily on them. Most of the learning of a disabled person is through them and they highly influence disability decision-making. Sometime back I wrote a quote, What You Need to Learn as a Disabled Person RESPECT YOUR BODY Listen To Its Shrieks and Shrills and Uffs and Crinkle of Tired Bones Listen to Its Spoken And Unspoken Syllables They Are Syllables Of Your Living With Spirit !! But as regards listening to bodies, I always wonder how many persons with disabilities listen to their bodies on a daily basis. How many are in tune with their own thoughts and how many are given a chance to explore life? For a person with disability, sometimes even the acts of successful social model might prove a hindrance to experiencing life to the fullest. Many disabled people suffocate themselves in following the social models, as they believe that such models are necessary to be a contributing member of the society. For example, the expression of heavy gratitude by being a care-receiver creates certain presumptions in disabled persons minds, as to what is expected of them. Many women with disabilities, who are unmarried, invariably adopt the offsprings of their brothers and sisters as a way of paying back for the care they received. India is a land of paradoxes, multi-layered customs of both acquired and acquiesced perfections. Although most people in the society consider marriage between a disabled person and a non-disabled person as ideal and utopian, the same notion influences disabled persons not to even consider marrying persons with slight disabilities. For example, many disabled men want a care-giver as wife with complete body. I still remember a friend saying to another friend (both are wheelchair users), Wish you were not in wheelchair, I would have married you long back. I cant make my family accept a disabled daughter-in-law. Men and women with severe disabilities dont even count for marriage purposes. Some successful disabled men want only able-bodied wife as they want to prove to the world that they are indeed NORMAL. On the other hand, many deaf-mute women and men often feel that they should marry within the same disability community, as communication would be a problem with others. I worked with a community where persons with speech and hearing challenges strongly believe that they should marry a person with the same disability. They even allowed bigamy and polygamy relations. Here I want to elicit the most common social models that act as hindrance to Disability Expression and Full participation in a peaceful life. Love Towards the Opposite Sex Love is a natural feeling. There is nothing uncommon about it. But in the case of the Indian disabled, its always layered with taboos. In Indian context, love is more or less associated with perfect body.
