The Office of Chief Commissioner for Persons with Disabilities (CCPD)
has directed the Bihar State Commissioner for Persons with
Disabilities to take suitable action to ensure the statutory three
percent reservation for differently-abled candidates in the recently
advertised posts of Assistant Professorship in universities of Bihar.

This intervention by the CCPD has come in response to a
petition/complaint filed by G.N. Karna, JNU's expert on Disability
Studies and honorary president of the Society for Disability and
Rehabilitation Studies.

In our petition filed on September 25, 2014, the Society for
Disability and Rehabilitation Studies had alleged blatant violation of
three percent reservation guaranteed to the differently-abled inter
alia Articles 32 and 33 of the Persons with Disabilities (Equal
Opportunities, Protection of Rights and Full Participation) Act, 1995,
(normally referred to as PWD Act 1995), noted Dr. Karna.

He explained that while advertising for a total of 3,364 posts of
assistant professorship in various subjects in the universities of
Bihar, the BPSC has deliberately left out the differently-abled.

Though reservation has been spelt out clearly in case of other
special categories, the prejudiced attitude on the part of the BPSC is
further reflected in denial of or discrimination against the
differently-abled in respect of relaxation in payment of prescribed
fees, said Dr. Karna.

Prima facie the BPSC action has given the impression that reservation
of three per cent granted to the the differently-abled, is not
complied with and flouted arbitrarily by the Government of Bihar, he
claimed.

Hey,
Just mark it as Not Spam, these days GMail is sending authentic mails
to Spam folder due to unknown reasons.
Anyways, back to the original question: How to translate English text
into Hindi with the help of Google Translate.
1 Visit translate.google.com
2 Choose the language in which the text should be converted which is
Hindi in this case. You can choose the language by an option before
the Translate button.
3 Type the English text which needs to be translated in the only edit
field on the page.
4 Press Shift Tab and your focus will be on the Translate button.
Press Enter there.
5 To view the translation results, get your focus out of the edit box,
and press down arrow.

Hi

It is very difficult for any one of us to say, why, this particular mail went 
to the junk folder.

It would have happend because of some keyword which GMail as defined to moved 
to the junk folder.

What we can do at our end, is to periodically check the junk folder and mark it 
to be unjunk, this will reset and bring it back to the regular in-box 
henceforth.

You cannot do anything at your end to prevent mails  going to the junk folder 
like this.

It is very difficult for any one of us to say, why, this particular mail 
went to the junk folder.

It would have happend because of some keyword which GMail as defined to 
moved to the junk folder.

What we can do at our end, is to periodically check the junk folder and mark 
it to be unjunk, this will reset and bring it back to the regular in-box 
henceforth.

You cannot do anything at your end to prevent mails  going to the junk 
folder like this.

1.  clause 2 h definition of establishment should include private bodies.
It did so in the very first draft prepared by the drafting committee. The
aim was to bring the private bodies also within the ambit of reservation
for eprsons with disabilities. It was also required to compell the private
players to provide for reasonable accommodation. By not including private
players in the definition of establishment, we are maitaining the status
quo and the new enactment does not deliver the promise of bringing our
laws in line with UNCRPD. Nowadays, almost all governmental functions are
being outsourced and so it becomes much more relevant to make private
players follow government norms with regard to disability. By providing
for reservation and reasonable accommodation in private sector, India
would be breaking new ground in empowerment of the persons with
disabilities.
2.  clause 2 definition of disability should include the words in
interaction with barriers, definition of persons with disabilities in
clause 2 P is vague when it mentions minimum 40% disability if disability
is not defined in measurable terms and all persons when it is defined in
measurable terms.
3.  definition of barrier should include the word attitudinal. more often
than not, it is the negative psychological mindset of others which
prevents a person with a disability from full participation.
4.  clause 2 T definition of reasonable accommodation: the words in a
particular case are unwarranted as modifications/adjustments made can
benefit large number of prospective employees/users.
5.  section 3 3 controversial. Discrimination cannot be justified in the
garb of furthering a legitimate aim.
6.  section 11 free legal aid for pwd to be included.
7.  section 16 periodicity of survey to be laid down.
8.  chapter on education has to mention about special education and private
educational institutions. Special education cannot be ignored altogether
and nowadays private players are ruling the roost in the educational
market. So, some binding duties on them also like those in RTI have to be
laid down with respect to persons with disabilities.
9   section 19 blanket excemption not desirable. It enables establishments
to seek excemption from non discrimination provisions which attrocious, to
say the least.
10  section on reservation should find a place in chapter on employment
itself.
11. the words with their economic capacity and development in s23 and s26
should be removed.
12. More has to be said about para-sports and 3% funds should be earmarked
for them.
13. S32 Identification of posts is for appointment to fill up the
vacancies reserved and not for reserving the posts.
SC judgment of october 8 2013 in NFB vs. UOI should be followed and
section so worded.
14. S32 review of identified posts should be every three years and not
five.#8195;
15. s33 Section should be properly worded as per sc judgment referred
above. 1% vacancies should be bifurcated between blind and low vision, or
1% separately should be provided for blind and 0.5% for low vision.
16. S33 Reservation in promotion should be explicitly provided following
judgment of SC and bombay HC in National confederation for the development
of the disabled vs. Union of India case.
17. s34 incentives to private sector should be specifically mentioned
otherwise section would lapse into mere formality as at present.
18. in chapter viii apart from establishments, private service providers

Hi all,
I am also facing the same problem but on excel 2013. Previously I was
using office 2013 and i had no problem in editing formula. From the
first day of upgrading to office 2013 I am facing this problem.
Moreover, after pressing f2, I am unable to come out ofthe formula
bar. If I press escape, jaws just says virtua cursor and. I tried to
solve it by maximising the window, but it also could not solve my
problem. Iam using Jaws 15.0.4203 64 bit.
How could I resolve this problem?
Would appreciate any assistance.

Mohit, many VI wear big glasses that cover their eyes  and in fact 
most of their face also. These glasses don't look very pretty, though 
they are recommended for those having surgery as they protect eyes 
from dust and excess light etc. You can go in for more stylish ones 
available in the market that suit you. These glasses are helpful in 
protecting your eyes outdoors if you have no perception of light at all.

Hi, I have been using fast track black glasses from the past three years to 
control my left eye watering. For me it looks very decent and gives full 
protection from light, air and dust. That time it costed  me around 1300. I 
recommend u directly go and buy suitable one in the shop itself.

in sending text chat messages to other. I think, many of us are also facing the 
same problem this evening. I am using latest version of Skype with latest 
version of Skype script.

Hi.
Skype is not very user friendly, I agree, but it is certainly quite accessible.
I use NVDA with Skype, without any sort of scripts or plugin, and find
Skype quite usable.
Just keep tabbing and shift tabbing around quickly and you will sooner
or later reach wherever you want to reach.
By the way, I had heard that JAWS 15.0 does not require the scripts
for most parts, because the Skype JAWS scripts have been incorporated
into JAWS itself. I do not have further knowledge about this since I
have never used it.

Actually the same Problem I was facing too to use the Skype ID with
the jaws13 and jaws15 as well! well thanx to Bhavya to clear the
doubt.
I would also like to know if someone could tell the exact procedure to
install Bluestag in my win7 32bit and please also tell me the proper
steps to use, What's app, Twitter and FB in Bluestag. Specially with
Jaws13 and Jaws15 in Win32. Does there is a proper steps to install
Bluestag which I can follow?

 It is very difficult for any one of us to say, why, this particular mail
 went to the junk folder.

 It would have happend because of some keyword which GMail as defined to
 moved to the junk folder.

 What we can do at our end, is to periodically check the junk folder and mark

 it to be unjunk, this will reset and bring it back to the regular in-box
 henceforth.

 You cannot do anything at your end to prevent mails  going to the junk
 folder like this.

About the Speaker: Born in 1952, Dr Ramesh Kumar Sarin Holds doctorate
 from JNU --  currently teaches Political Science at (Satyavati
College University of Delhi). His research interests ranges from
disability activism to comperetive disability policy. His Ph.D Theses
entitled: changing policies for the visually impaired: A Comparative
Study of South Africa and India was published by Academic excellence
Press in 2009. His name was featured in the Limka Book of Records for
creating World Record in Braille Writing in 1991. He undertook arduous
journey on foot of 7344 kilometers over 12 Indian States to spread
awareness about the importance of education in the lives of the blind
people.

Friends, Skype 6.20 has got upgraded, which's not fully accessible with the 
current Skype script. If you want to use Skype comfortably, uninstall that 
upgraded version and install 6.20 again. now, in tools menu, go to option and 
turn off automatic option. now, don't allow to upgrade that version.

after converting the english text into hindi, if  i am using JAWS 14
64bit in win7 64bit.
please assist me again.
I need step by step  guide to install that perticular TTS which read hindi.

 It is very difficult for any one of us to say, why, this particular mail
 went to the junk folder.

 It would have happend because of some keyword which GMail as defined to
 moved to the junk folder.

 What we can do at our end, is to periodically check the junk folder and
 mark

 it to be unjunk, this will reset and bring it back to the regular in-box
 henceforth.

 You cannot do anything at your end to prevent mails  going to the junk
 folder like this.

As far as windows 7 or 8 is concern, there is no problem of skype or script.

current Skype script. If you want to use Skype comfortably, uninstall that
