friends,
let me share personal experience of star health  policy which i have
taken last year.actually, i asked of a family plan which includes me
and wife with two children. the insurance company, starhealth policy
issued separately   me and others wife and two children included in
the family plan. my doubt is do they want to issue separate individual
plan to me because of visually challenged person is there any problem
to issue one common policy for the entire family.

Enhancing Educational Opportunities for Blind Children in the Developing
World


The World Blind Union estimates that fewer than 15% of blind
children get any kind of education. The situation is especially alarming 
in
developing nations where key resources like schools and trained teachers 
are

inadequate. It is not realistic to wait for these countries' basic
infrastructure to be improved. What we propose instead is a 
technologically

straightforward and potentially far-reaching solution: the development of
oral courseware for elementary and middle grades. Such courseware can be
distributed at minimal cost and, more importantly, permits independent
learning. It thus sidesteps the lack of schooling infrastructure in
third-world nations and is rapidly field-deployable. This effort will 
draw
upon the global diversity of MIT's student body who will be enlisted to 
help

create the oral course material. It has good prospects for sustainability
and, by making education accessible, holds promise for bringing about a
transformative impact on the lives of blind children globally.


The Need:
Blind children are amongst the most vulnerable segments of a country's
population. This is especially true in the developing world where 
treatment

and educational facilities are very limited. According to the WHO, 87% of
the world's 1.5 million blind children live in developing nations. In a 
2008

report, the World Bank describes the marginalization of children with
disabilities. The proportion of such children in the school system in 
India,

for instance, has actually registered a decrease over the past six years.

The resulting lack of education has profound downstream consequences. The
vast majority of the blind do not get employment (in India, their
unemployment rate is estimated to be a startling 99%) leading to poor 
life
prospects and lost productivity at the national level (estimated globally 
to
be in excess of $20 billion annually). Deficient education of the blind 
is

truly a problem of global scope, affecting every developing nation on the
planet. In this proposal, we outline a technologically straightforward
project that can have far-reaching impact towards improving the 
educational

opportunities available to blind children.

There are several hurdles involved in delivering education to blind 
children

in a developing nation. These include:
- Limited number of schools for the blind
- Inadequate special education facilities in mainstream schools
- Lack of teachers trained in the instruction of blind children
- Poor availability of course material in Braille and lack of Braille
training All of these challenges argue for a non-Braille based 
instructional
system that a blind child can pursue without much involvement of a 
teacher.

Oral courseware is a natural and promising option. Given its obviousness,
one would expect it to have been already implemented and widely deployed.
The reality, however, is starkly different. A negligible fraction of 
blind

children in the developing world have access to oral courseware, and in
fact, such courseware does not even exist for the early school grades.

Our Approach:
We propose to develop 'oral courseware' targeting the early grades that 
can
be made available to a large number of children and schools for the blind 
at
minimal cost. This approach permits independent learning, and can thus 
get

around the problem of the lack of trained teachers. For ease of getting
started, we will focus initially on India, a country that carries the
world's greatest burden of childhood blindness. However, given that
childhood blindness exists in every nation on the planet, the relevance

specific objective of protecting the interests of this section.

The Differently Abled People's Congress, which was formally inaugurated

Opposition Leader Oommen Chandy here on Thursday, will work towards the
welfare of these segments, particularly in relation to protecting the
three per cent job reservation they are legally entitled to. According 
to

Mr. Thalekunnil Basheer, KPCC vice-president who is charge of the new
organisation, the State has an estimated 20 lakh people who are 
physically
and mentally challenged. These segments are eligible for several 
welfare

schemes of the Central and State governments. But in reality, these are
out of bounds for them. The new organisation will uphold their interests
and ensure they get their due from the government sponsored schemes, he
said.

At the inauguration function, Mr. Chandy wanted the government to 
appoint

differently abled people to higher posts. He said that the government
should also take steps to clear the backlog in the appointment of people
belonging to this category. Private and public establishments should
provide representation to them, he said.

The DAPC elected Kottamam Vimal Kumar as president and C.S. Thomas as
general secretary. A lot of preparatory work was done prior to its 
formal

inauguration. The KPCC convened a preliminary meeting and set up a
steering committee. Mr. Basheer said the new organisation would soon
prepare a plan action and bring the problems faced by them for public
debate.

Kozhikode: The Women's Forum of the Kerala Federation of the Blind, in 
coordination with the Kerala Women's Commission, will organise a one-day 
workshop for visually challenged women at the NGO Hall on Sunday. 

The workshop is an initiative to make the government and society aware of the 
problems faced by visually challenged women, said T. Devi, Women's Commission 
member at a press conference at the Calicut Press Club.

The workshop will also aim to instil in visually challenged women awareness of 
their rights and of the welfare schemes of the government. Over 300 women from 
the 14 districts of Kerala would attend the workshop, said Noble Mery Chacko, 
the president of the Women's Forum.

'Isolated lives' 


Ms. Chacko said that visually challenged persons live isolated lives and such a 
workshop would allow them to interact with other women in the same situation. 
Many of them are neglected by their families, some have none to depend on when 
their parents die and it is imperative that we reach out to such women living 
in rural areas, she said.

Ms. Devi said that even statistics of visually challenged persons was 
unavailable and the Women's Commission would request for a study of the number 
of such persons in the State through local bodies. The workshop will be 
inaugurated by District Collector P.B. Salim. Lectures on 'Problems of Blind 
Women and Solutions' by Noble Mery Chacko, 'Women's Commissions activities for 
female empowerment' by T. Devi and 'The Law on Prevention of Domestic Violence' 
by V.K. Prasanna will be presented at the workshop. 

T. Sunil, district president of the Kerala Federation of the Blind asked 
mediapersons to highlight the KFB's longstanding demand to raise pension for 
visually challenged persons from Rs.250 to Rs.1,000.

Some times, I encounter a strange problem while reading some documents
with jaws.
Some word documents, though they are written in English, with all
English spellings, letters and punctuations, my JAWS reads with french
accents. That is it pronounces every letter and word, together or

For example:
When I started reading Lajja of Taslima, it reads every thing
including its letters and words in French with all French accents.
What could be the reason?
It looks very strange, and has been happening for quite some time.

I wish to bring to your urgent attention the case of a Govt employee
from Kerala's Health Dept, who went blind recently, facing termination
and not knowing  how to proceed.  He lost his vision recently and is
facing harassment from his colleagues at the Primary Health Centre that
he works in, including not being permitted to sign on the roster.



He used to take his wife along to the office for assisting him, but,
even this has not been permitted.  The DMO has been telling him to
present himself before a Medical Board to prove his physical fitness and
take voluntary retirement if and when his disability is proved.



He has given representations to the Commissioner for PWD at
Thiruvananthapuram, but, there has been no response.  When the DMO was
shown the relevant clauses of the PwD Act, he was told that the
protection available to a person acquiring a disability while in service
will not be applicable to his cadre (I understand he works as an
assistant at the PHC). .



Now, he has been asked to present himself before the Medical Board next
Tuesday.  On earlier occasions, he has avoided this by taking sick
leave.  This time, he is in a dilemma as the pressure is mounting on him
to accept his disability and quit.



It may be noted that he has not yet  gotten himself a disability
certificate and hence theoretically  not yet a disabled person as per
his official records.



Pls share your views on the courses of action available to him,
including for the immediate term.



The moot question is, can he present himself before the Medical Board
and let himself be declared disabled (or as they would term it,
physically unfit for work) ?  Is it time for him to challenge the
departmental harassment in Court ?  Or, should he wait for response from
the CPWD, considering he gave his representation only a month back ?



Looking forward to your advice at the earliest...

 Government and foreign help, was subscribed by Indians
within three months.  Tilak and Tagore helped to setup Swadeshi Cooperative
Stores.  Many Zamindars and merchants joined hands with political leaders to
found banks, insurance companies and shops.  For example, The Bengal
National Bank was started to finance Indian enterprise.

The contribution of the Swadeshi movement was most marked in the cultural
sphere.  A new type of nationalist poetry, prose and journalism, surcharged
with passion and filled with idealism, was born.  The patriotic songs
composed at that time by Rabindra Nath Tagore, Rajani Kant Sen, Durjendralal
Ray, Mukunda Das, Syed Abu Muhammad, and others later became the moving
spirit for nationalists of all views - revolutionary, Gandhian, or
Communists-and are still popular.  Tagore's Amar Sonar Bangla later inspired
the liberation struggle of Bangladesh and was adopted as its National anthem
in 1971.  Political journalism, which resulted from the Swadeshi and
national movements produced some classic testaments on freedom, liberty and
self-reliance.

The Swadeshi influence could be seen in Bengali folk music, popular among
the Hindu and Muslim villages (Paligeet and Jari Gan) and it evoked
collections of Indian fairy tales such as Thakumar Jhuli (Grand mother's
tales) written by Dakshinaranjan Mitra Majumdar, which delights Bengali
children even to this day.

In art, this was the period when Avanindranath Tagore and Ravindra Nath
Tagore broke the domination of Victorian naturalism over Indian art and
sought inspiration from the rich indigenous traditions of the Ajanta,
Rajput, and Mughal paintings.  Nandlal Bose, who left a major imprint on
Indian art, was the first recipient of a scholarship offered by the Indian
Society of Oriental Art, founded in 1907.

In the field of science, Jagdish Chandra Bose, Prafulla Chandra Roy, and
others pioneered original research, which was acclaimed the world over.

Later on, Gandhiji used the weapon of Swadeshi and Boycott in the
Non-cooperation and the Civil Disobedience movements.

I am told that concerned DMO is of the firm opinion that Persons with 
disabilities act applies to Central government employees and is not 
applicable to state government employees.
I am amazed firstly at the fact that how a medical officer is acting like 
a legal officer and deciding the applicability of the acts.


secondly, who knows, Kerala government may also, like Maharashtra 
government, have indulged in arbitrary changes in the disability act 
modifying it according to

its own sweet will!

I am sure there are judgments about s47 of PWD applying it to governments 
of NCT and even other states.


I will send the judgments shortly.
I am sure there are no legal grounds for opinions of medical officer and 
even if God's own country has passed any such restrictive provisions, 
they have to be assented to by president otherwise they are void.


I am sure he will get relief in god forsaken country.

from Kerala's Health Dept, who went blind recently, facing termination
and not knowing  how to proceed.  He lost his vision recently and is
facing harassment from his colleagues at the Primary Health Centre that
he works in, including not being permitted to sign on the roster.



He used to take his wife along to the office for assisting him, but,
even this has not been permitted.  The DMO has been telling him to
present himself before a Medical Board to prove his physical fitness and
take voluntary retirement if and when his disability is proved.

Thiruvananthapuram, but, there has been no response.  When the DMO was

Hello,
As far as I think, he should go to the medical board first, and get
the disability certificate from there.
Please wait till tomorrow and I'll send you a case decision.
The facts and issue of that case are very similar to this case.
Don’t even think that he’ll be terminated from his job.

departmental harassment in Court ?  Or, should he wait for response from
the CPWD, considering he gave his representation only a month back ?

THIRUVANANTHAPURAM: The Southern Railway has commenced making available special 
accommodation for the physically challenged commuters in brake van coaches next 
to guard's cabin in mail and express trains. 

Four berths have been earmarked to facilitate the travel of physically 
challenged persons accompanied by attendants in as many as 133 trains running 
in the Southern Railway with effect from August, according to the Southern 
Railway. 

The Railway has said that the physically challenged persons can also make 
reservation in the general quota. In the event of the reservation not utilised 
or partially used, the vacant berths will be made open to the unreserved 
physically challenged passengers coming in the last minute with unreserved 
tickets. It will be kept unoccupied for the use of physically challenged 
passengers joining en route in case the physically challenged passenger does 
not turn up.

Kochi: A Telephone Regulatory Authority of India (TRAI) notification designed 
for the benefit of mobile phone consumers has given cell phone service 
providers the opportunity to change tariff plans without the knowledge of 
subscribers. 

A 2004 TRAI notification inadvertently empowered service providers to 
changemobile phone tariff plans without the subscriber's knowledge. In its 
Telecommunication Tariff (Thirty First Amendment) Order, 2004', TRAI notified 
that a tariff plan once offered by an access provider shall be available to a 
subscriber for a minimum period of six months from the date of enrolment of the 
subscriber to the tariff plan. It also mentioned that a subscriber would be 
free to choose any other tariff plan even during that period. 

The amendment was made with a view to encourage competitive tariff fixingby 
mobile operators which would give the consumer plenty of options to choose 
from. It is unfortunate that this is being distorted, said T. Balachandran, 
TRAI Advisory Board Member. He also said he would bring this to TRAI's notice 
at its next meeting on September 17 and 18. 

The issue came to light when M.K. Haridas of 'The Proper Channel', aKochi-based 
NGO, realised that his monthly mobile bill didn't tally with thetariff plan he 
had opted for and that he was not informed of the plan shift. At the Consumer 
Court, the service provider cited the TRAI notification in its defence. 

Consumer should get complete plan 

As per the law, a week after service activation, complete tariff plan should 
be sent to the consumer. Subsequent change in plan should also be intimated, 
said Mr. Haridas. 

There is also provision for the consumer to shift from one plan to another 
without paying migration fee. Strangely, very few telephone subscribers are 
aware of the fact that if a problem in fixed line or broadband is not rectified 
by the operator in three days, the consumer is eligible for a seven-day rent 
subsidy. If it takes up to 15 days to fix the trouble, the subscriber should be 
given a 15-day rent cut. The subscriber will get a full-month rent concession 
if it takes more than 15 days for the company to do the repair, said Mr. 
Haridas, calling for better consumer awareness in this regard. © Copyright 2000

advice to take admission in   B.ed. If you talk about my hobbies,   my 
hobbies are reading, teaching and listening music. I  am from Delhi. Now 
a days I  am giving coaching upto 12th standard. I  have an assistant for 
checking the notebooks of the children. Reading books is my favourite 
hobby. After facing this problem, it is difficult for me to read. Now I 
can read with the help of jaws. But I  am new in this circle, so, I  am 
unable to download the books from internet. I  am in the process to learn 
more. Please guide me as far as you can. There are lots of things which I 
don't know about jaws and working with jaws. Although I  have completed 
computer course from national association for the blinds. It is a 
certificate course. When I  was sighted, I  worked as a  stenographer. My 
typing speed in english is 40 w.p.m. and my shorthand speed in english 
was 100 w.p.m.  Now I  can type @ 40 w.p.m. but it is impossible to write 
in shorthand because I  can write in shorthand but it is not possible to 
read. That's why, I  want to take admission in B.ed and want to become a 
teacher. Is it possible for me? I  am confused. I  can take admission in 
correspondence course because I  want to continue my coaching classes 
also.

as we are all aware, internet is not a luxury but a necessity for the 
visually challenged. in the absence of adequate amount of braille and 
recorded materials, it is through the internet that the world of letters 
unfolds before us. even though i have been an english lecturer for the 
past thirteen years, i had not been able to read english newspapers and 
journals till i started using internet.further, we have to download a 
number of audio files which are very big in terms of KB. For us, internet 
is not a supplementary medium but the only effective medium for 
information and entertainment.
the state of affairs being like this, what do you think of demanding to 
BSNL [at least] for making a reduction in their internet charges for the 
blind. BSNL employees already enjoy concession of this kind. why can't we 
ask organisations like AICB to take up this issue?i would like to know 
your responses.

adistribution of linux. ubuntu has a screen reader in it called Orca.  as

need not pay a single paise for it. it is virus-free. as it is an in-built 
screen reader, we will get speech support even at the installation stage. 
further, the orca developing team is always ready to perfect it if users 
like us are willing to bring to their notice the problems we encounter 
while using orca. besides, the software experts among us are perfectly 
free to participate in this act of perfecting orca.
