As I've mentioned in the subject line, i'm not able to book online
concessional reserved train ticket. "card information not present" is
the error message that pops up after entering the required details.

Not sure about Paytm improving exactly.
After the TalkBack 5 update, the Paytm homepage accessibility for the top
row button had become disfunctional. Many TalkBack users tried to take it up
with Paytm without success, and even Victor Tsran from the Google
Accessibility team contacted them but there was no change whatsoever. Even
now, the buttons, pay, cashback, add money, passbook, they don't work on the
home page. Whatever button you tap, all the buttons are read together by
TalkBack. And it is the passbook that would open wherever you tap on that
row.
These buttons are working properly on the bank page though.
Will if things get better there, it is a highly used app...

History, we are told, is the record of what human beings have done;
literature, the record of what they have thought. Last year I examined
  with you the place of the blind in history—not just what we have
done but what   the historians have remembered and said we have done.
The two, as we found, are   vastly different.
This year I would like to talk with you about the place of the blind
in   literature. How have we been perceived? What has been our role?
How have the   poets and novelists, the essayists and dramatists seen
us? Have they "told it   like it is," or merely liked it as they've

With history there is at least a supposed foundation of fact. Whatever
the   twisting or omission or misinterpretation or downright
falsehood, that   foundation presumably remains—a tether and a
touchstone, always subject to   reexamination and new proof. Not so
with literature. The author is free to cut   through facts to the
essence, to dream and soar and surmise. Going deeper than   history,
the myths and feelings of a people are enshrined in its literature.
Literary culture in all its forms constitutes possibly the main
transmission   belt of our society's beliefs and values—more important
even than the schools,   the churches, the news media, or the family.
How, then, have we fared in   literature?
The literary record reveals no single theme or unitary view of the
life of   the blind. Instead, it displays a bewildering variety of
images—often   conflicting and contradictory, not only as between
different ages or cultures,   or among the works of various writers,
but even within the pages of a single   book.
Yet, upon closer examination the principal themes and motifs of
literature   and popular culture are nine in number and may be
summarized as follows: blindness as compensatory or miraculous power,
blindness as total tragedy;   blindness as foolishness and
helplessness; blindness as unrelieved wickedness   and evil; blindness
as perfect virtue; blindness as punishment for sin;   blindness as
abnormality or dehumanization; blindness as purification; and
blindness as symbol or parable.
Let us begin with blindness and compensatory powers. Suppose one of
you   should ask me whether I think there is any advantage in being
blind; and suppose   I should answer like this: "Not an advantage
perhaps: still it has compensations   that one might not think of. A
new world to explore, new experiences, new powers   awakening; strange
new perceptions; life in the fourth dimension."l How would   you react
to that? You would, I suspect, laugh me out of the room. I doubt that
 a single person here would buy such stereotyped stupidity. You and I
know from   firsthand experience that there is no "fourth dimension"
to blindness—no   miraculous new powers awakening, no strange new
perceptions, no brave new worlds   to explore. Yet, the words I have
quoted are those of a blind character in a   popular novel of some
time back. (I don't know whether the term has   significance, but a
blind "private eye," no less.)
The association of blindness with compensatory powers, illustrated by
the   blind detective I have just mentioned, represents a venerable
tradition,   reaching back to classical mythology. A favorite method
of punishment among the   gods of ancient Greece was blinding—regarded
apparently as a fate worse than   death—following which, more often
than not, the gods so pitied the blinded   victim that they relented
and conferred upon him extraordinary gifts, usually   the power of
prophecy or some other exceptional skill. Thus, Homer was widely
regarded as having been compensated by the gift of poetry. In the same
way   Tiresias, who wandered through the plays of Sophocles, received
for his   blindness the gift of prophecy.
The theme of divine compensation following divine retribution survived
the   passage of the ages and the decline of the pagan religions. Sir

in my view this change of definition will not change anything because
people with vision more than 3/60 and less than 6/60 will be shifted
to low vision category. and they will be entitled for the same
benefits. as far as the railway concession is concerned, only
completely blind persons are eligible to avail it and those having
3/60 or more vision are still left out.

Speaker: Joint Sec and chairperson of National Trust Mr Mukesh Jain
Mr Jain:  “though the audience is not very big, but the all sitting
here have the capacity to change the sector manifold”.
Mr Jain: disability does not reside within individuals but it exists
in the society.
Mr Jain: there are 3 kind of challenges to implement the RPWD Act.  1.
Substantive challenges: how to make intervention at the ground level.
Healthcare, education and employment fall under substantive
challenges.
Mr Jain: disability policy should not be the afterthought, it should
be built in all the policies.
Challenge II: structural challenges
Mr Jain: how to make all people with disabilities aware about the
provisions under the RPWD Act. If we are able to achieve this,
majority of our challenges will go away.
Mr Jain: 2.68 crores people with disabilities are not sitting only in
Delhi and Mumbai, they  are their in the villages and making them
aware about their rights should be the key.
Mr Jain: if we are to bring accessibility, we will have to train,
municipal workers, and the other stakeholders such as SP, DSP and the
Majistrates.
Mr Jain: removal of prejudice against PWDS. Publick employers should
be made aware of the skills of PWDS.
Mr Jain: procedural challenge: all state CCPD offices should become
the centre for the monitoring and coordinating of the schemes.

Speaker: KK Pandey (CCPD)
Mr Pandey: though the numbers comprising of state commissioners, NGO
representatives government officials and the researchers are less but
we should not forget you are the seed which will germinate and bring
out the necessary change required in the country.
Mr Pandey: In Maharashtra, Gulab Ray Maharaj was the one blind
‘divyang’ who wrote 150 books thousand years ago.
Mr Pandey: ‘Divyang’s have always contributed for the nation. They are
not burdens what they need an opportunity. Of late science has won
over disability. Anyone can become ‘divyang’ so we all should be aware
about its challenges.
Mr Pandey: In the last 2 and a half years, the government of India has
organized more than 4 thousand equipment distribution camps and moore
than 6 lakhs ‘divyang’ have got benefited. The government had to incur
around Rs 4 crore for this initiative.
Mr Pandey: We are now moving from the charity approach to the rights approach.
Mr Pandey: the government wants to implement the RPWD Act on the
Ambedkar Jayanti on 14th April 2017. Remember the PWDA 1995 took 3
years to see its rules notified. You can thus see the commitment of
the Modi Government.
Mr Pandey: There is no fixed format in the disability sector. Its
evolving and we have to remain vigilance. Its not a sector where trade
union operates. We have to find solution with consensus in the sector.
Mr Pandey: There is need to give opportunity to all ‘divyangjan’ of
the country. I end here Thank you.

Speaker: N S kang Secretary DEPWD
Mr Kang: The government and the civil society need to work in tendom
to see that the law is implemented effectively.
Mr Kang: on the 10th of March we put the draft of the rules on our
website, please send suggestions. Send us your objections soon so that
we could publish the rules on 14th on April on the occasion of
Ambedkar Jayanti.
Mr Kang: the larger challenge is to how we make disabled people aware
about their entitlements envisaged under the legislation.
Mr Kang: in the last 2 years, we have sceen great change in the
attitude of peoplw towards PWDs which is encouraging. We should carry
on the momentum. We are determined to ensure equal status for the
people with disabilities.
Avinash: We break for tea now. We are heading towards the lift which
is Braille-embedded. The people have now started networking. Some NGO
representatives are looking desperate to meet government officials.
They have to show their credentials. My friend Yogesh and Me both
totally blind have found a table and one of the CCPD Office officials
has instructed her colleagues to take care of our tea and snacks
requirements. On my table, I happen to meet one woman who has a son
who has multiple disabilities. She sstrikes a conversation: ‘Hi’, I
responded Hellow! We discussed inclusive schooling and debated the
prose and cons. Then we are meeting the State CCPD of Nagaland, who
informes us that as per 2011 Census, in Nagaland there are only 29
thousand six hundred children have disabilities. He lamented that his
office is clubbed with the social welfare department, and fund
scarcity is the huge problem. We are done with tea.

Disability has been one the end results of violence historically.
Since ancient times, numerous wars have been fought and entire
civilisations have been destroyed. The end results of every war has
been seen in binaries like ‘victory’ and ‘loss’, ‘life’ and ‘death’,
‘pride’ and ‘humiliation’. But, one binary which generally escapes
attention of war historians is ‘able-bodiness’ and ‘disability’.

Process of ‘othering’

It differs from society to society because of different levels of
stigmatisation of disabled people in different societies. Some do the
‘othering’ of disabled population from the mainstream, leading to
their double exploitation, firstly due to their limited physical
potential and secondly the societal discrimination that arises after
becoming physically disabled. This violence is highly structural in
nature.

This structural violence becomes more widespread where a large
disabled population lives. This structural violence has two types, one
where a large disabled population exists due to some war or natural
disaster, the other case being where no ‘war’ has been fought but many
people by birth are disabled. Take the example of any country torn by
war, such as Syria. The civil war has left nearly a million people
with permanent disabilities. The level of violence in Syria today is
unparalleled. The potential of the entire society and country has been
reduced to its lowest. The word ‘violence’ here does not just refer to
the continuous bombings and firings during the war, but also when guns
are not firing, violence still exists.

The other example can be taken where a large disabled population lives
in a war-free or conflict-free zone. For example, India has 26.8
million disabled people as per the 2011 Census. Here the disabled
population is one of the most marginalised sections of the country and
also one of the largest minority groups, though disability is yet to
be formally recognised as a ‘minority group’ in the country. In India,
one can see that the gap between the realised potential of a person
with disabilities and that of an able-bodied person is huge.
Discrimination in itself is a kind of violence; one would find that in
plenty in India where representation of disabled people in all sectors
of the economy is extremely low. In most cases, employers deny a job
to a disabled person by uttering their usual catchphrase, “not found
suitable for work”.

This leads to a high rate of unemployment among the disabled, and most
of their expectations to live a decent life are left unsatisfied,
leading to non-realisation of potential within. This is the result of
‘structural violence’ of society towards the disabled, where violence
is not seen on the face of it like ‘personal violence’ does. It
creates an environment of ‘negative peace’ within a society.

A separate peace

Negative peace refers to the absence of violence. When, for example, a
ceasefire is enacted, a negative peace will ensue. It is negative
because something undesirable stopped happening (e.g. the violence
stopped, the oppression ended). Whereas positive peace is filled with
positive content such as restoration of relationships, the creation of
social systems that serve the needs of the whole population and the
constructive resolution of conflict.

In the context of disability, one can safely conclude that societies
which have more disabled people have more ‘negative peace’ than those
which have fewer disabled people. This is because the stigma attached
with disability leads to the marginalisation of disabled people as a
result of structural violence. The reverse is also true that violent
societies have more disabled people than peaceful societies.
Disability and attitudes towards the disabled are markers of the level
of violence within societies.

Throughout history, physical punishment has been inflicted upon people
by making them disabled by cutting off the limbs, tearing out the
eyes, cutting their tongue, etc. Secondly, those who were already
disabled by birth have been seen as those who had committed some grave
sin in their previous birth so as to be born disabled in this birth.
This logic of previous birth sin leads to the legitimisation of
discrimination and hatred towards persons with disabilities across
cultures. Hence, a ‘culture of violence’ is born and is legitimised
further.

In every sphere, a disabled person’s life is pervaded with violence in
some form or the other, the magnitude of this violence might differ,
but its existence can’t be denied.

Similarly, with the same confidence and smile, another trainee, Anu
Kumari (23), added, “I love this job. We get to interact with several
people. At present, I am completing my graduation and will continue in
the BPO sector, if got an opportunity. Through constant guidance, I am
improving has a telecom operator.”

With the aim to bring ‘Divyang’ girls in the mainstream, Vodafone
India Limited has partnered with the Braj Kishore Netraheen Balika
Vidyalaya to develop a project titled ‘Drishti’ to provide opportunity
to the visually impaired girls and make them self dependent.

Under this ambitious project, the telecom company has set up a
Tele-calling centre on the school premises, wherein members of the
school have been trained by Vodafone on voice recognition system to
connect with potential pre-paid customers.

“This particular venture is special as the company is targeting
visually impaired girls and helping them to upgrade their quality of
life through imparting special skills that will enable them to earn a
living and be self –dependent. The organisation believe these girls
are equally capable and dedicated as anyone else in taking up
professional challenges,” said, Business Head, Bihar and Jharkhand,
Vodafone India, Rajshekhar Metgud while inaugurating the call centre.

The concept to start the service came after I first visited the
Technical Training Institute at Pune, where the company was running a
call centre for differently abled people, added, Co-Founder of Braj
Kishore Netraheen Balika Vidyalaya, Neelu Verma.

“Girls here come from primitive places. After a rigorous training for
one year, few girls were sent to Pune and they received very good
remark from trainers. Keeping this in mind and with the support of
Telecom Company, the school is working towards socio economic
rehabilitation of visually impaired. For the convenience of the Tele
calling team, the call centre is set up here on campus premises,” said
Verma.
