This distinction has profound and complex consequences. This war is a well intentioned war in many respects, prompted by obvious and usually legitimate fears about urban decay and social distress. But the casualties of this war have been profound; they number in the tens of millions of lives destroyed or gravely damaged even for a relatively benign drug like marijuana. And like every war, there comes a time to call it off. Many studies have shown that the main reason for the explosion in the American prison populations is incarceration of non-violent drug offenders. This has some profound racial and class dimensions. For example, 1/3 of young black males in America today are under some kind of judicial supervision, either prison or parole or court mandated treatment or sanctions of various kinds. No one objects when a murderer is caught and jailed, but the fact is that many of those young men of various colors have had their lives ruined by vigorous application of the War on "Drugs," while the mostly wealthy and mostly white higher level dealers very seldom get caught, or if caught, get prison time. The bankers who launder the money, the accountants who keep the books, and the lawyers who advise them almost never "do time" for "their crimes." Consider the extraordinary and bizarre dynamics which occur when you look at the details. For example, Federal penalties for 5 grams of crack cocaine (mandatory minimum sentence = 5 years) are essentially 100 times more severe that for powder cocaine (where 500 grams are required to get the mandatory minimum 5 years jail). Thus, rich, well connected white wholesalers can bring in pound quantities of cocaine powder, yet be at far less risk of criminal sanction than the poor young black retailers who are asked to "rock it up" into crack cocaine. Our book On the Causes of War has a short chapter devoted just to the War on "Drugs" because its consequences are so profound, yet so insidious due to the general appreciation for the bad things drugs can certainly lead to, and lack of appreciation for how much of the violence associated with drugs is a byproduct of making them so illegal. For another example, the Attorney General of Colombia has remarked that the war on "drugs" in America kills thousands of people in his country every year, due to its weird distortions and hypocrisies (of which CIA drug running is merely the most obvious). There are many good reasons to fear drugs, especially given the dozens of varieties which modern times bring us. But ... There are also many better ways to fight violent crime, than by criminalizing scores of millions of non-violent people by a swarm of dietary laws, and indirectly making many potential witnesses to murder, rape and other violent assaults afraid to testify due to their own vulnerability to prosecution because of drugs. Retaliation from gangs is fearful enough for many witnesses, without the added disincentive of risking all should police or prosecutors turn against you. The international consequences of the War on "Drugs" may be as profound as any American national consequences. By criminalizing this consentual behavior, and insisting that other countries do the same, America provides about a $500 billion dollar per year annual windfall profit to the "narco-trafickers." They have close connections to the international market in weapons, and both have close connections to the banks which service this underground part of the "global economy." In each of the 25 years since, more Americans have died of cancer than the year before. http://www.canceranswer.com/ralphmoss.htm We have had 50 years of American Cancer Society (ACS) brainwashing on the question of cancer, so most people out there believe we are making progress in the war on cancer. We are not, we are losing the war. Twenty years ago I was hired at Memorial Sloane Kettering (MSK) cancer centre in New York as the science writer, later promoted to assistant director of public affairs. Shortly after I went to work there I went to visit an elderly Japanese scientist, Kanematsu Sugiura, who astonished me when he told me he was working on Laetrile (B17), at the time it was the most controversial thing in cancer, reputed to be a cure for cancer. We in public affairs were giving out statements that Laetrile was worthless, it was quackery, and people should not abandon proven therapies. I was astonished that our most distinguished scientist would be bothering with something like this, and I said why are you doing this if it does not work. He took down lab books and showed me that in fact Laetrile is dramatically effective in stopping the spread of cancer. The animals were genetically programmed to get breast cancer and about 80 - 90% of them normally get spread of the cancer from the breast to the lungs which is a common route in humans, also for how people die of breast cancer, and instead when they gave the animals Laetrile by injection only 10-20% of them got lung metasteses. And these facts were verified by many people, including the pathology department. LL: So this is verified, that Laetrile can have this positive effect? RM: We were finding this and yet we in public affairs were told to issue statements to the exact opposite of what we were finding scientifically, and as the years went by I got more wrapped up in this thing and 3 years later I said all this in my own press conference, and was fired the next day, "for failing to carry out his most basic job responsibility" -- ie to lie to the public what goes on in cancer research. You better not smoke and then most of the lung cancer won't happen, but that is one example of how the tobacco industry has infiltrated the medical establishment. The bigger thing is the industrial interests. If you look at the board of MSK you will find the who's who of the petro- chemical industry. Why are they there? Again, very little research is done on the effect of chemicals in causing cancer. We know that is probably one of the main things that causes cancer -- petro-chemical pollution. But that is denied. Of course it's denied, because the people who are paying the bill and directing cancer research have a vested interest in keeping the scientists away from that area, and keeping them focused on DRUG cures, things that can be patented, marketed and so forth, and the FDA is in total collusion in this. LL: If there was an even playing field some of the alternative therapies would shine. RM: The Japanese are not afraid to look at things that are non-toxic. Here we will look at natural things as long as they are more toxic than chemotherapy. We don't want any competition. It would be unfair competition to have a less toxic drug than chemotherapy because everyone would then flock to the less toxic drug. LL: What is really sick is the industry leaders value their bottom line more than the well being and life of people. RM: Yes, because we have set up a situation where it costs hundreds of millions of dollars for a new drug. Once you have got a situation like that you have got to have a patent on the drug. LL: We know that natural substances cannot be patented. RM: If you want to change it, you change the law that establishes the need for double blind clinical studies in drugs. You eliminate the efficacy clause from the Harris amendment to the food and drug act, which Harris himself didn't even want. This was imposed by the FDA and the drug industry. This upped the ante and made a regulatory barrier. Now instead of it taking 1 million dollars to establish the safety of a drug, you now need 300 million dollars. So none of the small inventors, or the people with good ideas can ever hope to possibly hope to get their drugs approved. They put you in administrative limbo where the best you ever hope to get is this backburner simmering kind of thing, and I know of a number of good scientists who have got IND's (Investigative New Drug Applications) to test drugs, but when you try to market the drug they will put you out of business, and Dr.

It is called The Charter for Global Democracy. It has already been signed by influential leaders in 56 nations, and has the support of civil society non-government organizations around the world. The document is, in reality, a Charter for the abolition of individual freedom. The first of 12 principles calls for the consolidation of all international agencies under the direct authority of the United Nations. The second principle calls for regulation by the UN of all transnational corporations and financial institutions, requiring an "international code of conduct" concerning the environment and labor standards. Principle number 3 demands an independent source of revenue for the UN, such as the "Tobin tax" and taxes on aircraft and shipping fuels, and licensing the use of the global commons. The "global commons" is defined to be "outer space, the atmosphere, non-territorial seas, and the related environment that supports human life." Number 4 would eliminate the veto power and permanent member status on the Security Council. Number 5 would authorize a standing UN army. Number 6 would require UN registration of all arms and the reduction of all national armies "as part of a multilateral global security system" under the authority of the United Nations. Principle number 7 would require individual and national compliance with all UN "Human Rights" treaties and declarations. Number 8 would activate the International Criminal Court, make the International Court of Justice compulsory for all nations, and give individuals the right to petition the courts to remedy social injustice. Principle 9 calls for a new institution to establish economic and environmental security by insuring "sustainable development." Number 10 calls for the establishment of an International Environmental Court. Number 11 calls for a declaration that climate change is an essential global security interest that requires the creation of a "high-level action team" to allocate carbon emission based on equal per-capita rights. Principle number 12 calls for the cancellation of all debt owed by the poorest nations, global poverty reductions, and for "equitable sharing of global resources," as allocated by the United Nations. As preposterous as these ideas may sound to freedom-loving Americans, most of the world considers them to be an improvement over their current circumstance. The fuel that fires the global governance movement, however, is not the desires of oppressed people, it is the money supplied by the well-to-do elite who feel the need to "do something" to help the less fortunate people of the world. The strategy for advancing the movement is supplied by those who expect to control the machinery of global governance. It is no coincidence that financial contributions in support of the Charter for Global Democracy are to be made to the London office of United Nations Association. Dozens of documents, all promoting some form of world government, have been circulating for most of this decade. All contain these same principles. He was smiling, shaking hands and socializing with reporters Friday night during the annual picnic for members of the White House press corps when a guest asked, "When are you going to have your next formal press conference, Mr. President?" President Clinton kept shaking hands and after a few moments said: "I don't know. I'll have one." The reporter, Paul Sperry, Washington bureau chief of Investor's Business Daily, asked, "When?" The president replied, "Why?" Sperry: "The American people have a lot of questions about illegal money from China and the campaign-finance scandal." Suddenly, the president's mood changed, his face turned red and he launched into an argument that lasted nearly 10 minutes as he defended himself and the Democratic Party against allegations of Chinese attempts to influence the 1996 U.S. presidential election. During the extraordinary exchange, Clinton suggested that Republicans were hypocrites on the subject of campaign-finance violations. He complained about the length and cost of the investigation and suggested that the FBI would prefer that the news media report on political funding irregularities rather than questions about the April 19, 1993, federal raid on the Branch Davidian compound in Waco, Texas. Horror and shame are compounded by the fact that the crimes are so familiar and could so easily have been terminated. That has been true ever since Indonesia invaded in December 1975, relying on U.S. diplomatic support and arms -- used illegally, but with secret authorization, even new arms shipments sent under the cover of an official "embargo." There has been no need to threaten bombing or even sanctions. It would have sufficed for the U.S. and its allies to withdraw their active participation, and to inform their close associates in the Indonesian military command that the atrocities must be terminated and the territory granted the right of self-determination that has been upheld by the United Nations and the International Court of Justice. We cannot undo the past, but should at least be willing to recognize what we have done, and to face the moral responsibility of saving the remnants and providing ample reparations, a pathetic gesture of compensation for terrible crimes. The latest chapter in this painful story of betrayal and complicity opened right after the referendum of Aug. 30, 1999, when the population voted overwhelmingly for independence. At once, atrocities mounted sharply, organized and directed by the Indonesian military (TNI). The UN Mission (UNAMET) gave its appraisal on September 11: The evidence for a direct link between the militia and the military is beyond any dispute and has been overwhelmingly documented by UNAMET over the last four months. But the scale and thoroughness of the destruction of East Timor in the past week has demonstrated a new level of open participation of the military in the implementation of what was previously a more veiled operation. The Mission warned that "the worst may be yet to come It cannot be ruled out that these are the first stages of a genocidal campaign to stamp out the East Timorese problem by force." Indonesia historian John Roosa, an official observer of the vote, described the situation starkly: "Given that the pogrom was so predictable, it was easily preventable... But in the weeks before the ballot, the Clinton Administration refused to discuss with Australia and other countries the formation of [an international force]. Even after the violence erupted, the Administration dithered for days," until compelled by international (primarily Australian) and domestic pressure to make some timid gestures. Even these ambiguous messages sufficed to induce the Indonesian generals to reverse course and to accept an international presence, illustrating the latent power that has always been at hand. The same power relations ensure that the UN can do nothing without Washington consent and initiative. While Clinton "dithers," almost half the population has been expelled from their homes according to UN estimates, and thousands murdered. The Air Force that was able to carry out pin-point destruction of civilian targets in Novi Sad, Belgrade, and Ponceva lacks the capacity to drop food to people facing starvation in the mountains to which they have been driven by the terror of the TNI forces armed and trained by the United States, and its no less cynical allies. The recent events will evoke bitter memories among those who do not prefer "intentional ignorance." We are witnessing a shameful replay of events of 20 years ago. After carrying out a huge slaughter in 1977-78 with the decisive support of the Carter Administration, Indonesia felt confident enough to permit a brief visit by members of the Jakarta diplomatic corps, among them U.S. Ambassador Edward Masters. They recognized that an enormous humanitarian catastrophe had been created. The aftermath was described by Benedict Anderson, one of the most distinguished Indonesia scholars. "For nine long months" of starvation and terror, Anderson testified at the United Nations, "Ambassador Masters deliberately refrained, even within the walls of the State Department, from proposing humanitarian aid to East Timor," waiting "until the generals in Jakarta gave him the green light" -- until they felt "secure enough to permit foreign visitors," as an internal State Department document recorded. Jesse Ventura resign from the party because of his assertion in Playboy magazine that "organized religion is a sham and a crutch." In the November issue of Playboy, Ventura declared that organized religion "tells people to go out and stick their noses in other people's business." The party chairman, Russell Verney, faxed a letter to Ventura, the party's only major electoral success story, saying his comments "about religion, sexual assault, overweight people, drugs, prostitution, women's undergarments and many other subjects do not represent the values, principles or ethics upon which this party was built." "You have brought shame to yourself and disgrace to the members of the Reform Party," Verney wrote. "For the good of the members, you should resign now from the Reform Party of the United States of America." Verney said in a telephone interview that he would meet with party leaders early next week to decide whether to try to force Ventura to stop using the Reform Party as his party identification. Verney said members had lodged thousands of fax, e-mail and telephone complaints about the Playboy comments. Nevertheless, Verney's move is sure to antagonize the many party members who regard Ventura as the party's best hope for becoming a permanent force in national politics. Verney is a longtime aide to Ross Perot, who is believed by many party leaders to be encouraging Pat Buchanan to switch from the Republican Party to the Reform Party, forcing Ventura to share the spotlight. At the party's national convention in July, members elected a new chairman, John Gargan, who had been endorsed by Ventura. Gargan had hoped to assume the duties before the official transition on Jan. 1, but Verney has refused. The party's presidential nominee will qualify for $13 million in Federal funds, and many leaders say the party's constant infighting leaves it open to a coup by a well-organized outsider. Verney said that before sending his fax, he called Ventura's office and was told he could expect a response in "two to three months." Camdessus said last week that resumption of aid depended on developments in East Timor and resolution of the Bank Bali scandal. The scandal centers on the payment of an 80 million dollar commission by the bank to a company owned by a ruling Golkar party executive. The bank paid the commission to recover money owed by three banks that had been closed down by the government. Boediono said that the Indonesian economy is now "in far better shape" than it was a year ago, but "uncertainties remain" because of the bank scandal, the East Timor situation and "rising political temperature" ahead of presidential elections in November. He said the government regarded the bank scandal as a "very serious matter" that would be resolved in a complete and transparent manner "which will meet the public's expectations." After the presidential elections Boediono said he hoped Indonesia's restructuring and economic recovery would "regain momentum." Camdessus said that the IMF "expect(s) to continue working with the next government of Indonesia to do our part in helping the country achieve its great potential," and "look forward to contributing, when the day comes, to the rebuilding and sustainable development of East Timor." According to a new report released with a statement signed by more than 100 conservation groups around the world, forests should not be sacrificed blindly to the goal of free trade. The so-called "Global Free-Logging Agreement" should not be pursued until the environmental effects of existing trade rules and the new proposals have been fully reviewed and modified to protect forests. "Our Forests at Risk: The World Trade Organization's Threat to Forest Protection" spells out in sobering detail the likely consequences of what forest advocates call the "Global Free- Logging Agreement." The 32-page report was co-authored by Earthjustice Legal Defense Fund and Northwest Ecosystem Alliance, in collaboration with American Lands Alliance, Asia Pacific Environmental Exchange, International Forum on Globalization, Pacific Crest Biodiversity, and Pacific Environment and Resource Center. Environmental groups say that as a member of the World Trade Organization (WTO) , and a key proponent of the "Global Free-Logging Agreement, " the U.S. has the ability to affect trade policy and trade rules, and that our negotiators must do a better job of maintaining U.S. environmental standards. "Our trade negotiators are pushing a plan that would undermine the forest protections that U.S. citizens fought so hard to obtain," said Patti Goldman, managing attorney for EarthJustice Legal Defense Fund and a principal author of the report. "We are urging our government to look before we leap into loosening regulations designed to protect our environment and U. S. jobs. Our government should insist on a full review and modification of the WTO rules to ensure protection of our forests before pushing forward with new proposals." According to the report released today, the "Global Free-Logging Agreement" jeopardizes forests under the cloak of free trade and exemplifies a disturbing trend in the formulation of trade rules. It would wipe out important forest protections and accelerate the destruction of forests worldwide. Some of the key threats to Northwest, and the world's, forests include: Invasive Species Safeguards: Invasive species, such as the Asian Gypsy Moth, the Asian long-horned beetle and others, are the second leading threat to forest biodiversity. The best way to prevent these bio-invasions is to stop them at the border. But trade rules have made it difficult, if not impossible, to stop deadly infestations before they spread. Raw Log Export Bans: Washington State and the U.S. have banned the export of raw logs from public lands in the Western U.S. The goal is to reduce the overall demand for logging and to enable domestic mills to benefit from the logging that is done. Trade rules prohibit such bans, and Japan is already threatening to challenge the U.S. ban. Green Procurement: Through green procurement, governments use their purchasing power to increase demand for recycled paper and decrease consumption of products from native and unsustainably managed forests. Recycled content requirements are firmly in place for federal, state and local government procurement throughout the U.S. But under WTO trade rules, such regulations can be challenged on the grounds that they discriminate against countries that log native forests. Eco-labeling and Forest Certification: Eco-labeling enables consumers to find and buy environmentally friendly products. -Caveat Lector- The Information War Humanity has always invested heavily in any scheme that offers escape from the body. And why not? Material reality is such a mess. Some of the earliest "religious" artefacts, such as Neanderthal ochre burials, already suggest a belief in immortality. All modern (i.e. post-paleolithic) religions contain the "Gnostic trace" of distrust or even outright hostility to the body and the "created" world. Contemporary "primitive" tribes and even peasant-pagans have a concept of immortality and of going-outside-the-body (ec-stasy) without necessarily exhibiting any excessive body-hatred. The Gnostic Trace accumulates very gradually (like mercury poisoning) till eventually it turns pathological. Gnostic dualism exemplifies the extreme position of this disgust by shifting all value from body to "spirit". This idea characterizes what we call "civilization". A similar trajectory can be traced through the phenomenon of "war". Hunter/gatherers practised (and still practise, as amongst the Yanomamo) a kind of ritualized brawl (think of the Plains Indian custom of "counting coup"). "Real" war is a continuation of religion and economics (i.e. politics) by other means, and thus only begins historically with the priestly invention of "scarcity" in the Neolithic, and the emergence of a "warrior caste". (I categorically reject the theory that "war" is a prolongation of "hunting".) WWII seems to have been the last "real" war. Hyperreal war began in Vietnam, with the involvement of television, and recently reached full obscene revelation in the "Gulf War" of 1991. Hyperreal war is no longer "economic", no longer "the health of the state". The Ritual Brawl is voluntary and hon-hierarchic (war chiefs are always temporary); real war is compulsory and hierarchic; hyperreal war is imagistic and psychologically interiorized ("Pure War"). In the first the body is risked; in the second, the body is sacrificed; in the third, the body has disappeared. (See P. Clastres on War, in Archaeology of Violence.) Modern science also incorporates an anti-materialist bias, the dialectical outcome of its war against Religion - it has in some sense become Religion. Science as knowledge of material reality paradoxically decomposes the materiality of the real. Science has always been a species of priestcraft, a branch of cosmology; and an ideology, a justification of "the way things are." The deconstruction of the "real" in post-classical physics mirrors the vacuum of irreality which constitutes "the state". Once the image of Heaven on Earth, the state now consists of no more than the management of images. It is no longer a "force" but a disembodied patterning of information. But just as Babylonian cosmology justified Babylonian power, so too does the "finality" of modern science serve the ends of the Terminal State, the post-nuclear state, the "information state". Or so the New Paradigm would have it. And "everyone" accepts the axiomatic premises of the new paradigm. The new paradigm is very spiritual. Even the New Age with its gnostic tendencies embraces the New Science and its increasing etherealization as a source of proof-texts for its spiritualist world view. Meditation and cybernetics go hand in hand. Of course the "information state" somehow requires the support of a police force and prison system that would have stunned Nebuchadnezzar and reduced all the priests of Moloch to paroxysms of awe. And "modern science" still can't weasel out of its complicity in the very-nearly-successful "conquest of Nature". Civilization's greatest triumph over the body. But who cares? It's all "relative" isn't it? I guess we'll just have to "evolve" beyond the body. Maybe we can do it in a "quantum leap." Meanwhile the excessive mediation of the Social, which is carried out through the machinery of the Media, increases the intensity of our alienation from the body by fixating the flow of attention on information rather than direct experience. In this sense the Media serves a religious or priestly role, appearing to offer us a way out of the body by re-defining spirit as information. The essence of information is the Image, the sacral and iconic data-complex which usurps the primacy of the "material bodily principle" as the vehicle of incarnation, replacing it with a fleshless ecstasis beyond corruption. Consciousness becomes something which can be "down-loaded", excized from the matrix of animality and immortalized as information. No longer "ghost-in-the-machine", but machine-as-ghost, machine as Holy Ghost, ultimate mediator, which will translate us from our mayfly-corpses to a pleroma of Light. Virtual Reality as CyberGnosis. Jack in, leave Mother Earth behind forever. All science proposes a paradigmatic universalism - as in science, so in the social. Classical physics played midwife to Capitalism, Communism, Fascism and other Modern ideologies. Post-classical science also proposes a set of ideas meant to be applied to

The UN calculates that the whole of the world population's basic needs for food, drinking water, education and medical care could be covered by a levy of less than 4 % on the accumulated wealth of the 225 largest fortunes. To satisfy all the world's sanitation and food requirements would cost only $13 billion, hardly as much as the people of the United States and the European Union spend each year on perfume. ... Consider, for example, the right to food. Food is not in short supply. In fact, food products have never been so abundant. There is enough available to provide each of the Earth's inhabitants with at least 2,700 calories a day. But production alone is not enough. Next month will see the 50th anniversary of the Universal Declaration on Human Rights, which states that "everyone has the right to a standard of living adequate for the health and well-being of himself and of his family, including food, clothing, housing and medical care and necessary social services". But for most of humanity, these rights are increasingly inaccessible. Consider, for example, the right to food. Food is not in short supply. In fact, food products have never been so abundant. There is enough available to provide each of the Earth's inhabitants with at least 2,700 calories a day. But production alone is not enough. The people who need the food must be able to buy it and consume it. And that is precisely the problem. Thirty million people a year die of hunger. And 800 million suffer from chronic malnutrition. Again, there is nothing inevitable about this. Climatic problems are often predictable. When humanitarian organizations like Action Against Hunger (3) are able to intervene, they can often nip a famine in the bud in a matter of weeks. And yet hunger continues to decimate whole populations. Why? Because hunger has become a political weapon. In today's world, no famine is gratuitous. Hunger is a strategy pursued with unbelievable cynicism by governments and military regimes whom the end of the cold war has deprived of a steady income. Rather than starving the enemy, as Sylvie Brunel points out (4), they are starving their own populations in order to cash in on media coverage and international compassion, an inexhaustible source of money, food and political platforms. In Somalia, Sudan, Liberia, North Korea, Burma and Afghanistan, governments and military leaders are holding innocent people hostage and starving them for political ends, sometimes with appalling cruelty. In Sierra Leone, the men of ex-Corporal Foday Sankoh's Revolutionary United Front (RUF), in a horrific year-long campaign of terror, have been systematically chopping off peasants' hands with machetes to prevent them cultivating the land. Climate has become a marginal factor in major famines. It is man who is starving man. Amartya Sen, the winner of this year's Nobel prize for economics, is renowned for showing how government policies can cause famine even when food is abundant. On several occasions, he has stressed "the remarkable fact that, in the terrible history of famines in the world, no substantial famine has ever occurred in any independent and democratic country with a relatively free press (5)". Rejecting the arguments of the neo-liberals, Professor Sen contends that greater responsibility for the well-being of society must be given, not to the market, but to the state. A state that must be sensitive to the needs of its citizens and, at the same time, concerned with human development throughout the world. These orders had been approved by the Israeli Military Commander Moshe Ya'lon on 15 May this year, but were not announced until 19 - 20 September when the orders were distributed to Israeli military stations and DCO centers in the northern West Bank, and advertised in the Al Quds newspaper. According to LAW's documentation, these orders included closing off land belonging to no fewer than 79 Palestinian villages. As well as consisting of thousands of dunums of Palestinian owned farmland, it also contains the homes of hundreds of Palestinians; many people have been required to evacuate the land. It is stated in the preamble to the military orders that no one is permitted to remain in the area without special Israeli permission. Israel has once again imposed control over Palestinian land under the pretext of 'security'. Settlement activity in the area could indicate that the government has earmarked this land for the expansion of existing settlements. The land in question constitutes much more than the 7% of land that Israel is due to transfer from to Palestinian civil control according to the Israeli-Palestinian agreement recently signed in Sharm Al Sheikh. In fact, a portion of this land may be due for transfer to the Palestinians under the recent peace deal. The military closure of those areas close to the Green Line (the border between Israel and the West Bank), may be an attempt to unilaterally create facts on the ground, as Israel has been determined to remain control of the border areas. LAW's field investigators are working with the village communities and councils, engineers and land surveyors to determine the impact of these decisions. LAW is examining the legal precedents and individual cases to prepare a legal challenge against the decision. This confiscation of land is illegal. It violates the Fourth Geneva Convention and undermines the very basis of the Sharm el Sheikh deal. LAW demands the immediate revocation of these orders and an end to all settlement activity taking place on occupied Palestinian land. Orlin Grabbe/A - Nuclear Accidents Japanese Nuke Workers Were Just Making Cookies First, mix uranium hexafluoride with nitric acid in a bucket. A SERIES of grotesque blunders by inexperienced staff, combined with inadequate safety procedures at the Tokaimura nuclear plant, lay behind Japan's worst nuclear accident, the company which runs the installation conceded yesterday. From the accounts of three workers severely injured in Thursday's inadvertent nuclear reaction, it emerged that staff bypassed normal procedures to mix a uranium-nitric acid solution in a stainless steel bucket by hand. As a result, there was a small explosion, followed by an uncontained nuclear reaction which sent radiation spewing into the atmosphere, forcing 300,000 people in a four-mile radius of the plant to stay in their homes. The three workers had been mixing uranium hexafluoride with nitric acid to make fuel for a nuclear power plant. There are supposed to be three stages: first the uranium hexafluoride is dissolved in nitric acid in a solution tank. It is then pumped to a storage tank and then to a settling tank. But according to one of them - Yutaka Yokoyama, 54 - the employees ignored most of the procedure, and used neither a solution tank nor a storage tank, preferring to mix it directly in the bucket. The three men were also very inexperienced. For two of them it was the first time they had tried to perform the procedure, while the third had done it only a few times. They also attempted to process eight times the normal amount of uranium. Under the company's rules, only 2.4 kilograms of uranium should be processed at once in order to prevent a "criticality incident" of the sort which caused the accident. The three tried to process 16 kilograms of the material in one go. It is not clear whether the violation of the rules was due to sheer ignorance or whether they were trying to cut corners. Much of the information on the accident came from Mr Yokoyama, the oldest member of the team involved in the accident, who was the least affected by radiation and is able to walk. The other two have very low counts of white blood cells and red burn marks on their skin - classic symptoms of radiation poisoning. Bone marrow transplants are being considered for the three men. Radiation levels in the town of Tokaimura, 90 miles north-east of Tokyo, were back to normal yesterday allowing people to leave their homes for the first time since the incident occurred on Thursday. Few people ventured out into the streets even after the all clear. JCO, the company which runs the plant, said safety rules had been violated. A spokesman said: "We have no words to express our apologies. We cannot escape our responsibility since our employees violated company rules and the incident was deplorable." Police are questioning company officials and criminal negligence charges may be brought. But the company also admitted that the facility where the accident took place had inadequate safety equipment. There were no glove boxes to keep workers away from radioactive materials, no robots nor remote control systems. The plant also did not have a control rod, used to control critical state reactions. Details of the incompetence that led to the catastrophe have appalled the Japanese public. A series of recent accidents at nuclear plants had already undermined confidence but the idea that workers were flouting procedures and inventing their own Heath Robinson measures was beyond the comprehension of many. Jinzaburo Takagi, the leader of the Citizens' Nuclear Information Centre, said: "It's most incredible to me. There has to be a review not just of this plant but of the whole industry." While there was a sense of relief that the situation had not been more grave, there was also a feeling that it could have been avoided. But is the FCC really a group of modern-day Don Corleones who run a protection racket complete with threats to kowtow to government demands or else? That's how one FCC commissioner views his colleagues. "They are engaged in shakedowns, extortions, and things that fall outside the formal regulatory process," Harold Furchtgott-Roth said Tuesday at a Hudson Institute conference in Jackson Hole, Wyoming. "The commission has been very effective in shaking down companies [and deciding] which communities get served first, which communities get served last, [and] who the assets get spun off to," he said. Furchtgott-Roth, a Clinton appointee who is the sole economist among the agency's four other lawyers-turned-commissioners, is frequently the lone dissenting voice when the FCC considers new regulations. Under US law, the FCC has broad regulatory authority over telecommunications companies. He criticized the conditions the FCC required before approving the SBC-Ameritech merger, and pointed at "the conditions which SBC has 'voluntarily' submitted with a gun pointed at its head. "Somehow, all the conditions have nothing to do with wireless licenses, but a lot of other things." Furchtgott-Roth also slammed the so-called "Gore tax," or e-rate fee that the FCC devised to wire schools and libraries to the Net. "There we have a situation where the commission has invented a tax to fund programs at schools and libraries across America purportedly to bring broadband. At first blush this seems like a good thing." But, he said, Department of Education statistics published in January 1998 -- before the e-rate checks began to flow -- showed about 70 percent of schools already had access. "This is just preposterous. Most schools and libraries were hooked up to the Internet before a nickel of this multibillion dollar tax was imposed on Americans. There's hardly a politician who's willing to stand up and say this is an incredible fraud," Furchtgott-Roth said. Martin Irvine, a Georgetown University professor who spoke Monday, said his experience suggested otherwise. "I can't believe that so many schools are connected," he said. Irvine also said that the FCC should not refrain from regulation of the Net and telecommunications businesses, saying that some forms of control over what companies and individuals can do are better than others. "Regulation does not equal regulation does not equal regulation," he said. Glenn Woroch, a research economist at GTE Laboratories, said he believed that the FCC needed to intervene in the telecom industry -- and the Internet business too. "I also think there's room for agencies like the FCC to help the industry move out of certain conventions. There are a lot of pricing conventions in the industry that are distortionary and do not contain good incentives for investment," Woroch said. He pointed to Internet peering arrangements as one area where the FCC could intervene with regulations or standards-setting. "There's something that cannot continue. But there's great difficulty in coordinating the industry from that pricing system to one that's based on cost," he said. Furchtgott-Roth predicted that differences in regulation between the Internet and more tightly controlled media like cable and broadcast will make for some nasty fights. My discovery of a global business cycle during the early 1970's was by no means intentional. As a youth growing up in the 1960's, the atmosphere was anything but stable. I dont really know if it was Hollywood that captivated my interest in history with an endless series of movies about Roman and Greek history, but whatever it was that drove me, I can only attest to what resulted. My father had always wanted to return to Europe after serving under General Patton during the war. My mother insisted that she would go only when he could afford to take the whole family. That day finally came and something inside me insisted upon being able to earn my own spending money. I applied for a job despite my age of only 14. It wasnt much, but on weekends I worked with a coin/bullion dealer. In those days, gold was illegal to buy or sell in bullion form so the industry centered on gold coins issued by Mexico, Hungary and Austria. I soon became familiar with the financial markets as they were starting to emerge. It was this experience that began to conflict with the formal training of school. One day in a history class, the teacher brought in an old black and white film entitled "Toast of the Town." This film was about Jim Fisk and his attempt to corner the gold market in 1869 that created a major financial panic in which the term "Black Friday" was first coined. In the film was a very young support actor named Cary Grant who stood by the ticker tape machine reading off the latest gold prices. He read the tape and exclaimed that gold had just reached $162 an ounce. I knew from my job that gold was currently selling for $35. At first I thought that the price quote of $162 in the movie must be wrong. After all, Hollywood wasnt known for truthfulness. Nonetheless, I was compelled to go to the library to check the newspapers of 1869 for myself. This first step in research left me stunned the New York Times verified $162 was correct. For the first time in my life, I was faced with a paradox that seemed to conflict with traditional concepts. How could gold be $162 in 1869 and yet be worth only $35 in the 1960's? Surely, inflation was supposed to be linear. If a dollar was a lot of money in 1869, this meant that adjusted for inflation gold must have been the equivalent of several thousand dollars. If value was not linear, then was anything linear? I began exploring the field of economics on my own and reading the various debates over the existance of a business cycle. Kondratieff was interesting for his vision of great waves of economic activity. Of course, others argued that such oscillations were purely random. Over the years that followed, this nagging question still bothered me. I had poured my heart and soul into history, quickly learning that all civilizations rose and fell and there seemed to be no exception. I was still not yet convinced that a business cycle was actually definable. Kondratieffs work was indeed interesting, but there was not enough data to say that it was in fact correct. On the other hand, it seemed that the random theory crowd was somehow threatened by the notion that the business cycle might be definable. After all, if the business cycle could be defined, then perhaps mans intervention would not be successful. Clearly, there was a large degree of self-interest in discouraging any attempt to define the business cycle. I knew from my study of history that a non-professional German industrialist took Homer and set out to disprove the academics who argued that Homer was merely a story for children. In the end, that untrained believer in Homer disc overed Troy and just about every other famous Greek city that was not supposed to have existed beyond fable. I didnt know how to go about such a quest to find if the business cycle was definable. Admittedly, I began with the very basic naive approach of simply adding up all the financial panics between 1683 and 1907 and dividing 224 years by the number of panics being 26 yielding 8.6 years. Well, this didnt seem to be very valid at first, but it did allow for a greater amount of data to be tested compared to merely 3 waves described by Kondratieff. The more I began to back test this 8.6-year average, the more accurate it seemed to be. I spent countless hours in libraries reading contemporary accounts of events around these dates. It soon became clear that there were issues of intensity and shifts in public confidence. During some periods, society seemed to distrust

Over the last three years, Young has compiled what is probably the world's most extensive public collection of over 4,000 files about privacy and technology, often related to encryption and free speech, and always of interest to the thousands of visitors who frequent jya.com every day. Read more in Infostructure Young, an accomplished 63-year-old New York City architect who has taught at Columbia University, views his Web site both as a service to the Internet public and an experiment in information design and collection. When Young phones government agencies to ask them for electronic copies of documents for his collection, to submit freedom of information act requests, or to pore through the labyrinthine Federal Register each morning (on Tuesday he found the FCC's new wiretapping rules), he's acting just like a journalist. But he doesn't consider himself one. "My wife and I are both scholars -- we both teach. We like to put up original documents so people can make up their own minds. We see it as a librarian service," he says. A self-confessed 1960s radical -- at the 1968 Columbia University student strike, he met the students who would become his partners at the public-service Urban Deadline firm -- Young says he joined the cypherpunks mailing list in 1995 and soon became enraptured by the heated discussions of privacy, freedom, encryption, and the intrusive Clipper Chip. When a blue-panel federal commission the next year published an important but hardcopy-only "CRISIS report" that recommended reduced regulation of encryption products, Young decided the Internet community should be able to read it online. "We have a fair amount of equipment here including scanners since we use them for our graphic work I went down and got this CRISIS report and scanned it and put it up," he says. "That was the first thing we did and it got a nice response." It was also the beginning of what has become nearly a full-time job for Young, who offers his scanners as a community service. News organizations and public interest groups regularly send him volumes of hardcopy documents to be turned into text files and placed on his site. When the White House distributed intriguing details of new encryption regulations at a press conference on 16 September, the Electronic Frontier Foundation wanted to make sure they'd be online. The group faxed them to Young that evening. Some of his readers are unusual. The US National Security Agency, the subject of a special section in Young's vast archive, appears to send a robot at 7 a.m. every weekday to download the latest files. "I still don't know if it's a bot or a person. But it comes every morning faithfully and takes whatever's new. It takes two copies. It sure acts like a bot," Young says. Whether person or program, visitors from spy agencies are a regular source of amusement for Young. His logs show that such first-time readers often browse other areas of jya.com, such as his architecture business. "Some of the new NSA folks usually come around and see who this John Young person is. Then they don't come to that area again and stick to the crypto stuff," he said. Not all visitors are as benign. Last week Young got a scare from what seemed to me a malicious bot run by the Korean government's Information Security Agency. In a 22 September post to the cypherpunks mailing list, Young said the agency had "set up [or allowed] a couple of robots to issue a sustained flood of requests for the same three files, one per second, which has nearly stopped access by others." But the so-called denial-of-service attack seemed to be an accident. "All of the administrators were off since it was a Korean holiday," Young said. A KISA system administrator explained in an email message: "In this case, this robot has a problem. It's process has gone to the loop-back mode. Let me try to fix it but it could need a few days because the manager of the TWISTer server is in absent. From today it started the holidays for 3 days in Korean(Oriental) Thanks Giving Days." So what transformed a student radical into a respected architect whose projects have included the Rockefeller Apartment, the Pierre Hotel, and Columbia University's Whittier Hall? Yesterday I learned that such tanks, when overheated, do not explode, instead a safety value pops off and a jet of gas shoots out of an escape valve. This could easy explain both the fireball and why the tank was not ruptured. Is this the same Gordon Novel from JFK assassination days? The following are excerpts from James DiEugenio's DESTINY BETRAYED: Novel was perhaps the primary CIA contact for the New Orleans part of the anti-Castro efforts. A communications and electronics expert, he had funds channeled to his Evergreen Advertising Agency, a CIA front, to fuel the effort. With this, he helped pay for radio commercials that contained cryptic messages to alert agents to the Bay of Pigs invasion date. Novel and his first attorney, Jerry Weiner, originally denied his Agency connections. But after Garrison uncovered Novel's participation with Ferrie in the Houma arms raid and the New Orleans States-Item broke a story about his CIA connection, Novel and his second attorney, Steve Plotkin, dropped the denials and changed their response to a "no comment." Later, this ploy was also dropped; in a letter discovered in his abandoned New Orleans apartment, Novel revealed his CIA employment. Novel was connected through the Houma weapons raid on the Schlumberger warehouse not only to Ferrie but also to Bannister. It was at Banister's office that many of the stolen munitiions were stored for later use at the Bay of Pigs. Novel denied that the Houma operation was a heist at all. He claimed it was nothing but a "patriotic" pickup of stored war material. Privately, he said that on the day of the pickup, he was phoned by his CIA contact and told to lead a group to the Schlumberger bunker, and then transport the weapons by laundry truck to their eventual debarkation point, Miami. He said the people he worked with -- Ferrie, Sergio Arcacha Smith, and Layton Martens, Ferrie's then roommate -- were all supposed to be working with the CIA. Novel's statements were critical to the Garrison probe because he not only provided a CIA link to Ferrie and Banister, he also stated that he knew both Clay Shaw and Dean Andrews. Novel's specialty was electronics. He also owned a restaurant which he almost never frequented. Shaw was in the international trade business and wrote plays. We have seen that Andrews was an undistinguished attorney. How did Shaw know Novel? How did Andrews know Novel? And who was Novel's "CIA contact" who called him the day of the Houma "raid"? These questions became even more compelling in view of what Novel did next. He had appeared before the Grand Jury on March 16, 1967, and discussed some general matters. But on March 22, the day he was scheduled to return for more detailed questioning, he disappeared. He had sold his interest in the restaurant and cleared out his apartment. He then began a national and international junket denouncing Garrison from Columbus, Ohio, McLean, Virginia, and Montreal, Canada, sidestepping the DA's efforts to extradite him. But Novel had slipped up when he left New Orleans in such a hurry. Two young girls who rented his apartment found a letter written by him. One of their friends gave it to Hoke May, a reporter, who in turn gave it to Garrison. A handwriting analyst verified it as Novel's. It was dated in January 1967, before Garrison's probe was made public. Made out to a "Mr. Weiss," it began: I took the liberty of writing you directly and apprising you of current situation expecting you to forward this through appropriate channels. Our connection and activity of that period involved individuals presently about to be indicted as conspirators in Mr. Garrison's investigation. The letter went on to warn that Garrison was close to discovering Novel's association with Double-Chek Corporation in Miami, another CIA front that coordinated the anti-Castro Bay of Pigs efforts in Florida. He added that, when questioned by the FBI, "My reply on five fqueries was negative. Bureau unaware of Double-Chek association in this matter." Novel was getting frantic and said he could not use the Fifth Amendment, immunity, or legal dodges and had to be out of New Orleans by March. He then threatened that if the Agency left him out in the cold or harmed him, he would release sealed Agency files on the matter to expose it. Novel closed by urging the Agency to aid him: ...appropriate counteraction relative to Garrison's inquisition concerning us...may be handled through military channels vis-a-vis DIA [Defense Intelligence Agency] man. The UN calculates that the whole of the world population's basic needs for food, drinking water, education and medical care could be covered by a levy of less than 4 % on the accumulated wealth of the 225 largest fortunes. To satisfy all the world's sanitation and food requirements would cost only $13 billion, hardly as much as the people of the United States and the European Union spend each year on perfume. Next month will see the 50th anniversary of the Universal Declaration on Human Rights, which states that "everyone has the right to a standard of living adequate for the health and well-being of himself and of his family, including food, clothing, housing and medical care and necessary social services". But for most of humanity, these rights are increasingly inaccessible. Consider, for example, the right to food. Food is not in short supply. In fact, food products have never been so abundant. There is enough available to provide each of the Earth's inhabitants with at least 2,700 calories a day. But production alone is not enough. The people who need the food must be able to buy it and consume it. And that is precisely the problem. Thirty million people a year die of hunger. And 800 million suffer from chronic malnutrition. Again, there is nothing inevitable about this. Climatic problems are often predictable. When humanitarian organizations like Action Against Hunger (3) are able to intervene, they can often nip a famine in the bud in a matter of weeks. And yet hunger continues to decimate whole populations. Why? Because hunger has become a political weapon. In today's world, no famine is gratuitous. Hunger is a strategy pursued with unbelievable cynicism by governments and military regimes whom the end of the cold war has deprived of a steady income. Rather than starving the enemy, as Sylvie Brunel points out (4), they are starving their own populations in order to cash in on media coverage and international compassion, an inexhaustible source of money, food and political platforms. In Somalia, Sudan, Liberia, North Korea, Burma and Afghanistan, governments and military leaders are holding innocent people hostage and starving them for political ends, sometimes with appalling cruelty. In Sierra Leone, the men of ex-Corporal Foday Sankoh's Revolutionary United Front (RUF), in a horrific year-long campaign of terror, have been systematically chopping off peasants' hands with machetes to prevent them cultivating the land. Climate has become a marginal factor in major famines. It is man who is starving man. Amartya Sen, the winner of this year's Nobel prize for economics, is renowned for showing how government policies can cause famine even when food is abundant. On several occasions, he has stressed "the remarkable fact that, in the terrible history of famines in the world, no substantial famine has ever occurred in any independent and democratic country with a relatively free press (5)". Rejecting the arguments of the neo-liberals, Professor Sen contends that greater responsibility for the well-being of society must be given, not to the market, but to the state. They made sure to cash my $87.00 check right before doing so, of course. I never got my order and I never got my money back. Ron Paul (R, Texas), who championed the cause to end the Selective Service program. He introduced HR 1812, the Selective Service Stand-by Act. The measure would have put the system into a deep hibernation, while transferring the funds to veterans programs. "I'm pleased my colleagues in Congress have sided with me in saying that the time to end the draft is long overdue. Under the misguided rhetoric of national defense, our nation has for far too long acted in a manner contrary to liberty; it is illogical to assume one can protect liberty by violating it." Rep. Paul said the inconsistency of the program was brought closer to home just prior to his grandson's 18th birthday. His grandson received a card in the mail from Selective Service reminding him to register. "By sending him the card, the government demonstrated that even without registering they knew who he was, how old he was and where he was. Selective Service is a needless program." The bipartisan vote was to defeat an amendment to the Veterans Administration/HUD appropriation package that would have restored full funding to the Selective Service program, funding that was removed by the legislation. Besides saving several hundred million dollars, Members of Congress recognized the wisdom of such men as the late US Senator Robert Taft and former President Ronald Reagan. Senator Taft once said, "A compulsory draft ... is far more typical of totalitarian nations than of democratic nations. The theory behind it leads directly to totalitarianism. It is absolutely opposed to the principles of individual liberty." President Reagan said, "[T]he most fundamental objection to draft registration is moral... a draft or draft registration destroys the very values that our society is committed to defending." In addition, a Department of Defense report found that Selective Service could be ended "with no effect on military mobilization requirements, little effect on the time it would take to mobilize, and no measurable effect on military recruitment." A preliminary investigation revealed that a mismatch of figures occurred because one team of engineers had used English units of measure while another used metric. The disgruntled ninja was later captured by police while attempting to flee on foot across telephone lines. The lawsuit said Aetna Inc. promised quality medical care, but encouraged widespread cost-cutting and penalized doctors who didn't increase their patient load. The lawsuit, filed in April on behalf of nearly 6 million Aetna customers, claimed the abuses were so widespread they constituted a pattern of fraud. U.S. District Court Judge John P. Fullam this week agreed with Aetna, the nation's largest health insurer, which admitted that its advertising claims of being committed to ``maintaining and improving quality health care'' were ``mere puffery,'' but didn't amount to fraud. Fullam on Wednesday rejected the plaintiffs' argument that ``in every case, individual physicians ... will be moved to put their own economic interests ahead of their patients' welfare.'' Even if that happened, the fault would be with the doctor, not the HMO, the judge said. The Foundation for Taxpayer and Consumer Rights, a California-based consumer group representing the plaintiffs, called the decision a ``temporary setback.'' ``The fact that the nation's largest health care company admitted in this litigation that its commitment to quality health care was 'mere puffery' is a devastating admission that we intend to fully explore,'' foundation president Harvey Rosenfield said Friday. ``It's going to have a tremendous impact on this company's reputation and ability to service the marketplace.'' An Aetna spokeswoman did not return a call for comment Friday. The company's U.S. Healthcare unit, based in Blue Bell, Pa., provides health insurance to 21 million Americans. And I know a lot of my readers and listeners to my radio program may be shocked. But people who have known me over time know that I'm someone who evolves in public. The first event that caused me to rethink my position on this topic was the shootings in Atlanta, where a man went into two office buildings and gunned down total strangers, then killed himself in his car later that day. I thought about the difference it might have made - lives saved instead of lost - if someone in one of those offices had been armed. The murderer might well have been foiled in his reign of terror before so many innocent people died. That thought caused me to remember a time several years ago when I felt completely safe in my hometown of Los Angeles. It was after the major earthquake in 1994, and the National Guard was everywhere. There they were, it seemed, on every corner - uniformed, armed, ammunition slung across their chests, ready. As I recall, there was absolutely no crime in Los Angeles at that time - no break-ins, no holdups, no car-jackings. Nada. The bad guys obviously didn't want to risk getting shot. I went on the air then and said, "Gee, why can't these guys just stay here?" and everyone freaked out. Now, I knew then and know now that that's not what the National Guard is for, but it was nice to feel so secure for those few weeks. In thinking about the difference an armed civilian or security guard might have made in Atlanta, I thought back to my trip to Israel this summer and how many people walking around, especially on the West Bank, were armed out of a genuine and persistent need to protect themselves. No one was shooting. There was no display of firepower or anything like that. It was just taken for granted. I know that's a unique situation, because from its inception Israel has been under constant attack by neighboring countries as well as terrorists. So they have a demonstrable need for self-defense. We, on the other hand, are self- destructing. We don't need an external force. We are breeding our own evil here. Child killers, killer children, private militias, home-grown and imported terrorists, to say nothing of old-fashioned, garden variety psychopaths and criminals - all armed and dangerous and now encouraged, educated in evil and joined in unholy conspiracy on the World Wide Web. The Agriculture Department already operates here at Plum Island, just across Gardiners Bay from the wealthy Hamptons, a laboratory where such dreaded foreign animal diseases as foot-and-mouth and African swine fever are examined. But the department is seeking $75 million this year and $140 million over the next two years to upgrade the center to handle even more dangerous animal diseases that can affect humans. While there are four civilian and military laboratories in America equipped to study such diseases -- technically known as Biosafety Level Four facilities -- their work is focused on germs that primarily affect humans, not domestic animals or plants. Officials say the proposed expansion and upgrading of Plum Island is part of a new effort by the Clinton Administration to deter terrorists who might spread germs to destroy American crops or livestock for political purposes or financial gain, a threat they now see as equal to that of terrorist attacks aimed at people. "Given the contribution of crop and animal exports to the nation's prosperity, we must do far more to protect our plant and animal resources," said Senator Richard G. Lugar, the Indiana Republican and co-author of legislation in 1991 and 1996 that provided money to bolster defenses against unconventional terrorism and stop the proliferation of such weapons. "This is not about food per se; Americans would not go hungry if we were attacked," said Floyd P. In launching his crusade to find a 'new moral purpose' for the nation in September, Tony Blair and education secretary David Blunkett emphasised the importance of the government's plans to teach children New Labour's values of good citizenship. In the age of education, education and education, it seems that the new three Rs of teaching are to be responsibility, responsibility and responsibility. So much for 'the happiest days of your life'. At once pious and pompous, Blair's announcement of a moral crusade revealed a nervous political elite staring into the hole at the heart of New Britain; a country where, the fearful government seems to imagine, young people copulate in the streets after dark while their slovenly parents worship at the altar of Who Wants to be a Millionaire? Yet for all the bold talk by Blair and his apostles, their initiative also betrays a loss of nerve about how to fill the spiritual vacuum. What seemed to upset leading churchmen was not the rather vacuous character of Mr Blair's crusade, but the fact that he had dared to suggest that it might be okay to make any judgements at all, and to teach people something about right and wrong. The old Tory prime minister Harold Macmillan once famously suggested that politicians should leave preaching to the bishops. The bishops have now told our preachy prime minister not to expect any back-up from them. It is one thing for politicians to court popularity by claiming that they don't want to preach to people. But when archbishops themselves eschew the pulpit, there is something more than spin at stake. I don't know how much you know about scanning Peter, so I'll explain a little on how I scan the color one. When you scan something it always comes out huge originally, like 4-5MB, don't know why. So when I originally scan something it's that big. On the one that had the little color area I cropped the little color area which was approximately 1/4" x 1/4". I then adjusted the the focus, +1, then enlarged, then adjusted the focus, +1. I kept doing that until I reached 7.1MB. Then I cropped the piece I sent you. "Have you heard," they both asked me in very disconcerted tones, "that Arafat just spent the night at Barak's house?" When I said that I hadn't, expressing very little surprise, I was taken aback at how strongly they found the whole idea so objectionable. "Doesn't he have any pride?" they asked rhetorically. "How far does he intend to go in conceding himself and his people to pacify the Israelis?" It's at moments like those that you realise how totally identified Arafat is in most people's mind with the cause of Palestine, the peace process, and the currently sad condition of our people. Instead of seeing him as I think he is, a man victimised by his own vulnerability and selfishness, he is regarded as the embodiment of his people's surrender and humiliating defeat. Hence the young couple's sense of pain and revulsion that we seem to have sunk so far as to have lost our essential dignity as a people. I grant of course that they overreacted, but I do not think their feelings should be discounted or dismissed at all: they represent the sentiments of many ordinary Palestinians whose acute, profound awareness of continual loss is aggravated, rather than assuaged, by the peace process. Certainly anyone who knows anything about the Middle East and has followed the course of the peace process knows the enormous extent to which Yasser Arafat has made the fate of his people, from its smallest daily details to the major issues of its destiny and short-range future, almost entirely his own. The Israelis and Americans have undoubtedly played their hands with this in mind, but so too have all the other Arab and European governments, plus international institutions like the World Bank and IMF whose continued support to the peace process is based on, and indeed completely deeded to, him, his person, his ideas, his commanding influence, which is somehow presumed to be permanent. Thus it is with many charismatic leaders: Nasser, Roosevelt, Nehru, Caesar Augustus, Napoleon, Lincoln, Lenin, Tito, Mandela. The difference between Arafat and all of them is that, as time goes on, it has become increasingly difficult to say what Arafatism actually is, what its ideas, what its vision and contents are made of. No one at all doubts that the Palestinian situation today is indelibly marked by his command of it, and that his style -- which, in a perceptive biography of Arafat, Said Abu Rish devastatingly characterises as a mix of sloppiness, improvisation, lack of study or preparation, and secrecy -- has simply overwhelmed everything in its path. Not for nothing, then, did strong, principled individuals like Shafiq Al-Hout, Haidar Abdel-Shafi, Hanan Ashrawi, Abdel-Mohsen Qattan, and a small handful of others who had been close to him move decisively away. There were limits in conscience and principle that they couldn't go beyond, limits where absolute loyalty to him demanded that they be overstepped, but which as individuals they could not. Look carefully at who is left at his side, from the ministers, employees, business backers, and outright paid hacks who do his bidding and sing his praises at the drop of a penny: hardly any of them can be considered strong or persons of integrity and honesty. Even so, of course there are subordinates in his ministries, embassies abroad, and party cadres who are good people and who feel that they must stick it out and fight for what they consider to be beneficial for the Palestinian cause and people, from within Arafat's camp. Leaving these people aside, Arafat is the one person everyone obeys, the man who calls the tune and pays the piper. All the rest submit, even though some of them grumble very loudly and criticise his untidy ways unrelentingly. Yet they continue to serve him and to stay among the ranks of the negotiators, bureaucrats, ministers, informers and security men who currently make up the Arafat machine. He alone is in charge. He alone decides what is to be done. His critics have long been accused of "personalising" what they write or say about him, making it seem that to focus on him is the equivalent of a personal grudge. In fact that, like so much else in the PLO, is entirely his doing. Everyone knows that whether it is a decision on the peace process or permission to repair a car or a request for vacation, Arafat must sign a paper or otherwise directly give his approval. No one else knows where the money is, where it came from, and where it is spent except he. Others may know some things, but only the chairman can see -- and therefore control -- the whole picture. The thought of the dominant culture has, of course, always told us that alienated life is inescapable. In fact, culture or civilization itself expresses this essential dogma: the civilizing process, as Freud noted, is the forcible trading of a free, natural life for one of unceasing repression. Today culture is in a dispirited, used-up state wherever one looks. More important than the entropy afflicting the logic of culture, however, is what seems to be the active, if inchoate resistance to it. This is the ray of hope that disturbs the otherwise all-too-depressing race we witness to determine whether total alienation or the destruction of the biomass will happen first. People are being stretched and beaten on the rack of everyday emptiness, and the spell of civilization is fading. Lasch referred to a near-universal rage abroad in society, just under the surface. It is growing and its symptoms are legion, amounting to a refusal to leave this earth unsatisfied. Adorno asked, ``What would happiness be that was not measured by the immeasurable grief at what is?'' Certainly, the condition of life has become nightmarish enough to justify such a question, and perhaps also to suggest that something started to go deeply wrong a very long time back. At least it ought to be demonstrating, moving on toward specifics, that the means of reproducing the prevailing Death Ship (e.g. its technology) cannot be used to fashion a liberated world. Saul Bellow's Mr. Sammler wondered, ``What is `common' about the common life? What if some genius were to do with `common life' what Einstein did with `matter'? Finding its energetics, uncovering its radiance.'' Of course, we must all be that `Einstein', which is exactly what will unleash a creative energy sufficient to utterly refashion the conditions of human existence. Ten thousand years of captivity and darkness, to paraphrase Vaneigem, will not withstand ten days of full-out revolution, which will include the simultaneous reconstruction of our inner selves. Who doesn't hate modern life? Can what conditioning that remains survive such an explosion of life, one that ruthlessly removes the sources of such conditioning? We are obviously being held hostage by capital and its technology, made to feel dependent, even helpless, by the sheer weight of it all, the massive inertia of centuries of alienated categories, patterns, values. What could be dispensed with immediately? Borders, governments, hierarchyWhat else? How fast could more deep-seated forms of authority and separation be dissolved, such as that of division of labor? I assert, and not, I hope, in the spirit of wishing to derive blueprints from abstract principle, that I can see no ultimate freedom or wholeness without the dissolution of the inherent power of specialists of every kind. Many say that millions would die if the present techno-global fealty to work and the commodity were scrapped. But this overlooks many potentialities. For example, consider the vast numbers of people who would be freed from manipulative, parasitic, destructive pursuits for those of creativity, health, and liberty. At present, in fact, very few contribute in any way to satisfying authentic needs. Transporting food thousands of miles, not an atypical pursuit today, is an instance of pointless activity, as is producing countless tons of herbicide and pesticide poisons. The picture of humanity starving if a transformation were attempted may be brought into perspective by reference to a few other agricultural specifics, of a more positive nature. It is perfectly feasible, generally speaking, that we grow our own food. There are simple approaches, involving no division of labor, to large yields in small spaces. Agriculture itself must be overcome, as domestication, and because it removes more organic matter from the soil than it puts back. Permaculture is a technique that seems to attempt an agriculture that develops or reproduces itself and thus tends toward nature and away from domestication. It is one example of promising interim ways to survive while moving away from civilization. Cultivation within the cities is another aspect of practical transition, and a further step toward superseding domestication would be a more or less random propagation of plants, a la Johnny Appleseed. Regarding urban life, any steps toward autonomy and self-help should be realized, beginning now, so that cities may be all the more quickly abandoned later. Biotech News, by Richard Wolfson, PhD Reprinted with permission from the October 1999 issue of Alive: Canadian Journal of Health and Nutrition, 7436 Fraser Park Drive, Burnaby, BC V5J 5B9 Biotech Soybeans Deficient New research shows that genetically engineered (GE) soybeans may be less potent sources of phytoestrogens than their conventional precursors. The research, published in the Journal of Medicinal Food (Vol. 1, no. 4, 1999), reported an overall reduction in phytoestrogen levels of 12-14 percent in genetically altered soybeans, compared to non-GE varieties. Soy foods are recommended largely for their dietary phytoestrogen content. This research refutes claims that genetically engineered foods are 'substantially equivalent' to their non-GE counterparts. Genetically engineered herbicide-resistant soy is already on the market in Canada, unlabelled and mixed in with conventional varieties. Industry Claims Torpedoed New research by the US Department of Agriculture (USDA) shows that biotech crops do not produce higher yields or result in reduced pesticide use, as claimed by industry. American experts studied biotech soy, corn, and cotton across huge tracts of the U.S. farming belt, where both GE and non-GE varieties were being grown. The researchers found no increase in yields from GE crops in 12 of 18 areas. In some areas, conventional varieties produced yields 10 percent or more higher than comparable GE varieties. In 7 of 12 areas studied, farmers growing biotech varieties used at least the same amount of pesticide as those growing traditional crops. Farmers growing Roundup Ready (herbicide-resistant) soybeans used 2 to 5 times more herbicide per acre, compared to the other popular weed management systems with non-GE soybeans. The research shoots down arguments that Frankenstein foods could help stop hunger in the Third World, or are more environmentally friendly. Roundup Linked to Cancer A recent study published in the Journal of the American Cancer Society (March 15, 1999) showed that exposure to the herbicide glyphosate results in increased risk of non-Hodgkin's lymphoma, a form of cancer. Glyphosate, commonly known as Roundup, is the world's most widely used herbicide. Seventy-one percent of biotech crops planted in 1998 (including biotech soy, canola, and corn) were genetically engineered to be resistant to glyphosate or other herbicides. Herbicide resistant crops allow increased use of these toxic chemicals to kill weeds. Marks Spencer First to go GE-Free Marks Spencer, one of UK's largest food chains, announced that it has become the first major UK retailer to go completely genetically-engineered food free. From July 1, all MS foods were produced without GE ingredients or derivatives. More than 5,000 ingredients made from soy and corn were checked and changes were made to 1,800 recipes to strip all products of GE ingredients or derivatives. FDA Ignored Warnings Records from the US Food and Drug Administration (FDA) reveal that in approving genetically engineered foods, the agency ignored some of its own scientists. These people repeatedly cautioned against GE foods because of unexpected and untested toxins and allergens. For instance, Dr. Louis Priybl of the FDA Microbiology Group, stated "There is a profound difference between the types of unexpected effects from traditional breeding and genetic engineering which is just glanced over in this document." He added that several aspects of gene splicing "...may be more hazardous." Codex Fails to Approve Hormone At a recent Codex (the international food regulating body) meeting in Rome, governments failed to agree on an international standard on genetically engineered bovine growth hormone (BGH). BGH is widely used in USA, where it injected into cows to increase milk production. BGH is not allowed in Canada or EU due to concerns for both human and animal safety. Failure to agree on Maximum Residue Levels (MRLs) for BGH means that individual governments will maintain their freedom to decide whether to allow BGH in their countries. Consumers International applauded the decision not to approve BGH internationally as a victory for the health and safety of consumers. .. Greenpeace and Council of Canadians Expose Food Industry Double Standards On Genetically Engineered Food Toronto, September 27 /CNW/ - Greenpeace and the Council of Canadians today called on the country's food retailers and producers to give Canadians the same environmental and health protection that Europeans receive and take genetically engineered (GE) foods off retail shelves. At a news conference in front of a Loblaws supermarket, the organizations released documents from ten international food companies who have taken genetically engineered ingredients out of their products in Europe, but refuse to do so in Canada.
