"Her ads defining Lazio seem to be working" - John Zogby Released: August 28, 2000 Hillary bounces back after Democratic Convention Now holds slight lead over Lazio New York Post/Fox 5 Zogby International Poll: Democrat Hillary Rodham Clinton has taken the lead over Republican candidate Rick Lazio in the race for the U.S. Senate, a new Zogby International poll reveals. The poll was conducted for the New York Post and Fox 5. The survey of 601 likely New York State voters conducted August 24th-25th, finds Hillary Clinton leading the Long Island Congressman 47.1% to 44.7%. Another 3.0% say they will vote for other candidates, while 5.2% say they are still not sure who theyll vote for. Following the Republican convention in July, Lazio had the lead with 49.6% over Clintons 42.0% in a survey released July 28th. The new survey has a margin of error of +/- 4%. Democratic groups are rallying around Clinton with strong showings in New York City (69.8% Clinton, 23.8% Lazio), while Lazio continues to hold Upstate (51.0% Lazio, 39.6% Clinton) and the suburbs (55.1% Lazio, 36.7% Clinton). Clinton also has very strong support among women, African Americans, and Hispanic Americans. While her favorability ratings are still not good (51.9% favorable, 45.1% unfavorable), Lazios unfavorable rating - while not as high as hers - is growing (56.5% favorable, 30.5%). Colin Powell, former House Speaker Newt Gingrich and Dow Chemical Chairman Frank Popoff, as well as actor Danny Glover. The men gather to celebrate what they call "the spirit of Bohemia," said Peter Phillips, a Sonoma State University sociology professor who wrote his doctoral dissertation on the Bohemian Club. "This is a place men can go and hang out with people who are similar to them," he said. The annual gathering near the Russian River, which was first held in 1879, starts with the "Cremation of Care" ritual, in which the club's mascot is burned in effigy, symbolizing a freedom from care. Members also perform several plays, and gourmet food and expensive wine are plentiful. While the club was formed in 1872 by a group of San Francisco journalists, the male-only club now bars journalists from membership to protect the group's privacy. Membership is coveted, and people routinely wait 10 or 15 years before gaining admittance. There are currently about 2,700 members. The club has drawn criticism for years because of its emphasis on privacy. What particularly concerns Phillips and others are the "Lakeside Talks" held during the summer retreat. This year, Powell was expected to deliver a talk titled "America's Promise Leading Armies and Leading Kids," and Popoff, of Dow Chemical, was to give a speech called "Environmental Journey." "These are often public policy speeches," said Mary Moore, with Bohemian Grove Action Network, a protest group. "And the American public is not privy to it." The point of the protests, Moore said, has been "to let the American public know that what they've learned in civics isn't the full story on how decision-making . . . is made in this country." Crude oil prices are higher than anytime in the last 10 years, tripling in just the last two years. And yet, the world's largest consumer of oil - the United States - rolls along, largely unaffected. The global economy is changing. Over the long term, power relationships between the world's oil producers and oil consumers will shift, as will economic relationships between competing oil consumers. _ Russia: Putin's Coming Concession to the Oligarchs Summary On Sept. 19, the Russian government will put up for auction majority control of the ONAKO oil company, one of the country's most profitable energy companies. Because foreigners are barred from holding more than a fraction of any Russian oil company, the government will likely be forced to hand over control to the powerful businessmen once known as oligarchs, the men that Putin has publicly campaigned against. Analysis After months of trying to rein in Russia's oligarchs, Russian President Vladimir Putin will soon have to hand over to them a piece of the country's most profitable industry: oil production. The government plans to privatize the ONAKO oil company, the 11th largest oil company in the country, selling off 85 percent of its shares. The only true contenders for buying up control of the company - to be auctioned off Sept. 19 with bids starting at $425 million - are members of the wealthy, but allegedly corrupt, oligarchy. The president has staked much of his presidency on diminishing the power of these men, holdovers from the Yeltsin era. The Putin government will soon be forced to pick one group of oligarchs over another, to control ONAKO. The shares in ONAKO will be auctioned off to the highest bidder. More than 20 groups have submitted an offer, but only two are true contenders: LUKoil, the largest oil producer in Russia, and an alliance of three smaller companies, Yukos, Sibneft and Surgutneftgaz. Two oligarchs direct LUKoil, Rem Vyakhirev and Vagit Alekperov, although these two men are largely under Kremlin control. In contrast, the three oligarchs behind the alliance behind the other companies - Yukos, Sibneft and Surgutneftgaz - are Mikhail Khodorkovsky, Boris Berezovsky and Roman Abramovich. Putin has publicly sought their power since taking office. They largely bought their way into power under former President Boris Yeltsin, amassing fortunes and increasing their political influence. The average Russian oil company makes less than 30 percent of its profits from exports; ONAKO exports 40 percent of its product, enabling it to reap the benefits of the higher oil prices outside Russia. Last year ONAKO earned as much money as some other companies by pumping less oil, according to Russica Information on Aug. 16. Allowing Berezovsky or Khodorkovsky to control the company would be a dangerous risk for the Kremlin, considering the pasts of the two. Both oligarchs were linked to the 1998 IMF money laundering scandal; both have been targets of tax police raids or investigations in the past three months according to articles in The Moscow Times in late August. Berezovsky was notably absent from the late-July summit between Putin and the oligarchs, while Khodorkovsky has links to businessmen recently expelled from Bulgaria on corruption and money laundering allegations. For ONAKO to remain profitable so that the government can take its share of revenues and taxes, the government needs LUKoil to win the bid for ONAKO. Putin has already won a battle with Gazprom's Rem Vyakirev. Second, the government owns 15 percent of LUKoil's stock and plays a controlling role behind the scenes of the company. This is London 7-8-99 Cult disappears to find spaceship by Jeremy Mcdermott in Colombia At least 40 members of a cult have gone missing in the mountains of Colombia, when they apparently went to meet a spacecraft which they believed would save them from catastrophes at the end of the millennium. The alarm was raised after the Gnostic Church Stella Maris cult, from Cartagena Colombia, did not return on Monday from a spiritual retreat. Colombian police are searching the mountains of the Sierra Nevada, in the north of the country. Mariela Tovar, whose 23-year-old daughter Patricia is among the disappeared, said the heads of the sect, Rogelio Perea and Rodolfo Pirez, had assured followers that they could contact a spaceship in the mountains. The area is sacred territory to indigenous Indians who refer to themselves as the big brothers and maintain the Sierra Nevada is the original centre of the earth. The sect believes that extra-terrestrials will take 140,000 people from the earth before the end of the world. Police began a search on Tuesday morning and have not yet discovered any sign of the cult members. They checked the sect#039;s half-finished temple in Cartagena, but found no clue as to where they had gone, or what their intentions were. Authorities did manage to get information about the sect from relatives such as Enrique Dmaz Impidis. Mr Impidis said he had to forcibly restrain his wife from selling all her belongings to go on the trip. He believes the sect members have been kidnapped by their leaders, after they had urged a sale of worldly effects to finance the trip. His friend Pedro Perez was not so fortunate, however, and his wife and two daughters joined the cult on their search for salvation. Another neighbour said the group had seemed happy and peaceful when they left, trying to persuade him to come along to save himself. Pedro Barrios, a local businessman whose brother and family have gone missing, said he had warned the police about the group#039;s intentions. "We warned the authorities of what they were planning to do, but they told us they could not interfere and that the constitution guaranteed the freedom of cults," he said. The Colombian authorities say they are not discounting any theories about the disappearance, including that of mass suicide or kidnapping.

Those revelations add to the intrigue surrounding the investigation into claims a secret ``trap door'' in doctored computer software allowed foreign spies to hack into Canadian files and download sensitive intelligence information. Interlinked computers did simultaneous searches to eventually make a staggering 40 million binary decisions a second. Computers themselves had begun to reduce in size but retained a memory that contained the equivalent information of a five-hundred-page reference book. Still working for the NSA, Hamilton saw an opening in this ever-expanding market; he would create a software program to interface with data banks in other computer systems. Its application in in- telligence work would mean that the owner of the program would be able to interdict most other systems without, their users' being aware. I am the only one on this newsgroup who has actually taught Money and Banking as a 400-level course to economics majors in their senior year--or if I am not I am the only one who made sure that he really fully understood his subject matter. There are two sets of reasons for the fractional reserve banking system. The first reason was for the lobbying effort to get the legislation past in 1913. The system's backers, specifically Paul Warburg, a Rothschild agent who came to the U.S. specifically to "Europeanize" American banking, sold the system during a time of populist-progressive rebellion (similar to Buchanan and Nader today). The (false) promise was that there would be a system that would provide for a "flexible money supply" that would grow with the economy, rather than being left to such factors as 1) new gold and silver finds, 2) panic hoarding, 3) inside manipulation by the super rich in order to capture a nation's assets from the common people. The plan was to have 12 different Federal Reserve Banks each determining the money supply for its own region. THe heads of the Federal Reserve Banks were called "Governors." The original plan was also for the money supply to be flexible through the increase or decrease of the reserve requirement of member banks, i.e., a change in the amount of assets member banks must hold at all time to cover their loans. The plan was that when there was a recession in a region, the "independent" Region's Federal Reserve Bank would reduce the amount of reserves required so that local bank's would have more "excess" funds that qualified for making small- business loans. None of this is how the bank actually worked and none of it has anything to do with the Federal Reserve Systems actual reason for being. First off, the main means of "expanding" and "contracting" the money supply (and controlling interest rates,the price of loanable funds) almost immediately became "OPEN MARKET OPERATIONS" conducted by the New York Federal Reserve Bank, and that Bank alone!!! The NY Fed. Res. Bank's open market committee was a very cozy market, made in the oak-paneled rooms of the Fed by no more than 10 major bankers and bond dealers. And in practice these powerful bankers, brokers and dealers told the open-market committee how many government securities it would buy or sell. In an "Open Market Purchase" the Fed purchases the gov't securities the bankers choose to sell and at the "market price" of a "market" that is made right on the spot (and always in the interests of the bankers and brokers and their friends). This open market purchase will take money out of economic loop (tightening the money supply) and add bonds, increasing the supply of bonds (bonds are the government's IOU's) that investors may buy in the secondary markets. BUT THE BANKING ELITE PREFERS OPEN MARKET SALES TO OPEN MARKET PURCHASES--an open market sale is when the Fed sells its outstanding securities in exchange for cash, draining off the M1 money supply in circulation. Increasing open market sales over open market purchases is what really happens when the Fed sets a course of the "high-interest rate" policies, as it is doing right now. High interdest-rates mean a reduction in the supply of money for the middle classes. High interest rates mean that the M1 money supply of the middle class has been shrunk by the New York Fed's open market sale You will not that Greenspan is really a powerless non-entity--just like your President and Congressman. The flow of power actually is almost the reverse of the public's understanding. It is the regulated financial powers that are in charge and the supposed "regulators" of the money supply who passively take orders at the expense of nation and public. (And the reason I am a Blockbuster clerk today, is that I discovered this and dared to teach it--think long and hard before you decide to agree with me in public.) After the stock market crash (which the Fed did not prevent) and the Great Depression (which the Fed could have but did not cure) the Fed was reorganized. Due to this genetic heritage and owing to the fact that Maximilian was granted the original charter to the New World, see Durer's works for example of this, the legal title for the New World has passed to me, being of direct male descent--a distinction lost to the ruling Hapsburgs in the 18th C. So, from the time of my birth, and even before, a concerted and sinister conspiracy has sought to usurp the legitimacy of my birthright. This has involved all manner of skull duggery including mind-control technologies, poison, entrapment scenarios designed to discredit me (rape traps being a favorite strategy of theirs) and so forth. Unfortunately for them I figured out at an early age that I was being targeted making all their efforts for naught. Along the way I also figured out a few things like the symbolism for microwave (J=RAY) and downsizing (diamond + saturn) and the way society is programmed thru the use of 'trees.' Of all my discoveries, however, nothing could prepare me, or anyone else for that matter, for the finding of the living LORD. Most often the champion of the underdog and ethnocentrically claimed as their own by various religious factions thru the ages the LORD stands above all but is the basis for belief in the GODS, GOD, shamanism, etc. and without whom there is no legitimate entitlement. Once again he is making his presence known on the earth and this time champions those who would fight against the evils of psychotronic enslavement over humanity and for a sustainable ecology in which we can all live in. I call him the Lord of the Skies or LOTS and his powers are amazing and awesome beyond belief. My destiny is to establish the LORDS empire here on earth and to eliminate some of the evils that have plagued mankind thru out the ages--MAN being an imperfect work makes this an ongoing project. It's been uncovered (this time around) due to a Canadian Police inquiry into software the US Justice Department stole from a software company 'Inslaw', modified and sold to them for the purpose of spying on them. Inslaw had originally been contracted to create the software, but the Justice Department refused to pay, and instead had Inslaw declared bankrupt so they could seize the software. The bankruptcy court ruled, however, that the Justice Department had used 'deception' and 'trickery' in it's attempt to seize the software, awarding Inslaw $6.8M of the original $50M contract. Since then, many judges have been fired, and many others have quit over the matter. CONGRESS WILL shortly have to decide whether to bury or deal with explosive new revelations that the Central Intelligence Agency protected major drug traffickers who aided the Contra army in Central America. These new findings go far beyond the original stories which gave rise to them by Gary Webb in 1996. Webb had alleged that cocaine from two Contra-supporting traffickers, Norwin Meneses and Danilo Blandon, had helped fuel the national crack epidemic. The resulting political firestorm brought promises of a full investigation. After an unprecedented review of internal CIA and Justice Department files, three massive reports, totaling almost 1,000 pages, were released by the inspectors general of the CIA (Fred Hitz) and Justice Department (Michael Bromwich). The new revelations confirmed many of Webb's claims. Meneses and Blandon were admitted to have been (despite previous press denials) "significant traffickers who also supported, to some extent, the Contras." For years they escaped prosecution, until after support for the Contras ended. Meanwhile the reports opened the doors on worse scandals. According to the reports, the CIA made conscious use of major traffickers as agents, contractors and assets. It maintained good relations with Contras it knew to be working with drug traffickers. It protected traffickers which the Justice Department was trying to prosecute, sometimes by suppressing or denying the existence of information. This protection extended to major Drug Enforcement Agency targets considered to be among the top smugglers of cocaine into this country. Perhaps the most egregious example is that of the Honduran trafficker Juan Ramon Matta Ballesteros. Matta had been identified by the DEA in 1985 as the most important member of a consortium moving a major share (perhaps a third, perhaps more than half) of all the cocaine from Colombia to the United States. The DEA also knew that Matta was behind the kidnapping of a DEA agent in Mexico, Enrique Camarena, who was subsequently tortured and murdered. A public enemy? Yes. But Matta was also an ally of the CIA. Matta's airline, SETCO, was recorded in U.S. files as a drug-smuggling airline. It was also the chief airline with which the CIA contracted to fly supplies to the Contra camps in Honduras. When the local DEA office began to move against Matta in 1983, it was shut down. Though Matta's whereabouts were well-known, the United States did not arrest and extradite him until 1988, a few days after Congress ended support for the Contras. At Matta's first drug trial, a U.S. attorney described him as "on the level of the top 10 Colombian drug traffickers." We now learn from the CIA Hitz reports that, in the same year, 1989, CIA officials reported falsely, in response to an inquiry from Justice, that in CIA files "There are no records of a SETCO Air." The backfire is that a serious challenge is being mounted against U.S. hegemony. If Plan Colombia holds for a few months then Gore wins as the economy stays stable but the inevitable war will not be sustainable and the collapse comes anyway. My guess is that, behind the scenes, the EU is offering every incentive possible to South American countries to sink Plan Colombia which, BTW requires about $3 billion from Europe to succeed. Then the battle becomes Europe vs. the U.S., the Euro vs. the dollar, gold vs. Wall Street. The shares in ONAKO will be auctioned off to the highest bidder. More than 20 groups have submitted an offer, but only two are true contenders: LUKoil, the largest oil producer in Russia, and an alliance of three smaller companies, Yukos, Sibneft and Surgutneftgaz. Two oligarchs direct LUKoil, Rem Vyakhirev and Vagit Alekperov, although these two men are largely under Kremlin control. In contrast, the three oligarchs behind the alliance behind the other companies - Yukos, Sibneft and Surgutneftgaz - are Mikhail Khodorkovsky, Boris Berezovsky and Roman Abramovich. Putin has publicly sought their power since taking office. They largely bought their way into power under former President Boris Yeltsin, amassing fortunes and increasing their political influence. CHINESE MILITARY GETS A LESSON IN U.S. STRATEGIC THINKING Bill Gertz THE WASHINGTON TIMES Twenty-five senior Chinese military officers are in Boston to learn details about U.S. decision-making that critics say will help China fight the United States in a conflict over Taiwan. The People's Liberation Army (PLA) officers arrived Saturday. They include 24 senior colonels and one navy captain who will spend two weeks at Harvard University's John F. Kennedy School of Government, according to Clinton Administration officials close to the program. The officers are there to hear lectures by current and former U.S. national security officials who have discussed how the United States would respond to a crisis over Taiwan. "Most of the officers are intelligence collectors or technology collectors," said one knowledgeable official. Other visiting officers are from components of the Chinese military involved in directing unconventional warfare against the United States, a key element of China's emerging war-fighting strategy. "The Chinese plan to use this information to manipulate the U.S. decision-making process and paralyze us during a crisis," said one official. "And many of these visiting officers are involved in just that type of activity." The group includes colonels from the Central Military Commission, the top Communist Party organ that controls the military; the PLA general staff department, and various regional military command headquarters units. It is the third group of colonels to attend Harvard as part of its "China Initiative," which was set up in 1997 with a $1 million grant from Nina Kung, a Hong Kong businesswomen who heads Chinachem, a chemical manufacturer with extensive ties to mainland China. In the past three groups, the Chinese have questioned their lecturers on U.S. decision-making in a crisis, the officials said. Another Chinese objective for what Harvard calls its executive program for Chinese security affairs is to conduct "political influence operations"âspreading propaganda aimed at influential academics and U.S. policy-makers that China's military buildup poses no threat to the United States. A second propaganda theme of the colonels' is to discredit any U.S. officials or Americans who view China as a potential enemy. Officials said China does not allow similar two-week exchange programs for U.S. military officers at a major Chinese university. Visits to China by U.S. military officers are severely restricted, the officials said. The colonels' visit coincides with a disputed military exchange program underway that involves Pentagon-sponsored visits by Chinese officers to sensitive U.S. military facilities. A group of Chinese officers, including three generals, was briefed last week on U.S. joint war-fighting training and simulation, an area the Chinese military is seeking to improve. They also are scheduled to visit the U.S. Pacific Command, which would be in charge of all U.S. forces in the Pacific. That visit drew protests from Senator Robert C. Smith, New Hampshire Republican, and Representative Tom DeLay, Texas Republican, who questioned whether the visit violated a U.S. law passed last year that prohibits helping China develop its war-fighting expertise. Officials said colonels who arrived at Harvard on Saturday are part of a "loophole" in the legislation that set up the Smith-DeLay guidelines for U.S. military exchanges. The Harvard program is not sponsored or funded by the Pentagon. It was set up in 1997 by Joseph Nye, a former Clinton Administration assistant defense secretary who is dean of the Kennedy School. Mr. Nye was the official viewed as the author of the Pentagon's soft-line policy toward China. He once stated that if China is treated like an enemy, it will become an enemy. Since the accidental bombing of the China Embassy in Belgrade, Yugoslavia, last year, China in official writings has stated that the United States is its main enemy. Former Bush Administration arms control official Robert Blackwill, who at one time directed the China military program at Harvard, could not be reached for comment. Mr. Blackwill was in charge of drafting the Republican Party's platform during the presidential convention earlier this month. Other Harvard officials involved in the program did not return telephone calls seeking comment on the colonels program. Though Clinton's indictment would probably come after he leaves office, the new criminal investigation of the president is viewed by the legal community as a serious step toward his prosecution. "You don't do that kind of thing lightly," Buckner Melton Jr., a constitutional law expert at the University of North Carolina, told the Democrat-Gazette. "You have to presume (Ray) is finding something to keep his interest up." "The prospect of a president, even an ex-president, being indicted is not something that anyone looks forward to," said Rep. Asa Hutchinson, R-Ark., who believes Clinton is criminally liable and tried to prove it as one of the House impeachment managers. "I have never read a perjury case with as clear evidence as the case against President Clinton," George Washington University law professor Jonathan Turley told the Democrat-Gazette. "Ray would be undermining the law of perjury by failing to prosecute." Turley said that Paula Jones judge Susan Webber Wright made criminal prosecution even harder to avoid when she charged Clinton with civil contempt for lying about Lewinsky. "Prosecutors usually do not have a federal judge who is giving an independent view of the gravity of the conduct by the defendant," he told the paper. Even Sen. Joseph Lieberman, the vice presidential pick of Clinton's chosen successor, Al Gore, has argued that the president may be criminally liable, even though he voted to acquit Clinton at his Senate trial. "(Clinton's guilt) may be determined by a criminal court, which the Senate clearly is not, after the president leaves office," Lieberman said after Clinton's trial. A recent CNN/Gallup poll shows that a bare majority of those surveyed oppose Clinton's prosecution, 54 to 41 percent, over crimes the American people have grown tired of hearing about. But it's not known how the public would react if Ray brings charges against Clinton based on new evidence. "If they were to accomplish all their goals, it would cement Clinton's legacy as one of the nation's great environmental presidents," said Daniel Weiss, political director of the Sierra Club's Washington office. Bill Clinton is going to have an environmental legacy alright, but it's going to be in about the same light as the impeachment and Monica legacies. Clinton will be known in the future as the idiot president whose "environmental" policies led to millions of acres of forest lands being burned up. Gov. Marc Racicot, of Montana said this season's wildfires stand as the "greatest natural disaster in Montana history" and yesterday he ordered more public and private land closed to the public because of fire danger. "We have not had a catastrophe of this magnitude in our lifetimes," he said. Nearly 20 million acres of public land have been closed, including 17.4 million acres of federal land and 2.1 million acres of state land. In the words from the Forest Service explanation for those fires, "Decades of aggressive suppression have also contributed to the unprecedented buildup of fuels on public lands across the West, causing fires that burn hotter, longer, and faster than 'normal' fires of the past."" The "unprecedented buildup of fuels on public lands" has been caused by the Clinton Administration virtually ending logging in the National Forests. I lived on the edge of the El Dorado National Forest in California for almost twenty years during the time that the environmentalists, with the help of Bill Clinton, were shutting down the logging in the forest. They were warned by veteran Forest rangers that the policy would lead to exactly what is going on right now. I reported those warnings in the Reagan Monitor, in 1995, quoting Keith Butts of Placerville, California, who retired in 1994 after working nearly forty years in the woods as a Ranger. Because his father was a logger in Oregon, Keith had spent most of his life in the forest but things had changed dramatically in the woods by the times Keith retired. The ten million acres of National Forests in California's Sierras produced 1.18 billion board feet of lumber in 1988. By 1994, due to federal regulations to save the Spotted Owl, only 360 million board feed were harvested, an 83% drop. Thousands of logging jobs were lost, the price of lumber and wood pulp for paper skyrocketed. "Today," Keith Butts told me, "everything in the woods can be used. Nothing needs to be burned. Portable chippers can be brought in to chip up the slash (i.e. branches and underbrush) for waferboard that is used for building. Keeping the underbrush under control would prevent the worst damage of wildfires and fire storms that destroy million of trees, millions of dollars worth of property and sometimes kill firefighters. We are now either burning on purpose or letting wildfires consume millions of acres of trees, yet the Black Forest in Germany has been preserved for hundreds of years by good management that picks up every fallen branch to prevent fires." Of course, Keith Butts' 40 years of experience in the woods was totally ignored in favor of the opinions of Environmentalists who hardly knew a Spotted Owl from a hawk. In the April 1995 Reagan Monitor I wrote: "To 'protect' the species, owl advocates claim at least 1000 acres or 43 million square feet per owl couple is needed. However, a report in 1990 noted that 'past fire protection practices in the forests have caused abnormal fuel conditions to develop' and notes that the current practice of protecting snags, dead but standing trees which are favorite nesting spots for the Spotted Owl 'are obstacles to fire suppression.' Ray, the independent counsel, said he expected to issue a statement of his findings and conclusions about the Whitewater investigation a few weeks before New York voters go to the polls to choose between Hillary Rodham Clinton and Representative Rick A. Lazio, her Republican opponent for the United States Senate. Mr. Ray, whose office has investigated President and Mrs. Clinton on a range of issues for more than four years, also said in an interview that he would announce his decision on whether he would seek an indictment of Mr. Clinton in connection with his affair with a White House intern shortly after the president left office. The prosecutor suggested that the announcement about the possible indictment of Mr. Clinton would come within weeks after a new president is inaugurated on Jan. 20. Mr. Ray has already issued two reports, one essentially clearing the Clintons in the collection of confidential F.B.I. files about Republicans and another critical of Mrs. Clinton's role in the dismissal of longtime employees in the White House travel office. The National Forest System was created to be a source of timber in a country whose land had been ninety percent logged off by 1900. While the reforestation of North America is perhaps the single greatest environmental success story of the 20th century (there is more land under forest east of the Mississippi than there was in 1776), that reforestation was undertaken under false pretenses. The purpose of the forests, as created by Gifford Pinchot and Theodore Roosevelt, was not recreational hunting, or atmospheric regeneration, or anything else that we associate the national forests with today...it was the pursuit of profit, pure and simple. That harvesting of the new timber for profit was delayed was due only to the unfortunate fact that the damn trees didn't grow fast enough. Findings by forensic teams from the International Criminal Tribunal for the former Yugoslavia in the Hague forced NATO's admission. The ICTY exhumed 3,000 bodies and examined them. While they have not yet released a report, ICTY spokespeople said that at most 3,000 people were killed. They said there was no evidence of mutilations. And they said that not all the dead can be proved to be victims of murder or execution. Last year NATO had charged that Yugoslav forces massacred at least 10,000 people. NATO spokespeople implied that 500,000 supposedly "missing" people also had been killed. They used these claims to justify NATO bombings that had no basis in United Nations treaties or NATO's own charter. Peacekeeping Helped Cheney Company By Karen Gullo Associated Press Writer Monday, Aug. 28, 2000; 3:25 p.m. EDT WASHINGTON The company run until this month by former Defense Secretary Dick Cheney has reaped more than $2 billion in federal contracts to support U.S. troops on some of the peacekeeping missions that George W. Bush says have helped run down the military. U.S. deployments in Bosnia, Kosovo, Somalia and elsewhere the kinds of missions Bush has pledged to reduce if elected have meant big contracts for Dallas-based Halliburton Co., which Cheney, the GOP vice presidential candidate, headed from 1995 until he retired two weeks ago. What started out as a $4 million contract in 1992 to help the government plan how to provide meals, tents, toilets and laundry for troops sent on missions to far-flung lands has grown substantially for Halliburton, an oil-services conglomerate. Halliburton's Brown Root Services subsidiary has received the lion's share of the Pentagon's troop support business in the years since the Persian Gulf War, which Cheney helped direct as secretary of defense under Bush's father. A big chunk of the business came in 1995 when troops were sent to Bosnia. The Army paid Brown Root $546 million to provide logistical support for over 20,000 American soldiers in Bosnia, Croatia and Hungary. The company had already earned $269 million on the contract. Two years later Brown Root received a sole-source contract worth $405 million to continue support services in Bosnia. Last year the company beat out one other bidder to win a five-year Army contract to support U.S. peacekeeping troops in the Balkans region. Originally awarded for $900 million, work under that contract has now reached $730 million and could go to more than double that figure because more troops were sent to Kosovo last year. Another contract for support services awarded this year by the Navy will bring in at least $300 million. The government has hired Halliburton for dozens of other jobs, from a $100 million contract to improve security at U.S. embassies and consulates to a $40 million contract to maintain labs at the National Institutes of Health. Brown Root and Army officials say the company won the logistics contracts fair and square. "There's no doubt Dick traveled around the world and had an impact on our global business," said Larry Pope, president of Brown Root. But in deals with the U.S. government, Cheney didn't have any direct bearing on the awards, he said, adding that Brown Root doesn't have a lock on the business it has lost a few federal contracts to competitors. It's open season on the Kurds, but only if you have the proper hunting license.
In two separate articles published on the same day (August 24, 2000) we are
able to see the duplicity and hypocrisy of U.S. policy as it plays with the
lives of expendable pawns, the Kurds.
An article titled "US WARNS OF MILITARY OPTION AGAINST IRAQ," published in the
Middle East Newsline on August 24, 2000, states:
State Department spokesman Richard Boucher said the key to US military action
is whether President Saddam Hussein rebuilds his arsenal of nonconventional
weapons.
"If he reconstitutes his programs for weapons of mass destruction, if he
threatens his neighbors, threatens US forces or moves against the Kurds, we
have a credible force in the region and we are prepared to act at an
appropriate time and place of our choosing as necessary," Boucher said.
Here we have State Department spokesman Richard Boucher telling us that the US
is prepared to take military action if Iraq "moves against the Kurds."
Now let's take a look at another article titled "Cross-border raids against
terrorists justified: US," and published in the Times of India, on the same
date, August 24, 2000. The article states:
Answering a question on the periodic cross-border raids against Kurds by Turkey
carried out on Iraqi territory on the grounds that Iraq-based terrorists strike
at Turkey, State Department Spokesman Richard Boucher said, "In general, we
support Turkey's right to defend itself against terrorism as long as the cross-
border activities are limited in scope and duration and they scrupulously
observe the rights of civilians in the area."
Notice that the very same State Department Spokesman, Richard Boucher, supports
Turkey's right to kill Kurds; and not just within Turkey, but also within Iraq.
Here is a summary of US policy as concerns the Kurdish population of Northern
Iraq and Turkey: Iraq will be bombed by the US if it takes military action
against Kurdish "freedom-fighters" on Iraqi territory. If, on the other hand,
it is Turkey doing the killing of Kurdish "terrorists" on Iraqi territory, the
US supports Turkey's right to do so.
Not only does the US support Turkey's right, it has provided Turkey with the
equipment and logistical support to kill over 30,000 Kurds in 10 years and
displace millions more were this Kosovo we would be hearing words like
"genocide" and "ethnic cleansing."
You see, to kill Kurds, all you need is the proper hunting license. In this
case that license is a perk of NATO membership.

Brown web posted August 28, 2000 The history of the gun control debate has been marked by several truly great documents that are eternally enshrined in cyberspace and will be treasured by historians of the future. When these memorable documents are examined in future centuries, which treatise will stand above the rest as being the best, the most important, or the most representative of the entire debate? One candidate for greatest document of the gun control debate is a 1989 essay titled, "The Embarrassing Second Amendment" by highly respected legal scholar Sanford Levinson. A liberal himself, he served notice to liberal opponents of gun ownership that they could not simply ignore the Second Amendment. This single law review article started an avalanche of research into the meaning of the long neglected Second Amendment. The overwhelming majority of the researchers say that it does indeed guarantee an individual right to keep and bear arms, just as ordinary folks have believed for two hundred years. Another possibility is John Lott's exhaustive scholarly study of the relationship between guns and crime in America. To make this complex study more accessible, he distilled it into quite a readable book, "More Guns, Less Crime", published in 1998 and currently offered in an updated second edition. The chapter on how Lott has been the victim of personal attacks, since his work is unassailable, is worth the price of the book. Some might vote for Olsen and Kopel's 1999 law review article, "All the Way Down the Slippery Slope", a well written and well researched description of the history of gun prohibition in England. It elegantly demonstrates the historical relationship between increased gun control and increased crime. These are all great documents that will be treasured by history, but my favorite is a 1993 article by Jeffrey R. Snyder: "A Nation of Cowards". Snyder distilled the arguments for private gun ownership, disposed of the arguments against it, and claimed the moral high ground in this landmark 5,800 word essay. [George Will responds to that article in this essay.] I first read "A Nation of Cowards" sometime in 1994 when I was just beginning to realize the danger that America faced from the gun prohibition lobby. Snyder's writing helped me to focus the random thoughts that I had already developed and added a few that had not occurred to me yet. He pointed out how the movement to ban guns was related to the change in the way Americans are taught to think of themselves. A few decades ago, before the gun hating really got started, young people were encouraged to develop self-respect, dignity and a sense of personal responsibility. This was built through their accomplishments, by assuming responsibility, and honoring obligations. This traditional value system gradually changed to one where self-esteem is now paramount. A young person is taught that they are a precious and important member of society regardless of their own efforts or accomplishments. Many observers have noted the way in which this leads to a poor sense of responsibility and a higher risk of criminal involvement, but Snyder takes the logical chain a step further. He demonstrates how our entire approach to fighting crime has changed. Rather than accept the slightest risk to our precious skins, we are taught that we must give in to criminals whenever the basic precautions like locked doors and alarm systems fail to protect us. Almost every American now believes that it is not worth hurting someone, or being hurt, over stolen property. Even potential rape victims are taught not to fight back. Recent articles in women's magazines suggest trying to chat with a rapist or even asking him to use a condom. In short, we are all to blame for our current crime problem, because we have decided that fighting back is not appropriate. Crime increased largely because we made it easier and safer. This is a direct result of the changing value system that teaches us to value life above pride and self-respect. Anti-self-defense groups have tried to blame the crime problem on law abiding gun owners for allowing their guns to fall into the hands of young people who then turn to a life of crime. Snyder compared this with a television commercial that urged people to lock their cars with the slogan, "Don't help a good boy go bad". At the time, the ad was considered offensive (and racist, I believe) by enough people that it was soon dropped, but that same logic is still used today by the gun haters. "A Nation of Cowards" lays out the arguments for civilian gun ownership that have only grown stronger in the last seven years. The Chinese troops are not there to baby sit the brutal Islamic regime that crucifies Christians, bombs schools and hospitals and employs a scorched-earth policy against its own dissident populace. It would be bad enough if the Chinese were there to prop up the regime. Instead, according to the Telegraph report, they have been sent to prepare for a major offensive in the South. A Sudanese government document claims the Chinese are prepared to deliver up to 700,000 personnel for such a campaign. Such a report stretches credulity without the context of WorldNetDaily's earlier dispatches. Smith reported last month that the United Nations suspended humanitarian relief flights into Sudan amid reports the regime is using a Chinese-supplied radar to track and bomb the U.N. missions. Did you catch that? The Sudanese used Chinese radars to track the U.N. humanitarian flights so they could bomb the recipients of the humanitarian aid. That tells you something about the character of this regime. Even the U.N., which sat by and watched the genocide in Rwanda a few years ago, was repulsed by the barbarity. That story by Smith did not get much attention from the rest of the U.S. press for a couple reasons: 1) U.S. reporters and editors don't care all that much about foreign news reporting; and, 2) that story broke on WorldNetDaily the same week as Paul Sperry's porngate shocker, which got plenty of attention. No one has ever accused the U.S. press establishment of being able to pay attention to more than one story at a time. But earlier, Smith had another report that lends credence to the Telegraph story. In July, WorldNetDaily reported that Sudan had acquired 34 new jet fighters from China. "The Chinese-built medium-range radar unit at Juba is reported to be less than 200 miles from Lokichokio in Kenya, where the humanitarian flights originate," Smith's report said. "In addition, the Sudanese air force has modified Russian-built Antonov An-24 transport aircraft to serve as long-range bombers. The Antonov bombers directed by the radar at Juba are able to intercept and destroy the relief flights when they land inside southern Sudan." Now that we know about this, what can be done about it? Don't expect the U.N. to get involved anytime soon. Remember that China is a member of the U.N. Security Council. As such, it can veto any U.N. effort to subvert its war in Sudan. It's likely the Sudanese-Chinese offensive against the rebels (and innocent civilians) in the south will come soon. === Why? Because China owns the White House until at least Jan. 20. Beijing's cash played a critical role in electing and re-electing Bill Clinton. He's the Manchurian President. He won't lift a finger against his patrons. If China is really going to mobilize tens of thousands or even hundreds of thousands of troops in an African war, it is probably going to do it before a changing of the guard at the White House -- though, to be honest, George W. Bush has not exactly been a tiger when it comes to recognizing the Chinese threat. Still, no matter when it comes, a Chinese invasion in Africa would be -- in diplomatic parlance -- very destabilizing. Opening the GateWider Bt David Ruppe ABC News A little-noticed White House regulation change urged by Silicon Valley will allow the Chinese military to buy some of the most powerful U.S. computers without a government license or security review. The move, announced by President Clinton on Aug. 3 and applauded by Vice President Al Gore, is drawing fire from security experts who say the computers could help foreign militaries develop nuclear weapons more quickly, and from a congressman who charges the White House is compromising national security for political profit. The new regulations, scheduled to take effect in February, will relax U.S. government oversight on exports of ultra-powerful high-performance computers, or HPCs, to nearly all countries around the globe. Security experts are particularly worried because the regulations reduce special oversight on computer exports to the the militaries of approximately 50 nations the United States has designated security concerns, including China, Russia, Pakistan and India, so-called Tier III countries. Under the new rules, militaries in those countries would be allowed to buy, without a U.S. government license and 10-day multi-agency security review, systems with processing speeds as fast as 28,000 million theoretical operations per second (MTOPS), made by manufacturers like IBM, Silicon Graphics and Cray Inc. A joint Commerce-Defense Department study has found nuclear blasts can be simulated with computers between 10,457 and 21,125 MTOPS. The average desktop computer might measure around 1,000 MTOPS. In its Aug. 3 announcement, the White House said the new regulations promote national security while they ease unnecessary regulatory burdens on both government and industry. Industry Advocacy The new regulations are the fifth and most aggressive relaxation of national security controls on high-performance computer exports since Clinton took office in 1993. Like changes before, they were made at the urging of Americas top computer companies specifically, the chief executive officers of IBM Corp., Unisys Corp, Hewlett-Packard Co. and NCR Corp., at a June 8 meeting with Clinton administration officials. The CEOs left that meeting very encouraged, according to a statement from the Computer Coalition for Responsible Exports, an organization representing the industry. Following Clintons announcement, Unisys CEO and CCRE Co-Chair Lawrence Weinbach congratulated the administration. The presidents decision makes U.S. computer manufacturers more competitive in the worldwide marketplace. Democratic presidential candidate Gore issued a statement also applauding the decision, saying it would increase the ability of U.S. high-tech companies to compete and win in global markets. Silicon Valley Support Rep. Curt Weldon, R-Pa., a frequent critic of the administrations technology export policies, believes the changes are a reckless move to bolster campaign support from Americas prosperous computer sector. Its another example of this administrations wanton efforts to not worry about our security because theyre more concerned about favoring companies and enterprises, in this case involving China, which will benefit from this technology, he says. Americas computer manufacturers must be happy with something the administration has been doing. The computer equipment and services industry has been the fourth largest contributing business sector to the Democratic National Committee this election cycle, donating $3.2 million from Jan. 1, 1999, to July 1, 2000, according to the Center for Responsive Politics. The industry contributed $1.9 million to the Republican National Committee, making it the ninth largest contributor during that period, according to the center. That time frame, it turns out, coincides with some of the administrations most radical decontrols. In January this year, the computing performance level requiring a license and security review for Tier III militaries was increased by the White House from 2,000 to 6,500 MTOPS. This month, it was raised again to 12,500. The latest decontrol will raise the limit to 28,000. Only a short time ago the Chinese were having trouble getting licenses for computers over 3,000 or 4,000 for military applications, says Gary Milhollin, director of the Wisconsin Project on Nuclear Arms Control. If this were to happen 20 or 30 years ago, presidential candidates or incumbents would have to do what Richard Nixon did, which was resign in shame. Chicago, San Francisco and San Jose, Calif., have told local Scout troops that they can no longer use parks, schools and other municipal sites. Companies like Chase Manhattan Bank and Textron Inc., have withdrawn hundreds of thousands of dollars in support to local and national scouting groups nationwide. Dozens of United Ways from Massachusetts to San Francisco have cut off money amounting to millions of dollars each year. And Connecticut, in what may become a test case, has banned contributions to the Scouts by state employees through a state-run charity. The state is also considering whether to block the Scouts from using public campgrounds or buildings. "It's a watershed issue," said C. Joan Parker, assistant counsel to the Connecticut Commission on Human Rights and Opportunities, which must issue a ruling by Nov. 8 on whether the Scouts violate state antidiscrimination laws. If the commission rules that the group does violate those laws, the Boy Scouts would be prevented from using any public facilities. "We have to decide, Are we aiding and abetting someone that discriminates?" Ms. Parker said. "Clearly, any public entity needs to have clean hands." Gregg Shields, a national spokesman for the Scouts, said the organization respected the right of private companies to donate only to groups of their choice. But the organization is suing the State of Connecticut to restore state employees' ability to donate to the Scouts, and Mr. Shields said his group would fight to maintain access to public schools and public places in other states as well. "The Boy Scouts of America since 1910 have taught traditional family values," Mr. Shields said. "We feel that an avowed homosexual isn't a role model for those values." For public and private officials around the country, the problem is a complex and painful one. On the one hand, they do not want to cut off valuable opportunities for the young or run afoul of First Amendment principles. On the other hand, by allowing a group that bans gays to use public facilities and supporting it, they violate their anti discrimination statutes. The trim uniform of the Boy Scouts has become almost a cherished national symbol. But at a time when same-sex benefits, diversity training and nondiscrimination policies have become routine, some companies and organizations say the Scouts' refusal to admit gays has come to seem almost un-American. "Their position is, on the face of it, in conflict with our commitment and our values on diversity," said Jim Finn, a spokesman for Chase, which had contributed about $200,000 annually to the Boy Scouts until stopping it last month. The Supreme Court ruled in June by a 5-to-4 vote that the organization had a constitutional right to exclude gays because opposition to homosexuality is part of the organization's "expressive message." The decision overturned a ruling last year by the New Jersey Supreme Court that applied the state's law against discrimination in public accommodations to require a New Jersey Scout troop to readmit a longtime member and assistant scoutmaster, James Dale, whom it had dismissed after learning he is gay. But the ruling did not address the merits of the ban on gays, only whether the Boy Scouts is a private group, and so has the right to set its own membership rules. The Scouts, whose membership has grown to 6.2 million, said that the group's charter since 1910 had promoted "family values," and that its oath pledged a "morally straight" life. A homosexual, the organization said, is not the proper role model for those values. While the decisions to withhold support will not seriously dent the $125 million raised annually by the Scouts national organization, the growing effort to block local chapters from meeting in places like public schools and state campgrounds raises practical problems for the Scouts. Since the ruling, many public bodies, charities and companies, including Merrill Lynch, are beginning the discussion that has taken place in Hartford. The options, they say, are equally unpleasant: hurting children who are benefiting from scouting, or supporting a position they find ethically untenable. "Do we just cut off funding, and so hundreds of kids in Hartford aren't getting a program they so desperately need?" asked Susan Dunn, senior vice president of the United Way of the Capital Area. Hundreds of high-performance computers would be exported to banks, educational institutions, research labs, governments and other buyers around the world. China would become a leading destination. While the Pentagon believed there was not a single high-performance computer in China before 1995, hundreds of mostly lower-level U.S. machines would be sold there by 1999 without a license. When Clinton took office in 1993, the United States controlled nearly all computer exports with a capacity of 12.5 MTOPS. The administration first relaxed the restrictions in 1995, varying the new limits based on four groupings of countries, the estimated number of operations per second the computer could perform, and whether the user would be a civilian or military entity. While the seven Tier IV countries (Iraq, Iran, Libya, North Korea, Cuba, Sudan and Syria) would have no access to U.S. HPCs, exports to countries in Tier III, which include many aspiring or de facto nuclear weapons states, would be allowed, but closely watched, particularly if the user was military. NTSB Rules that there is NO evidence of a missile or bomb on TWA 800... Let me see 1. Over 200 witnesses saw a missile or "flare" go up from the water and turn, then hit the airplane, which then had a small and following large explosion. 2. Some of these witnesses were military, in aircraft in close proximity. 3. A Stinger missile mortar ejector can was found by a trawler at the site. 4. All witnesses were "interviewed" by the FBI and told that they DID NOT see a missile. 5. The CIA becomes involved and creates a cartoon video that is totally different than the actual event to explain it--in total defiance of the witnesses descriptions. 6. Evidence in the Calverton hangar is altered by bending metal in opposite directions AFTER the reconstruction. 7. The FBI steals all evidence that shows missile evidence and refuses to return it. 8. The NTSB investigation is run by the FBI. 9. Missile fuel residue is found on the seatbacks, but the finder is prosecuted by the government. 10. Author James Sanders questions the government findings, has analysis done on the seatback cloth, but HE is the one prosecuted by the DoJ. 11. Radar tapes are confiscated and sealed by the FBI. 12. Radar tapes showed a missile, and other unusual "watercraft" near the site. 13. The Navy lies and says on Day Two that there were NO military vessels or aircraft in the vicinity. NTSB Rules that there is NO evidence of a missile or bomb on TWA 800... That's not, however, to say that there wasn't any. Is this statement to be taken as a statement of fact, or of belief ? For the public record of fact or for public opinion ? Rhetoric for public consumption is very loaded these days. (E.g., Clinton's "State of the Nation address" talked little about the state of the Nation as I could interpret it. Most of the statements referred to 'current projections' and the like, rather than to actualities. I would agree that the 'projections' themselves belonged to the present (at that time) but the projected scenarios themselves certainly did not). The lack of evidence is not evidence of absence - the findings as I read them are not inconsistent with a missile impact. Although I personally have no reason to believe that a missile did down TWA800, I see no reason to dismiss the possibility (as yet) either. If we don't know, we don't know, and in my view, that is an OK position for the informed skeptic to hold. Denial of explanation is denial of responsibility for understanding. Cheers, Tony. Does anyone have the Cincinnati Enquierer article on Chiquita Banana from a few years ago? It was posted to CTRL but doesn't appear in the archives, so it must have been before Sept 98. Any help in locating this article in full (it was a very long expose that ran over several days) would be greatly appreciated. THE OBSERVER (London) Sunday August 20, 2000 The electric chair Gore should fear by Gregory Palast Normally laid-back Californians are in revolt over power deregulation, and it could sway the US elections While reporters this week wasted their papers' budgets in Los Angeles covering the shadow puppetry called the Democratic Convention, America's political future was being decided 80 miles south, in San Diego. Here, where a bilious tumble of freeways, McDonald's and Wal-Marts smashes up against the Mexican border, San Diego's 2.6 million residents have been involuntarily enrolled as laboratory rats in a scary economic experiment. Just weeks ago, San Diego became the first city in America to end the regulation of electricity prices. When California's state senate voted to bring the miracle of market competition to electricity, they wrote right into the law that domestic prices would fall by 'at least 20 per cent'. No points for guessing what happened. The price for energy rose by 379 per cent compared with last year. Actually, Californians were lucky. I located Beth Emory, former counsel for the agency that runs the daily power auction. She said that on the first hot summer day, when California needed every bit of juice it could find, generating companies bid in their electricity at $9,999 per unit. This was 1,000 times the formerly controlled price of $10. But San Diegans were fortunate. In their greed-crazed rush, the sellers assumed the system's computers could only handle four-digit bids. In fact, the computers would have accepted seven figures, taking bids high enough to bankrupt half the families in the state in one day. I have been able to trace San Diego's economic plague to the original carrier: one Daniel Fessler. Fessler, the Golden State's former chief utility regulator, flew to England some years ago and carried back with him an infatuation with Margaret Thatcher's economic theorems and an unnatural affection for her troubled offspring, the England and Wales Power Pool. The Pool, at around 4pm or so each day, is seized by a clique of electricity companies which crank up prices by as much as 2,000 per cent. Even Britain's somnolent regulators have twigged to the fact that this supposed free-market auction house is, as Ofgem recently reported, a playground for price-fixing and collusion. One suspects California's politicos knew this. After all, the majority of Britain's electricity system is owned by the same US operators that have San Diego by the bulbs, including Enron (Houston), Edison International (Los Angeles), PPL and Southern Company (Atlanta). This week, the last pair took over Hyder, Wales's water and power utility. But something extraordinary has happened in San Diego. Laid-back Californians have leapt off their surfboards and are waving two fingers in the air and chanting 'Boycott!' The electricity companies can send out their bloated bills, but the tanned masses are not going to pay. By the thousands and now, apparently, by the tens of thousands, customers have simply continued to pay only the old, lower, prices. Joining the boycott this week: the city's school system, the Council of Churches and even, without a hint of shame, the state senator who sponsored the original deregulation law. In Bolivia, when British-American, owner of the city of Cochabamba's utility, hiked prices and customers boycotted bill payments, the government confronted protesters with bullets and martial law. But in California, protesters were met by panicked politicians. The leftish governor of California, Democrat Gray Davis, drafted an emergency law to knock back prices retroactively by 60 per cent. The state's utility regulators effectively endorsed the revolt by barring San Diego Gas and Electric from cutting off service to customers who refuse payments through October (up to election day). The Governor has launched an investigation into market manipulation. According to consumer advocate Mike Florio, a member of the power system's oversight panel, the governor won't have far to look. There is 'stacking and cramming' (tricks learned in the UK) plus false scheduling and transmission line games that have cost San Diego about $304 million this summer. On one day, for example, an Enron trader sold the state about 500 megawatts of power to go over a 15 mw line, which is like pouring a gallon of gasoline into a thimble. This forced the system operators to make costly emergency purchases, blowing market prices through the roof. The power pirates are stunned by the public revolt. After all, though San Diego prices have skyrocketed to about 10p per kilowatt hour, this is no more than US power companies typically charge their British customers - who endure the fleecing with a stoic shrug. So what has got the beach bunnies up in arms? America's little secret is that the New World Order of free markets and deregulation is for export only. America has always

Edgar Hoover successfully contained public criticism about the Kennedy assassination investigation through the Warren Report. In 1966, after the publication of two major critical attacks by responsible critics, a gallup poll indicated that 66 percent of the American people no longer believed the Warren Report and the Congress began to call for a new investigation. The fraudulent campaign to blame the Kennedy assassination on what Hoover had called the "twisted mind" of Lee Oswald, proved too transparent to stand up to public scrutiny, and the need to divert attention away from the truth reemerged. The collapse of the credibility of the Warren Report created a desperate vacuum which was predictably filled by other absurd, distortions of truth. The Warren Commission had successfully focused attention almost exclusively upon Lee Harvey Oswald, and when it was determined that the assertions it expounded were extremely frivolous, the pressure to develop another cover up to conceal the truth produced bizarre Kennedy assassination publicity. Appropriately, one of the emergent sources of disinformation was Las Vegas gangster, Johnny Roselli. In late January 1967, Roselli's lawyer claimed that he had important information about the assassination of John F. Kennedy. Since two out of three Americans disbelieved the Warren Report, Roselli promptly provided a whole new version of "truth" to sell to the non-believers. Roselli's basic claim was that Fidel Castro was responsible for the assassination of Kennedy. Despite the seriousness of the allegation, the identity of Roselli was not revealed to the public, and the accusation was exposed through a "blind memorandum" prepared by Hoover's FBI and promoted through the press -in other words, it was a public relations ploy sponsored by Lyndon Johnson, J. Edgar Hoover and Mafia envoy, Johnny Roselli. Johnson immediately embraced the rumour that a Cuban conspiracy was responsible for the assassination of Kennedy, and when he was interviewed by television newsman, Howard K. Smith, he dramatically asserted: "I'll tell you something that will rock you. Kennedy was trying to get Castro, but Castro got him first."1 In retrospect, the only genuine conclusion that can be derived from the public relations campaign to blame the Kennedy assassination on Castro is the fact that Hoover, Johnson and the Mafia deliberately promoted disinformation to cover up the truth. Lyndon Johnson was clearly aware of the fact that Castro had absolutely nothing to do with the Kennedy assassination. Indeed, beyond promoting the false rumor, Johnson did absolutely nothing about investigating it's authenticity -he didn't have to. After all, Johnny Roselli, the source of the 'Castro got Kennedy' allegation, was obviously a transparent, motivated liar. Roselli was a Mafia operative who had established Washington contacts through his participation in what was publicly exposed to be the CIA/Mafia plots to assassinate Castro, he was not a reliable source who was prepared to expose the truth about the assassination of John F. Kennedy. Despite his "powerful contacts" however, Johnny Roselli was always getting in trouble with the law, and the covert, anti-Communist operative who expected prosecutorial immunity for colluding with the government, was willing to do anything, including promote a government sponsored fraud, to secure the favor he cultivated. Roselli certainly made his single-minded motivation clear when he said: "Here I am helping the government helping the country, and that little sonofabitch [Robert Kennedy] is breaking my balls. Let the little bastard do what he wants. There isn't anything he can do to me... I got important friends in important places in Washington that'll cut his water off. 2 One of Roselli's friends was evidently Jim Garrison, the District Attorney of New Orleans. In 1967, according to the CIA, Roselli and Garrison had a meeting in a Las Vegas hotel room. Garrison dismissed the allegation and claimed that it was simply a part of a CIA disinformation campaign, but that is certainly not supported by any credible evidence. Indeed, the fact that both Jim Garrison and Johnny Roselli concocted stories to fill the vacuum created by the discredited Warren Report strongly suggests that Garrison and Roselli were partners in the crime to cover up the truth about the assassination of John F. Kennedy and secret meetings in Las Vegas hotel rooms provided the opportunity to plan strategy for the ongoing effort to maintain the cover up. Ironically, it was not the CIA, as Garrison always insisted, which was responsible for the Kennedy assassination cover up, but Jim Garrison himself who monopolized the effort to cover up the truth since the Warren Report was effectively

In the 1960's, it was the city where the Mafia, anti-Castro exiles and self-styled intelligence spooks joined hands to celebrate what they called their patriotic bonds and to condemn their common enemies -Castro, Communists, Liberals... Entrenched interests dominated the order of the day. In particular, New Orleans was a mature organized crime haven, where political campaign contributions and outright bribery insulated Mafia bosses like Carlos Marcello. In the final analysis, the power source of the city that made its own rules and regulations as it went along, was the cozy relationship between Mob Lords like Carlos Marcello and high ranking law enforcement officials like Jim Garrison. In retrospect, the fact that the city where evasion and denial was honed to a science, came to dominate the Kennedy assasination investigation, is not at all surprising. Unaccountable corruption is probably the most common feature of the politics of the 1960's in New Orleans. Mobsters like Carlos Marcello relied upon "the Fix" or the working relationship between public officials and the Mafia and they were accustomed to sharing power. The sheer audacity of "the Fix" is absolutely astounding. When the Kennedy Justice Department targeted Jimmy Hoffa, the Mafia responded through the Governor of Louisiana, who set up a meeting where the mob offered the key prosecution witness one million dollars to change his testimony. It was a desperate, foolish bribe which was prompted and ultimately exposed because a series of dynamite explosions fortunately failed to murder targeted witness. In the face of such violent, blatant corruption the fact that powerful Mafia Bosses like Carlos Marcello survived criminal prosecution in the 1960's, is astounding and illuminating. In 1967, L ife printed the following account of the Mob Lord: "He [Marcello] operates through a complex of political Fixes which enable him to control the makers and enforcers of law at every level of state govenment."2 Friends in high places were clearly responsible for the lapse in American justice, which saw the power of Marcello grow despite press scrutiny and astute Louisiana newcomers like Aaron Kohn identified the peculiar flavour of New Orleans "politicking" when he said: "After about a year, I began to realize something about the system here. In Chicago, people were generally on one side of the fence or the other -honest or crooked. But in Louisiana there just isn't any fence".3 Jim Garrison, who was elected District Attorney in 1962, embodied the fact that "the fence" had been dismantled when he claimed that the Mafia did not exist despite his association with Marcello's henchmen. A frequent guest of Mafia assets like Marcello's lieutenant, Mario Marino, who operated the Sands Hotel in Las Vegas, Garrison accepted the hospitality of the Mafia and instead of cutting off his indebtedness, he said: "I may be naive -this is my first public office -but I don't see what's wrong with it".4Frequent meetings between Garrison investigator Pershing Gervais and Carlos Marcello, further cemented the fact that in New Orleans, business was transacted in cooperation with the Marcello Mafia. Like J. Edgar Hoover, Jim Garrison responded to Life Magazine disclosures by using the power of his office to manufacture the impression that organized crime did not exist. His tactics may have been more flamboyant, but the end result was the same. Assuming both the solemnity of a Benedictine monk and the pomposity of Al Capone, Garrison solemnly declared: "If organized crime is found [through Grand Jury] to be flourishing, I will resign as district attorney".5 By 1967, the fact that the power and influence of organized crime was flourishing was not in dispute, but Jim Garrison knew that he could easily persuade a Grand Jury into believing whatever he wanted it to believe, and that is exactly what he did. Favour and bribery were the currency of the corruption that had penetrated the State of Louisiana. After being entertained at the Sands in Las Vegas, Aubrey Young, Governor McKeithen's aide, who, like Garrison, accepted the hospitality of Marcello associate Mario Marino, was seen passing $100 bills to chorus girls when he was supposedly in debt.6 Young had direct, personal contact with Marcello and admitted to having set up the meeting where a one million dollar bribe was offered to silence a witness. Jim Garrison always maintained the battle to pervert the truth and instead of admitting anything, he directed a succession of Grand Jury inquiries and manipulated them to the point where they all payed homage to the contention that there was no evidence of

Many Americans equated the failure to contain Communism in Vietnam with the willingness to appease Hitler by allowing him to cede the Sudetenland to Czechoslovakia in 1938 and they were understandably obsessed by the violent determination to reject another appeasement scenario. Others, like John F. Kennedy and Michael Forrestal, the President's Assistant for Far Eastern Affairs, were not subject to Munich invoked parallels and they tended to oppose what they viewed to be futile military engagement in Southeast Asia. Armed with a keener sense of history, they sought alternatives to waging war and their determination to avoid the ground troop commitment that Johnson believed was absolutely necessary, fell on deaf ears as soon as Kennedy was assassinated. As long as he was alive, he courageously resisted every effort to coax him to commit American ground troops to war in Southeast Asia and settled the uneasy standoff by introducing a plan of gradual withdrawal, to be completed by 1965. Kennedy's will was abruptly reversed on the 22nd of November 1963. With Kennedy out of the way, Johnson secretively escalated the Vietnam war and publicly cloaked himself in the garb of a peace activist. The feigned commitment to pursue the policy of John F. Kennedy was absolutely disingenuous and removed from every single principle that Johnson held near and dear to his heart. Indeed, it makes absolutely no sense at all, outside of the context that Johnson was desperately seeking to disguise the motivation that had claimed the life of President Kennedy. Only the need to cover up the truth about the assassination of John F. Kennedy, was more urgent than the perceived need to prosecute the Vietnam war. If Johnson temporarily deferred his commitment to war in Southeast Asia and preached peace in the interim, it is because he desperately needed to obscure the fact that the primary motivation behind the Kennedy assassination was the perceived need to prosecute the Vietnam war. Indeed, if, as all the evidence indicates, Kennedy was murdered because he opposed the Vietnam war, nothing was more pressing or urgent than the need to obscure the stark contrast between the views of Kennedy and Johnson. And so, while Johnson claimed the Kennedy rhetoric, he rejected the intent, and instead of fulfilling the commitment to total withdrawal, win or lose, by 1965, he predictably did the exact opposite. In retrospect, the Johnson charade is glaringly transparent. Johnson was emotionally committed to the need to win the Vietnam war since at least 1961, yet between the assassination of John F. Kennedy and the staged Gulf of Tonkin crisis which provided the opportunity to commit American ground troops in 1965, Johnson did not publicly acknowledge or provide the slightest clue about his determination to militarily contain communism in Southeast Asia. Indeed, as he secretively escalated the war effort and quietly reversed Kennedy's plans for withdrawal, Johnson publicly cultivated the impression that he was actually a peace advocate. Through it all, between 1961 and 1968, Johnson's determination to fight and to win the Vietnam war was absolutely constant. It is only the public relations preoccupation to cover up the truth about the Kennedy assassination which prompted Johnson to defer an American ground troop commitment to war in Vietnam until 1965, when he had carefully shifted the focus of attention away from Kennedy's commitment to withdrawal and towards a staged crisis [Gulf of Tonkin] which made military confrontation appear to be a reasonable response. Kennedy was the only high-level official who had the power and the will to resist an American ground troop commitment to war in Vietnam. Even a sterling prize like Kennedy's Defense Secretary Robert McNamara, was a fierce advocate who was determined to prosecute the Vietnam war. The persistent "can-do" businessman viewed every problem in terms of its "manageability", and did not entertain a single doubt about the power of aggression -if he could conquer the corporate jungle at Ford he could do it in Vietnam, and nobody, not even the President of the United States was big enough to stand in his way. What's a single obstacle when you have your eye on the shareholders? As far as McNamara was concerned, the Vietnam war was just another business challenge, and with the Pentagon in his control, he was ready, willing and determined to deploy the resources that the "company" demanded. As Secretary of Defense, McNamara was a force to reckon. Armed with statistics that supported his determination to impose a military solution, McNamara

Men like McGeorge Bundy, for example, were "the finest example of a special elite, a certain breed of man whose continuity is among themselves. They are linked to one another rather than to the country; in their minds they are responsible for the country but not responsive to it."1 The so-called "Establishment men" were ultimately loyal to a specific policy, not to the president of the United States. Like Bundy, Dean Rusk, the man who became Kennedy's Secretary of State was an "Establishment man par excellence." When Kennedy was elected president, he expressed concern over the need to appoint the right person for the right job, and if he was sceptical about who to appoint, the Establishment had a ready list of professionals to run the government: "the Establishment had long lists and it would be delighted to co-operate with the young president, help him along."2 Dean Rusk, a quiet, disciplined, hardworking "patriot" was appointed Secretary of State after he cautiously and consciously, through Establishment channels, "slowly sidled into the prime position."3The quiet, well organized campaign which focused upon Rusk was extremely deliberate and thorough. In the spring of 1960, Rusk, who rarely ever published, wrote an article which dealt with the role of the Secretary of State. On November 22, 1960, Rusk wrote a letter to Kennedy himself, which amongst other things, promoted liberal ideas, like Rusk's claim that "the supreme court decision on integration was long overdue..."4 Rusk even got Chester Bowles, a liberal who was philosophically on the same plane as Kennedy, to put a good word in for him. When Kennedy finally selected Rusk, nobody was more surprised than the new Secretary of State himself. Rusk's first meeting with Kennedy left him with the impression that he could not communicate with the new President and he therefore did not expect to be selected. Perhaps, if Kennedy had more carefully examined the genuine temperament of Dean Rusk, he would have selected a Secretary of State who was not as ideologically motivated as Rusk was. The "establishment campaign" to have him nominated Secretary of State, was certainly disingenuous in its single minded portrayal of "liberal Rusk". In 1950, when Rusk was Assistant Secretary of State for Eastern Affairs, his speeches were so violently anti Communist that "the blood" was "virtually dripping off the teeth of the Chinese-Russian aggressor."5 In 1962, as the groundwork which lead to the Nuclear Test Ban Treaty developed, Rusk exposed his disdain for the agreement when he said: "I wouldn't make the smallest concession for moral leadership. It's much overrated."6 Rusk didn't say very much, but he certainly was consistent. He was apparently of the view that "misguided liberals" played into the hands of the Communists, and anyone who opposed his commitment to wage war against Communism was dead wrong. Rusk fervently believed in the traditional military point of view that anti-Communist force was not only always right, but always necessary. Above all, he was a very predictable man. His traditional, inflexible views were the "Establishment's" views, his pre-defined sense of duty charted a predictable course of action that "played by the rules of the game and the rules were very strict..."7 Rusk's discipline, hard work and pre-defined commitments complemented the philosophy of Lyndon Johnson, who felt extremely comfortable in the company of Kennedy's Secretary of State. By contrast, the communication gap between Kennedy and Dean Rusk became wider and wider as the passage of time exposed the fundamental conflict between an ideologue and a non-ideologue. At any rate, Kennedy, who ultimately viewed himself to be his own Secretary of State, particularly when it came to a deadlocked foreign policy issue, was not too concerned about Dean Rusk because he could always "pull rank". It is Rusk who was deeply troubled by the so-called liberal meddlers he perceived to be too incompetent to direct American foreign policy. Like Lyndon Johnson, who passionately detested the time he served as Kennedy's Vice President, being the Secretary of State under a "misguided liberal" like Kennedy was equally unbearable for Rusk. Perhaps nothing reflects the irreconcilable conflict between Rusk and Kennedy more than the single-minded, etched-in-stone commentary that Rusk made whenever anybody expressed a point of view which challenged his sense of a responsible foreign policy course of action. When, for example, Ambassador Chester Bowles, after having returned from a trip to Southeast Asia, suggested that the neutralization of Vietnam was a viable political option to pursue, Dean Rusk

"Anyone who isn't aware that President Nixon has been leading the light against drug abuse hasn't been paying attention," Ambrose said In a typical appearance before the 18th National Republican Women's Conference, at the Bellevue Stratford Hotel, in Philadelphia, on May 20, 1972. "As the president's special consultant on drug abuse, I can assure you that this is true and not empty rhetoric The fight has been all the tougher because, prior to 1969, the government napped for most of the decade while drug abuse ballooned into a national epidemic." Though Ambrose proved to be a "highly dramatic spokesman" for the administration, according to Krogh, the White House also wanted him to undertake a more "media-oriented approach" which could reach tens of millions of potential voters. At one meeting, in March, 1972, Ehrlichman suggested to Krogh that Ambrose should establish "some sort of hotline system which could be nationally advertised on television throughout the United States. Accordingly, in three weeks of frenetic planning, Ambrose established a national heroin hotline system through which citizens anywhere In the continental United States Could call, without charge, a special ODA LE "Intelligence center" and report suspected heroin sellers in their neighborhood. The intelligence center would then alert a strike force in the area, which would immediately swoop down on the suspect. To make, the hotline operational, ODALE took over a communications center located in a mine shaft in Virginia, which was originally planned by the Office of Emergency Preparedness as a nuclear-attack refuge for high White House officials and was already wired for emergency telephone communications. Geoffrey Sheppard, one of Krogh's young assistants on the Domestic Council, later recalled, "When I first heard that Ambrose intended to put all those narcotics agents in a fortified mine shaft in Virginia, I thought he was being overly paranoid about the possibility of having his center attacked by heroin pushers; they later told me that this was the only facility the White House could find on three weeks' notice which had the necessary telephone cables." In order to process the expected flood of telephone calls from informers, ODALE leased twenty wide-area telephone systems (called WATS lines) from the American Telephone and Telegraph Company. Almost the entire staff of the Office of Emergency Preparedness, which had been established in the White House after World War II to plan for nuclear disasters, was requisitioned by Ambrose to man the telephones twenty-four hours a day. Agents who had been transferred to ODALE, from the BNDD were reassigncd to this mine shaft to evaluate the contents of the tips and, if they were relevant, to pass the information on to the appropriately located strike force. Since the success of the hotline depended on national publicity-the entire citizenry of America had to be made aware of ODALE's toll-free number-Ambrose contracted with Grey Advertising Agency, in New York City, for a nationwide publicity campaign. Television licensees across the country were expected to donate tens of millions of dollars' worth of free time on local television stations for these advertisements from Ambrose's office. Since ther e was no provision in the budget of any federal agency to pay the Grey Advertising Agency for designing this campaign (which presumably would also help alert the electorate to the Nixon administration's fight against heroin dealers), Krogh arranged to finance Grey's work through grants from the always available Law Enforcement Assistance Administration. In his April 7statement to the press Ambrose justified this hotline in terms of a new "citizen's crusade." He explained, "To give each citizen the opportunity to join in this battle, the president has today directed that a national heroin hotline be established and manned twenty-four hours a day, seven days a week. Public-spirited citizens having information heroin traffickers are urged to dial this number [800-368-5363]." Since the hotline required that a large number of narcotics agents be detached from ongoing investigations of major traffickers in order to process telephone calls, BNDD director John Ingersoll was appalled by what he considered to be nothing more than a "White House publicity stunt." He argued that all analyses of heroin transactions showed that the vast preponderance of addicts acquired their heroin supply from other addicts or from persons with whom they had long-term ties, rather than from strangers who might be likely to turn

Donald J. Santarelli, the young and very ambitious attorney in the Department of Justice who had already demonstrated his loyalty to the White House group, having worked closely with John Dean and Robert Mardian, was chosen by the president to take over the administration of this agency immediately after the election. The funds of LEAA could be used for financing groups which for one reason or another did not wish to seek congressional appropriations as they were used to fund, indirectly, the ODALE strike forces. The grants could also be used to reward local politicians and police officials who cooperated with the White House. To be sure, most of these funds were mandated by Congress to go to the states in block grants, over which the White House had little control, but there were still tens of millions of dollars left over for discretionary grants - certainly an amount sufficient to finance the unorthodox projects of the White House. Egil Krogh later explained, "Whatever discretionary money there was ... in many cases would come directly to the White House, and be addressed there by Mr. Ehrlichman, by my staff, and in some cases the president directly It is very hard to separate the political interest from the substantive interest', at times this lea s d you into dangerous waters." When these discretionary grants came before the Domestic Council, Krogh found that the "political dimensions ... and the substantive issues were impossible to separate." He observed, "In terms of developing ILEAA] programs, my office felt, first, yes, there is something that must be done as a policy proposition, but it is also something that must be done to make a political record in 1972." As the election approached, the White House demanded that these discretionary grants, originally intended by Congress to help local police departments, be used for political muscle in the campaign. To illustrate how these grants were usurped by the White House for political purposes, Krogh described for me in considerable detail a case study of how $1 million was channeled to Mayor Frank Rizzo in Philadelphia: Mayor Rizzo had been making overtures to the president about his interest in supporting Mr. Nixon for reelection in 1972. The president was smitten with the idea of Rizzo supporting him and carrying the state of Pennsylvania. Mr. Ehrlichman instructed me in 1972 to do all that was necessary to get Rizzo's programs on narcotics and law enforcement on the line as soon as possible. I was told to make sure that checks for federal funds were transmitted to his office as fast as possible. When Krogh asked Rizzo what "services" he could provide, the former police chief and mayor of Philadelphia asked for immediate help in lowering the crime statistics for his city before the election. The newly organized Special Action Office for Drug Abuse Prevention in the White House had just developed a program called Treatment Alternative to Street Crime, or TASC, which arranged for heroin addicts with criminal records to be sent to city-administered treatment programs rather than to jail when arrested for some narcotics violation. If a substantial number of addicts were enrolled in the TASC program in Philadelphia and the local police and courts cooperated in not booking them for narcotics offenses or other minor crimes, there would be an immediate decrease in the crime statistics in Philadelphia (although no decrease in actual crimes). Realizing that such a program could bring some immediate benefits before the election, Rizzo asked Krogh to rush it through. Since Rizzo claimed that his staff had no idea even how to prepare the applications for a grant from LEAA, Krogh dispatched Jeffrey Donfeld, his former staff assistant and now a deputy in the Special Action Office for Drug Abuse Prevention, to Philadelphia to assist Rizzo. Krogh recalled: Donfeld was given a seventy-two-hour deadline to prepare the application grant, have it sent to Washington, signed, and transmitted back to Philadelphia. While he was in Philadelphia, I received a call from Mr. Ehrlichman at Camp David, who asked me, prior to the deadline, whether the check-as I recall, for one million dollars-had gone yet Mr. Ehrlichman said it was the president's decision that the check was to go out by the deadline and that there would be no excuses. Accordingly, the check was transmitted to Rizzo, and he was able to announce very shortly thereafter a greatly expanded mechanism in Philadelphia. The Nixon strategists had succeeded through the creation of new offices in divorcing most of the domestic operations of BNDD agents from the control of Ingersoll, who had been reduced through these maneuvers to little more than a public spokesman for his own bureau. Rossides, however, still remained to be dealt with at the Treasury Department. Ehrlichman and Krogh thus planned, at the March 28 meeting of the Cabinet Committee on International Narcotics Control, to emasculate what remained of Rossides's power by announcing a presidential decision to curtail the overseas operations of customs agents and place them under the direct control of the cabinet committee, of which Krogh was executive director (and which, for all practical purposes, he ran single handedly). Rossides, however, was not to be so easily defeated: he persuaded Secretary of the Treasury Connally to intervene. The day of the meeting, Connally "pulled an end play," according to Krogh, by walking straight past Ehrlichman into the president's office and then emerging arm in arm with him later. In the few minutes that intervened Connally had persuaded the president to reverse the entire decision urged on him by Elirlichman and Krogh. At the opening of the meeting the president announced that Customs was to be allowed to send additional agents overseas to investigate narcotics cases, and that the earlier guidelines restricting Customs were to be eased. Krogh realized that he had seriously underestimated the determination of Rossides, but it was only a minor defeat for the Domestic Council and a Pyrrhic victory for the Treasury Department. Claiming that the narcotics program was again fragmented among the Bureau of Customs, the Internal Revenue Service, the Bureau of Narcotics and Dangerous Drugs, and the new offices, the White House ordered plans to be drawn up for a new superagency into which all the competing law-enforcement agencies involved in the drug program could be merged. In effect, this new agency would be little more than an expansion of the ODALE concept: the investigative agents of the Bureau of Customs and the Bureau of Narcotics and Dangerous Drugs would be merged into this new agency along with prosecutors who handled narcotics cases. The Office of National Narcotics Intelligence would also be folded into this new agency. In size, it would resemble a smaller version of the Federal Bureau of Investigation; it would have both extraordinary search authority (deriving from that of customs agents) and electronic-surveillance powers. It would also have liaisons with the target-selection committee of the Internal Revenue Service and the Central Intelligence Agency. Reorganization Plan Number Two, as the new scheme was officially called, would also allow the White House to replace all the top civil servants and careerists with White House loyalists. Not only would this new agency be free of bureaucratic restraints but it would be headed by Ambrose, according to some speculation. It was also assumed by certain members of the White House staff that Sullivan, Liddy, and Hunt would play important roles in the intelligence gathering activities of this new unit. Rossides foresaw that the creation of this new superagency would eliminate all the checks and balances that traditionally limited law enforcement operations in the field of narcotics, and, although nominally located in the Department of Justice, it would give the White House de facto control over strike forces and investigative agents. In the battle of memoranda that followed, Rossides argued that ODALE "was ill conceived, alienated local enforcement officials and was counterproductive," and that "consolidating these vast powers destroys traditional checks and balances (and] violate[s] the fundamental American criminal justice concept of separation of the investigating function and the prosecuting function." The White House, however, moved ahead with its consolidation. A three-man hearing board was set up to hear the objections of Rossides, Ingersoll, and others, but since two of its members, Donald Santarelli and Geoffrey Sheppard, were close colleagues of Krogh's and committed to the "reorganization," all objections were easily overridden. (The third member of the panel, Mark Alger, a staff member of the Office of Management and Budget, also approved the consolidation on grounds that it was more "efficient"-which no doubt it was.) Although such a breakthrough is still far away, American scientists now have the first functional evidence that it may be possible. They found that a protein produced in all major human cancers can stimulate the development of immune cells when used as the basis of a vaccine. The immune cells generated ** kill ** multiple, ** unrelated ** human ** cancer ** cells in the test tube and also slow the growth of tumours in living mice. As with vaccines that prevent other diseases, the aim is to use a bit of the "bad" protein, or antigen, to make the body recognise it as a target which is then attacked with an army of immune cells. Professor Eli Gilboa, from Duke University Medical Centre in Durham, North Carolina, who headed the research, said: "The thinking has been that because every cancer is different - melanoma, breast, etc. - that each cancer has its own specific set of antigens that must be used for a vaccine. "We're looking for a universal antigen - one antigen to try to treat every cancer patient." The findings were published today in the journal Nature Medicine. Professor Nick Lemoine from the Imperial Cancer Research Fund's Molecular Oncology Unit raised concerns about the prospects for a vaccine. He said: "The idea that it might be possible to create a universal vaccine for all cancers is appealing, but ** unlikely ** to be achieved because there are so many different types of cancer." Logan said Turner advanced the notion of "reductionism," which suggests that all religions are essentially the same. "Turner believes true tolerance means doing away with the uniqueness of all faiths and marginalizing all faiths that profess an exclusive component, like Christianity and Islam," said Logan. Contrasted with the enthusiastic reception for Turner's left-leaning remarks, the delegates gave an icy reception to the Patriarch of Ethiopia, who urged protection for unborn children. The same reaction greeted the assistant secretary general of the Muslim World Congress when he urged delegates to recognize only marriage between "a man and a woman" and denounced all "abnormal sexual activities." Minutes later a Buddhist "master" received a standing ovation when he condemned all attempts at religious conversion, something at the heart of Islam and Christianity. As it is, the summit is taking place under a cloud for excluding the Dalai Lama under pressure from the government of China; and evangelical Christians have pointed out that only one representative from their ranks, the Rev. Billy Graham's daughter, has appeared at the podium. The reaction of the delegates fuels the growing suspicion that the permanent advisory to be established here will simply rubberstamp the agenda of Ted Turner, Maurice Strong and other powerful leftists working within the U.N. system. Quite inexplicably, the FBI and the Secret Service released Ferrie after a seemingly perfunctory questioning. So Garrison began to prepare a criminal indictment against David Ferrie on charges including conspiracy to assassinate the president. Unfortunately, Garrison took three months to assemble the indictment and that was too long, as things turned out. On February 22, 1964, three months to the day after the assassination in Dallas, David Ferrie permitted an interview in his New Orleans apartment with Washington Post reporter George Lardner. During the interview, Ferrie told Lardner that unknown men had contacted him early in 1963. They requested that he transport a team of foreign assassins into and out from the United States. Ferrie said that when he discovered that the target was to be the president, he turned down the proposal. Later that day, February 22, Ferrie's landlord found his body in his apartment, naked and dead.
