Under the Defense Authorization Act, the President is authorized to waive the Federal Food, Drug, and Cosmetic Act's (the act) informed consent requirements in military operations if the President finds that obtaining consent is infeasible or contrary to the best interests of recipients and on an additional ground that obtaining consent is contrary to national security interests. In light of the enactment of the Defense Authorization Act, with an immediate effective date, and because the President could be called upon to make a waiver determination for military personnel engaged in a specific military operation at any time, the agency believes that it is critical to have in place adequate criteria and standards for the President to apply in making an informed consent waiver determination. Therefore, FDA is issuing a new interim final regulation with an immediate effective date to establish criteria and standards for the President to apply in making a determination that informed consent is not feasible or is contrary to the best interests of the individual recipients. -Caveat Lector- One issue that has captured my interest for some years now is the prevalence in Arab societies in general, including Egypt, of conspiracy theory. As far as many millions of Egyptians and Arabs are concerned, the following propositions have become virtual articles of faith: The blueprint for our recent history and present reality was drawn up by the great powers, and what we are now living through is the product of their machinations; the powers responsible for this grand design were Britain and France in the past and the United States, aided and abetted by its protégé, Israel, in the recent past and the present; these plans were prepared in great detail by the great powers, leaving those at the receiving end little room to manoeuvre; When it comes to the Middle East at least, this isn't fantasy. The area, being part of the Ottoman Empire, WAS carved up by Britain and France at the end of WWI, with little if any input from the natives of the area...rather, the deciding factor was which European power would gain the most natural resources by the deal, predominantly oil. After WWII, France for the most part was out, the U.S. was in, and by the 1960s Britain for the most part was out, Israel in, albeit in a less open manner than Britain had been... U.S. multinational oil corporations, in partnership with the U.S. spook agencies, saw to it that they wielded the real power in the Middle East, with puppet regimes put in as figure-head rulers...regimes that finally got overthrown in the 1970s... This is all a matter of record, and not speculation. So as I said, natives of the Middle East have good reason to believe in 'conspiracy theory', as most of the history of the area during the 20th century came about just because of the 'conspiracy' of various western powers to maintain control of the area... In fact, the sources on which the three groups base their belief in the conspiracy theory have no basis in fact, history or logic. The history of the peoples of our region would have been the same, including their subjugation by Western colonialism, had the region been part of the Christian world. The West did not colonise us because we were Muslims, but for quite different reasons. But colonize they did...and continue to manipulate political and economic matters in the region throughout the 20th century...so as I said, the natives of the region have good reason to believe in 'conspiracies', since such conspiracies are in reality matters of record and not fantasy... With the potential for a PR nightmare looming, the first thing on the agenda was to demonize the Branch Davidians to such a point that they appeared sub-human in the eyes of the world. This part was easy: Simply cut off all contact with the outside world, especially the press. Herd the news media to a point 2 miles from the besieged building and feed them carefully scripted propaganda. Part of the plan was witnessed during the first week when the Davidians, urged on by the feds, made a video tape inside Mount Carmel showing the wounds suffered by some of them during the initial firefight. However, when the tape was viewed by the FBI it didn't show the expected wild-eyed cultists. Instead, it showed a group of very real and frightened men, women and children. It put a very human face on the Davidians. Fearing the public reaction if this tape was released, it was decided to withhold it from the press. Whatever the media or the populace was to learn about Koresh and his people was to come directly from the FBI and ATF. The major flaw in this plan was that agents themselves rapidly forgot that they were dealing with living, breathing human beings. They, too, saw the Davidians as untermenchen. While most people remember the distant TV images of glaring spotlights and blaring loudspeakers, cranking out everything from the cries of bunny rabbits being slaughtered to Nancy Sinatra singing about. "Boots," "boxes of matches" and "getting burnt." few were aware of the other actions being carried out by the FBI tactical teams. For example: Clearly intending to terrorize the Davidians, FBI drivers of the tanks and Bradley Fighting Vehicles would race their vehicles toward the building, stopping short at the last moment. It was when day traders began buying tulip futures that the professionals started to get nervous. The arrival in the Dutch tulip market of small-time investors - weavers, spinners, grocers - drawn by news of the rising prices of tulip bulbs, marked the beginning of "tulipomania". From that point, in about 1634, it was only a matter of time before the inevitable crash. On the surface, the parallels with the US are a little too close for comfort. According to Edward Chancellor's history of financial speculation, Devil Take the Hindmost, the hallmarks of the Dutch economy of the 1630s were optimism about the trade outlook, a thriving stock market, rising house prices and a consumer boom. In the US, the last three factors are closely linked. Consumers are spending more because they feel wealthier as a result of gains in stocks and real estate. More Americans now own shares, either directly or indirectly, than ever before. According to a survey published last month by the Securities Industry Association and the Investment Company Institute, 49.2m US households - nearly half - own equities, either as individual stocks or through mutual funds. Separate figures from the Federal Reserve, collated by Credit Suisse First Boston, suggest that equities now make up a record proportion of ordinary Americans' total financial assets: more than 60 per cent. Day traders are, happily, the least of the Fed's worries. Most US retail investors are comparatively unmoved by stock market turbulence, according to the SIA/ICI survey. The typical equity owner is a married 47-year-old with household income of $60,000 and assets of $85,000. True, if this model of calm and stability is using the internet to trade he or she is probably trading at high volume - but only 11 per cent of US investors were trading online when the survey was conducted in January and February this year. The average investor is more likely to seek professional investment advice, views shares as a long-term investment (96 per cent) and does not worry about short-term fluctuations (83 per cent). In 1998, a pretty scary year for all financial markets, nearly half of those investors who owned individual stocks neither bought nor sold. And at least three quarters of those who sold stocks or mutual funds reinvested all or part of the proceeds in the market. That seems to back up the theory that retail investors "buy on the dips" in the market and that it would take a large jolt to dislodge them altogether. A market crash would dispel the wealth effect, but US consumer confidence has proved resilient in the past. Christine Callies, CSFB's US market strategist, points out that even after the multiple shocks of the 1987 stock market crash, rises in interest rates and increases in capital gains tax, "it still took two years before retail activity collapsed". So, a sustained dose of disappointment about returns from the equity market may be the only development likely to dent American shareholders' stoicism. Many investors now appear to believe that recent past performance is a guide to future results. According to PaineWebber and Gallup's monthly investor optimism index, shareholders expect returns from the equity market in the coming year of 15.7 per cent and average annual returns over the next 10 years of 16 per cent. At those rates it would indeed appear foolish to switch out of shares and that message is being peddled to a growing number of Americans. The Digital Monetary Trust
Part 1: Introduction

This article describes an Internet-based anonymous banking project, known as T
he Digital Monetary Trust, Ltd. The Digital Monetary Trust (hereafter: DMT)
is a proposed financial trust (which may be optionally viewed as a mutual
fund, or a money market fund) all of whose assets will be invested in cash,
commodities (such as gold), and high-quality (low credit-risk) securities
denominated in various national currencies. DMT is a Laissez Faire City
corporation.
The basic business of DMT will be the provision of private, anonymous
accounts, which may be used by individuals and entities within the system to
securely store anonymous capital or to make anonymous monetary transactions.
That is, the DMT will be in the business of providing privacy, and doing so
in a cryptographical framework which provides a more solid basis for customer
anonymity than the traditional ones of (allegedly) tight-lipped bankers or
(often-leaky) banking secrecy laws. In fact, much stricter provisions will be
made to protect against spies, hackers, and misguided law enforcement
agencies with subpoena or seizure powers. DMT will not know who its customers
are, but will nevertheless be able to securely determine when asset transfers
are authorized.
The DMT software system 1) will allow customers to securely access accounts
and transfer money via the Internet; 2) will anonymize transactions and
account creation within the DMT system, so that these activities cannot be
observed by other DMT customers, by the DMT itself, or by outside parties;
and yet, 3) will also provide a publicly observable accounting of DMT's asset
holdings. DMT is an anonymous account systemnot a digital cash system. But
alliance with other (third-party) vendors will allow for the receipt or
withdrawal of anonymous digital coins. (That is, digital cash systems can be
layered on top of the anonymous account system.)
Employment information for those who wish to participate in the creation of
the DMT, or those who wish to participate as investors, will be given later
in this article.
There are conceptually three distinct layers to the Digital Monetary Trust
(DMT). These are:
Layer 1. A secure Internet webserver which acts as the public presentation of
the bank, and which interacts with bank customers via their web browsers over
a secure Internet channel. (Customers may optionally interact with the bank
via anonymous email.)
Layer 2. Digital account software which is layered on top of the secure
Internet channel. The software will include:
a. A customer module which generates and stores relevant customer numbers.
b. A trust module which generates the relevant trust numbers, and produces
reports.
c. A data base for storing trust account information.
Layer 3. An interface with the normal, non-anonymous banking system ("outside
system"). The anonymous digital bank (DMT) accepts payments from the outside
system, and makes payments back into the outside system. Ordinary wire
transfer payments into or out of the DMT system will be observable, although
they will not be linkable to a DMT account-holder's identity. Deposits or
withdrawals of anonymous digital coins will not be linkable to any outside
bank account, much less to a DMT account. Payments (account transfers) taking
place entirely within the anonymous system (DMT) will be neither observable
nor linkable.
The three-layered framework will allow DMT to carry out its basic business,
which is to provide privacy services to its customers. DMT will earn income
from interest payments on its holdings of government and other high-credit
quality securities (part of which may be returned to depositors, after
extraction of custody and transaction fees). DMT will also earn transaction
fees from transfers out of the anonymous system, and some fees from the
transfers of funds between accounts.
The structure of the system here is important. Without remote, Internet-based
banking access, DMT would have few customers. Without the elements of
security and privacy, DMT would not be able to service its citizens in a
manner consistent with its stated objectives. Without a convenient user
interface, DMT would not be able to efficiently manage such a process, and
customers would require a higher degree of motivation to use the available
services. Without demonstrable anonymity, the DMT accounts would be just one
more competitor in a vast sea of similar products.
Note that the profit mechanism here is the provision of privacy services in
return for interest earned on asset holdings. We believe that providing
anonymous assets is the market opportunity. It is the one service that no one
is providingoutside the traditional framework of "secret" accounts, which
are not in fact very secret.

Kocher The present American condition was strongly determined by the childrearing practices and the developmental atmosphere 35, 40, and 45 years ago. Hence, an important place to begin analysis of the history of the last thirty years is with relevant aspects of childrearing and child development that produced the teen-agers, the young adults and finally the middle-aged adults who now make up a significant proportion of this country. That is where everything began; consequently, that is where we must begin in order to understand the pathology of today. There has been a catastrophic misunderstanding of certain aspects of developmental psychology in this country. Much of this misunderstanding has been accepted by and/or created by professionals in the field. Portions of the developmental psychology field seem to have been molded around a core complex of distortion. Part of this distortion represents a form of negative attention-seeking by professionals and academicians. Part of it represents a desire to be intellectually cute. Adversarial cuteness has become important. Clearly, the results haven't been cute. One of the avowed goals of theoreticians has been to produce a more humane system of childrearing wherein children experience no discomfort or frustration. But fear, discomfort and frustration are an intrinsic part of the growth process. In attempts to insulate children from all discomfort and frustration, the result has been to insulate children from emotional growth. The ultimate consequence has been to produce adults who live in pain and frustration for the remainder of their lives. Childrearing must be examined because, while it is fundamental, it has become obscured or displaced by alternative misunderstanding and has become lost knowledge. Most of the political, social, and economic problems now facing this country are delayed effects of generational failure to resolve those same issues during the early childhood developmental period Several years ago I was in a supermarket watching a mother and her child. The child had wandered from her and was having an enjoyable time playing with boxes of cereal and pop bottles. This was the equivalent of Disneyland for a toddler. When it was time to go, the mother took the child by the hand and began to walk out the door, but the child didn't want to leave. They took two steps whereupon the child first tried to dig his feet in, then flopped down on the floor, kicked his feet, held his breath until he turned purple, and when he could hold his breath no longer he let out an enraged howl of protest. It didn't change anything and his mother had to drag and carry him out the door. He was angry and he didn't want to hear any explanations. It was a better lesson in child psychology than is offered in graduate school. At birth people are little more than collections of needs, desires, and impulses. They're like that two-year-old. They want to be able to play in the store or do whatever it is they want to do at the moment regardless of reality or cost to others. Much of what we want at undeveloped levels of maturity is clearly impossible. I am told that when I was a year-and-a-half old I was taken to a circus. The grand finale featured a large group of white horses trained to cantor around the ring. When it was over I wanted to take the horses home with us and would not accept explanations that it was impossible. The howls of protest continued for two hours. That is a normal part of being that age. It's what mothers call the terrible twos because the full effect is seen around the age of two. At the age of two a child's radius of mobility, awareness and interaction is expanded beyond his undeveloped idea of reality. Part of the process of growing up is acquiring skills enabling us to meet our needs. Another part of growing up is learning, through a process of repetitive frustration followed by rage and tantrums, followed by eventual acceptance of realistic limits, that we cannot have all our desires and impulses. Some of this frustration occurs through parental teaching and other social interaction. Some of it is learned by stubbing toes in the real physical world. A grandfather trying to teach his grandson how to fly a kite described to me how the child would get the string tangled up, the kite wouldn't fly right, the wind would change direction. His grandson would get angry and then throw the string down and go off to pout. After numerous frustrations and tantrums the child eventually learned the reality of strings and kites, and how to fly the kite. The enraged and kicking child who had to be dragged out of the supermarket thought it was the most important thing in the world for him

Hamilton was a regular visitor to the primary departments of QVS. I saw him on several occasions as a friend of a housemaster. He was one of many visitors. I presume the school security had cleared him. Nothing of this was in the Cullen report. Lord Cullen is a Mason with a duty to protect brother Masons. There is evidence to show corruption and maladministration by the police. The following statement will show why the police are not going to be investigated. There has been much criticism of the IMF. Our perception is that more than a failure, the IMF has been largely irrelevant. From its management of the Third World debt problem to its mishandling of the Asia crisis, the IMF did not and could not understand the real forces driving economic development. The problem is not so much the people as it is the focus. So deeply linked to existing economic forces and orthodoxies, the IMF is incapable of recognizing emerging forces and new realities. It always manages to miss the point. Analysis: The resignation of the leader of the International Monetary Fund, Michel Camdessus, two years before the end of his term is a punctuation mark in economic history. He came into office at a time when the world's major economic issues were Third World debt, the United States' inability to compete with Japan and Gorbachev's attempt to restructure Russia's economy. He leaves at a time when the major issues are the growing irrelevance of the Third World to the global economy, the inability of Japan to compete with the United States and the cataclysmic failure of economic reform in Russia. Camdessus and the IMF were deeply involved in all of these issues. What is fascinating is that despite its involvement, the institution has been largely irrelevant - except when it has been harmful. It is important not to personalize the failure. This is not about Michel Camdessus. It is not even about the technocrats who manage the IMF and its sister institution, the World Bank. Rather, it is about the impersonal forces that govern the international system and the fantasy that a de-nationalized technocracy can manage that system. The story of Camdessus' tenure is not about incompetence or corruption, although there was plenty of the former and the jury is still out on the latter. Instead, his tenure is about impotence: the inability of the technocrats to either understand or control the forces at work. No one could have done the job. The job was undoable. Consider the case of Third World debt. Back in the 1980s, Third World countries found themselves unable to repay billions of dollars in debt owed to the world's banks. Had they all gone into default together, they threatened to damage or even sink the global economic system. Under U.S. Secretary of State Nicholas Brady, a scheme for refinancing the debt was devised, with the IMF playing the role of policeman of Third World economies by linking lines of credit to painful austerity. One might take this as a triumph for the IMF and international institutions. Indeed it was, until we recall the origins of the crisis. During the 1970s, the world saw a massive increase in the price of global commodities, led by oil. The conventional wisdom was that commodity prices would only go higher. The Club of Rome and other sophisticated observers of history pointed out that we were running out of scarce resources. The world was compared to a space ship: resources were being exhausted by growing populations and intensified industrial use. It followed that the price of commodities like oil, copper and wheat could only go up. If the price of commodities went up forever, it followed that the best place to invest your money was in commodities. This was rocket science, right? The primary producers of commodities were Third World countries that lacked industrial capability but controlled natural resources sorely needed by the industrial world. Any sane investor in the 1970s knew that investing in industries that purchased raw materials was dumb, while investing in producers of raw materials was smart. So everyone, particularly the international banking community and the World Bank, began pouring billions of dollars into ventures from Mexico to the Philippines to Nigeria, all designed to produce raw materials. Since oil was going to cost 40, 50 or even 100 dollars a barrel on spaceship earth, the cost of production was not critical. The price was going up and it was important to get in while the getting was good. All of the technocrats

Ned Warren, Sr., Talks Halfway between Phoenix and Tucson, just outside the tiny desert town of Florence, stands the Arizona State Prison. Its cream-colored walls are patrolled by machine gun-toting guards in cowboy hats and mirrored sunglasses. The place is forbidding. Hopelessly overcrowded with nearly twice its twelve-hundred-inmate capacity, the prison has often been used by Hollywood film makers to set the mood for B movies on the horrors of prison life. And indeed, the prison's sixty-nine-year history is filled with dozens of real-life examples of such horrors, not the least of which was an old Indian legend that proclaimed the early weeks of each year as "the months of blood," a time when the Indian war gods would demand the lives of the prison's most notorious stool pigeons. In the twenties and thirties, there had actually been a series of such killings. Six inmates were murdered under similar circumstancesa knife in the back, exactly as proclaimed in the legend. Although the tale no longer causes prison guards to go on alert each winter, other bloody incidents have occurred. Beatings, riots, breakouts, and random violence continue with regularity over the years, most often in the early weeks of the new year. While few of the inmates believe it, the Indian legend is still passed along on their grapevine. It is part of the prison's lore. Tony Serra, a dark-haired forty-two-year-old con man serving an eight-year land fraud sentence, must have been well aware of the old story the morning of January 3, 1977. About 9:00 A.M., he mailed a letter to a Phoenix attorney who had been working with Richard Frost, one of the IRE team's land fraud sources. The letter was the third such note mailed or sneaked out of the prison over the last several weeks. The first two had gone to Frost. The third, on Frost's urgings, was sent to the attorney. All three letters had the same message. "They're going to get me," Serra warned. "I'm going to be killed. I know too much. Get me out of here." Serra was the convict who had told Frost the previous summer that he knew where land fraud kingpin Ned Warren, Sr., had stashed a pile of incriminating documents. And Serra, once a close associate of Warren's, had indicated to Frost that he just might be willing to start talking. Ever since IRE team members had begun interviewing him on the land fraud industry, Frost had been harping on the Tony Serra case. Serra was in fear for his life, Frost had insisted to reporters. Unless he was removed from the state prison and transferred under another name to another prison, he was a marked man. The reporters had listened sympathetically to Frost. Shortly after mailing his letter Monday, January 3, Serra reported for work in the prison's sign shop, a wide open area filled with some seventy-five inmates and large, noisy machines used to stamp out state highway signs. There was only one guard. Serra was a nervous man that morning. He had stayed in his cell for the better part of a week, refusing to mix with the other inmates or show up for his job in the sign shop. The virus then directly infects all .EXE, .SCR, and .OCX files in the folders Program Files and WINDOWS/WINNT, including any sub-folders. Because the default Windows shell Explorer.exe is kept in here, the virus is re-executed whenever the system is restarted. The virus uses a routine lifted from the W32/Bolzano virus to patch the NT files NTOSKRNL.EXE and NTLDR. This enables the virus to have full access to the system after the next system reboot. Periodically, the virus scans any network shares with write access, and infects any EXE, SCR or OCX files on the shared network drives. The virus is not encrypted or polymorphic. Infected files have a copy of the FLCSS.EXE file added to the end of the last PE section, and the length of the infected files increases by 4099 bytes. D.I.R.T. can defeat Pretty Good Privacy in a matter of minutes simply by stealing the user's key as it is typed in. Then there's the microphone. D.I.R.T. is a tiny Trojan horse. It only occupies 20k. A Trojan horse usually comes disguised as an ordinary OS command or other program which it replaces and is able to mimic. The news was warning citizens to stay away from 5 points in downtown Columbia SC. 5 points is our cities "restaurant row". It's also all where most of the bars are located cause it's right near the University of SC (USC). In other words, it's pretty much the center of nightlife here in Columbia, but NOT last night! The local news at 7:00PM last night issued a warning to citizens to stay away from the area as it was being used by the Marines for Urban warfare exercises! The late night news last night showed 5 points abandoned except for Marines vehicles and troops. Wonder what the hell the college kids thought at the university when they they were turned way by armed troops trying to go get a beer after class last night at one of the local hangouts! More choppers today coming into town today. Latest reports are we now have at least several hundred Marines camped out IN the city. Local news reported early this week that the exercises had been "extended" from the original 1 week to a month or more. Now we hear they are here until "further notice". WTF? Then today, I'm out taking my wife and our new son to the doctor and 6 choppers fly over our truck. I'm not a military person, but it looked like 2 dark green black hawks, some other smaller dark chopper, some kind of big "air crane" type chopper, a big white chopper (bigger than a black hawk) and a smaller white chopper just like the smaller dark chopper but white. A guy I work with who's wife works for the city of Columbia, told me today, that his wife came home last night and said that one of the Marine officers had gotten into a heated argument with our Mayor down at city hall about "carrying live ammo". What the hell is going on? Everyone as work today was talking about this, a lot of kinda wary jokes about we are being "invaded". Talked to a guy in a chatroom from Myrtle Beach SC a while ago. He couldn't believe it. Said he had heard nothing about it. The only report I can find about them even being here on the net is on the Reuters/AP link off of the Drudge report. Enter Marines in the search box, and then look on the 2nd page of "hits". You will see a 5 line story about hundreds of Marines conducting exercises in Columbia SC. Actually the CME may have started earlier over the east limb but it was evident over the west limb at that time. If the CME was associated with any of the 4 M flares occurring shortly before, the earth will likely receive an impact on November 17. The two of them (and their children) logically moved to a high hill in Idaho -- Ruby Ridge -- where they planned to stage their own last fight for the Lord. Alas, 1987 passed, Vicki had to recalculate, and things were a bit fuzzy there for a while. But then the '90s came 'round, Randy sold a sawed-off shotgun to a government informer, and the Feds arrived to arrest him. Randy and Vicki thought they were facing the ZOG, the Feds thought they were dealing with lunatics, and the results were so bloody all around that Ruby Ridge remains controversial to this day. Sometimes, the Apocalypse can ruin your whole week. On the other hand, I have survived Doomsday so many times that it has begun to bore me. In the last three months alone, I have -- we all have -- lived right on through three dates that leading eschatologists have authoritatively named as the Day of Reckoning (11 August, 11 September, and 7 November.). I wonder why so many people have such a lascivious longing for the Apocalypse? It seems a far more popular fantasy game than Dungeons Dragons, and, of course, it has all the thrills and chills of a slasher movie. But there may be more here, just as there is to horror and catastrophe movies if you think about them. Neo-Freudians, and especially Reichians, suggest that our form of civilization stifles and constricts us so much that at times we all long to experience some orgasmic but catastrophic "explosion," like King Kong breaking his chains and wrecking New York, or even more like the masochist in bondage, according to Dr. Reich. This sudden release from the bondage-and-discipline of our jobs and our taxes -- actually called the Rapture by Fundamentalists -- seems ghoulishly attractive to Christians, New Agers, and others who believe in a "spirit" that will survive the general wreckage. In that case, the end of the world seems no worse than a visit to the dentist: You know you'll feel better afterwards. This sort of desire for Total Escape/Total Annihilation has always had its bards and visionaries. Christianity, for instance, started out as a typical Doomsday cult: Verily, I say unto you, there will be some of them that stand here which shall not taste of death until they have seen the Kingdom of God come with power. -- Mark 9:1 And there shall be signs in the sun and in the moon and in the stars... This generation shall not pass until all be fulfilled. -- Luke 21: 25,32 And then shall appear the sign of the Son of Man in heaven ... This generation shall not pass until all these things be fulfilled. -- Matt 24: 30,34 Of course, when all the marks standing there and their whole generation did pass without the Apocalypse coming, these prophecies required reinterpretation. The second most common talent among Doomsayers -- after their unparalleled ability to predict dates on which the world perversely does not end -- is their capacity to recalculate. But, then, theology is logic with deuces and one-eyed jacks wild. Among those not committed to the Rapture, prophecies of doom usually have another loophole: Only most of humanity will perish. In these scenarios, those with the Right Ideas will survive, although they will probably need to stockpile food, water, and guns in advance. Those with the Right Ideas are the ones who believe in the Prophet, of course. Thus there seems an element of sadism mixed in with the masochism of the Millennialist mentality: We will suffer only a little, these folks say, but the rest of you motherfuckers are really going to get the works. Well, Freud himself pronounced that sadism and masochism always contain a bit of one another. Here's a brief list of some of the Doomsdays that had to be postponed: 1141 CE -- Hildegard of Bingen predicted the world would end that year. It didn't. This meeting with Mr. Koresh was subsequent to my being interrogated on Groton Sub base by naval intelligence concerning the work of the Taiwanese mathematician, C.W. Cho, Czech Robert Pavlita, and the Soviet Astrophysicist Niccoli Kosyrev. This interrogation was suddenly interrupted by a phone call. I was driven out in the middle of nowhere where I was assaulted my unknown parties, who I first thought ONI, now more Treasury. However, by my complaint, and the help of the office of the Honorable Senator Edward Kennedy, who had prior helped with making contact with proper entities within the Navy, a copy of an order from Office of Naval Intelligence Command, Washington, the Commander of the base, Captain Ransom, was ordered to explain to both the Senator and myself the actions of the Navy on that occasion. The Navy never responded to the order (I still have reference number). The head of the Senator's Boston office found this highly unusual indicating that either the order was ignored or countermanded. By coincidence Mr. Koresh (though he was self-educated) had the wits to understand many of the basics and related it to passages in the Bible in which he had a keen interest. The validity of the passages relationship is not as important as Mr. Koresh's ability to make a case for this. It appears that parties inside of government wanted very much to curtail public understanding of this. A small example of the implications, Your Honor, might here help: Pavlita was able to demonstrate in test after test certain anomalies of physics. All this was primarily based on a relationship between form, shape, and energy. Prior to Pavlita, another Czech obtained a patent on a specific pyramid shape. It sharpened razor blades. He did not know how it worked. He did not need to. Pavlita clearly demonstrated that he did know how it worked, but would not give out the secret. It went behind the Iron Curtain when the Soviet tanks rolled into Prague. Another man used a specific shape to help preserve milk. My understanding is that he too did not understand how it worked, but patented instead a method of folding milk cartons into this shape. Managers also promote females who go to bed with them, promote ass-kissing guys who have only been with the company a few short months etc. Hiring practices and promotions are not based on loyalty or productivity. I had my own business at one time, but the interference of government cost too much time, bookkeeping, social security payments, quarterly payments ... city, county, state and federal rules and regulations ~ you need a lawyer to keep up with everything. Decatur debate turns into 3-ring act
Talks fail to end dispute as dueling rallies take place

Balkanized by the controversy over seven students expelled for fighting, this
factory town became a stage Sunday for everything from evocations of civil
rights heroes to hate-spewing Klansmen.
A cheering crowd of more than 2,000 came to hear Rev. Jesse Jackson and support
the African-American students. Blocks away, a subdued procession of about 250
residents marched to show solidarity with local school officials. And across
town, 100 people gathered with hooded Klansmen to vent their resentment at
Jackson for entering the fray.
But away from the sound and fury, quiet negotiations continued Sunday as the
state schools chief returned to Decatur for separate talks with Jackson and the
local school board president. After weeks of negotiations between Jackson's
Rainbow/PUSH Coalition and school officials, the two sides still are haggling
over how to punish the young men.
Publicly, however, Jackson rejected the local board's request for a cooling-off
period while both sides consider a compromise being brokered by State Schools
Supt. Glenn "Max" McGee.
"They've been cooled off since Sept. 17," Jackson told a crowd of thousands
gathered in the MacArthur High School parking lot, referring to the date of the
football game during which the seven youths engaged in a bleacher-clearing
brawl. "Now it's time to turn the heat up."
To that end, Jackson urged state and federal prosecutors to subpoena local
school officials who, without naming names, have released information on the
students' attendance records and, in some cases, academic standing. Referring
to felony mob action charges filed last week against the young men by local
prosecutors, Jackson warned: "For those who would send them to jail--they might
be your (jail) mate."
For her part, school board President Jackie Goetter eschewed incendiary
rhetoric for the day. Goetter said she and the district's top lawyer met with
McGee on Sunday "just to continue the discussion" on a 10-point plan offered by
McGee and Jackson. Under that proposal, the students would be eligible to
return to regular classes in January if they "maintained a high standard of
conduct, attendance, completion of homework and a C average in the Alternative
Placement Program."
Jackson again accused the local school board of rebuffing McGee, who left
Decatur late Sunday saying he had done all he could.
Goetter would not elaborate on discussions with McGee.
The board met in special session early last week, cutting the original
expulsions from two years to one year and agreeing to let the students earn
credit while attending alternative school.
Since then, the controversy has dissipated little, and it reached a new peak
Sunday with the three separate marches or demonstrations.
For the second Sunday in a row, Jackson led a march through the city streets.
The gathering Sunday, which included U.S. Rep. Bobby Rush (D-Ill.) as well as
other politicians and the students, stretched about 12 blocks as it wended its
way from Decatur's civic center to MacArthur High School.
There were women in Malcolm X T-shirts, communists waving red flags of
revolution and parents hoisting hand-scrawled signs that read, "Leave No
Children Behind." Many came from Chicago and elsewhere to hear the rousing
speech of Jackson, and they were not disappointed.
Recalling the efforts of Rev. Martin Luther King Jr. during the 1950s and '60s,
Jackson told the crowd, "If Dr. King could do it in Birmingham, we can do it in
Decatur."
Jackson called for prayer vigils at each of the district's three high schools,
which were closed for all but a half-day last week due to safety concerns but
are scheduled to be open Monday morning. If the issue is not resolved by Monday
night, Jackson repeated his vow to take the students back to school "and face
jail to save our children."
The Chicago civil rights leader has made that promise before during his
personal showdown with the board, which is nearing its third week. But Jackson
seemed to turn up the volume by insisting that if Monday night doesn't bring
resolution, "on Tuesday morning, we're going to cross the line."
Rush vowed to push for congressional hearings on zero-tolerance policies on
school violence, which are at the center of the dispute.
As for the young men, Jackson said they had "made a grievous error; they fought
each other." But he again noted that there were "no guns, no bullets, no
knives, no blood" involved -- "less violence than a hockey match."

Many contacted C-Span and ordered video tapes of the seminar and C-Span has informed Bob Schulz that it sold more videos of that meeting than any other program it has ever broadcast. Bob planned his second Showdown for this last weekend, November 13, because of the apparent success of the first. Of the two meeting rooms on the 13th floor of the Press Club Building in DC, Bob rented the bigger "special events" meeting room; the Press Club has a built-in broadcast studio above this particular meeting room, thus making coverage of a meeting there extremely easy. Thereafter, Bob contacted C-Span inquiring whether it would cover this second meeting like it did the first, and was informed that there was a great likelihood that it would, reserving the possibility of cancellation in the event of some other "more interesting meetings or events." Of course, C-Span does not let those conducting events know about whether it will broadcast a meeting until 24 hours before. When Bob made the arrangements for this second meeting, he was also lining up the speakers. He asked Bill Benson to again attend as well as former IRS Special Agent Joe Banister. Joe anticipated that he could get another retired IRS revenue agent to also attend and this other agent has views similar to those of Joe. Bob contacted Dave Bosset, an accountant and employer from Florida who recently received a "refund" check from the IRS repaying taxes withheld from his employees, and invited him to attend. As for me, I told Bob that whether I could attend depended upon a lack of other obligations for that weekend. Last Thursday, I called Bob and informed him that I could attend the second Showdown. At that time, Bob told me that he expected C-Span to provide TV coverage of the event and he wanted us to spread the word. I did, and you read one of the announcements distributed by me or some other of the interested parties. Bill Benson contacted many with the same message and everyone anticipated that C-Span would televise that meeting on Saturday, Nov. 13. On Friday, Nov. 12, most of the speakers arrived at the hotel at which we were staying early; I did not get there until mid-night. Nobody had seen Bob Schulz before we went to bed because he was driving down from New York. The next morning, we all went to the Press Club in DC, and upon seeing Bob, he informed us of his expectation of televised coverage by C-Span. However, he did mention that he provided a notice of the meeting to all of the other press agencies located in the Press Club Building on Friday, Nov. 12 and invited their attendance. Just before he left New York on Friday, he received a call from a man named Joel Gray, who claimed to be some type of federal government employee; Gray asked lots of questions about the meeting and stated that he had an office in the Press Club building and had received Bob's notice. About 30 minutes before the meeting was to start, everyone was anticipating the arrival of the C-Span crew. But when showtime arrived and C-Span failed to appear, we had to start the meeting anyway. It was all my fault. I think my wrongdoing was much greater than Bill Clinton's," the 66-year-old says in the December issue of Esquire magazine. "There's a different justice for people who are public figures and those who are not," he adds. Indeed. Polanski, then 42, took 13-year-old Samantha Geimer to Jack Nicholson's house (he was out of town), loaded her up with Quaaludes and champagne and then had sex with her. He pleaded guilty to one count of unlawful sexaual intercourse with a minor, but fled to Europe to avoid a prison sentence of up to 50 years. In his autobiography, the filmmaker said the judge who heard the case reneged on a deal that would have had Polanski behind bars for just 90 days, and, faced with the prospect of years in the slammer, he decided to take off. As recently as two years ago, lawyers represented Polanksi were negotiating for the director's return to the States--with him serving no jail time--but nothing came of those talks. Springs (http://www.powersthatbe.com)and I tuned into Ayers Rock and ascertained that Gaia was getting a large infusion of turquoise light (this isthe Goddess color) and we saw this coming into the back of the heart. We then saw that it turned into a fire orange/red and infiltrated her whole body filling her with sensation and warmth. We got the sense of the Aborigines standing like sentinels holding the space for this event and for this influx of energy. We saw that Gaia had been very shut down until today. She had had to do this in order not to die of agony of the pain of the horrible things done to her in this grotesque period of her life. She would have probably died completely had she not shut herself down. The realization hit us both. So we felt that this was energy to help her feel again, to have senses and feeling once more. She is returning to full consciousness. This should be a celebration for all humanity on 11:11 one would think. I live near to a major veterans cemetary in Hawaii. At exactly 11:11 the time of the special meditation for Gaia, guns boomed across the city, and jets swarmed like insane kamikazi across the sky to commemorate the deaths of the war veterans. It was such a metaphor for the rape of the planet right there. These military memories get revived into the grid of Earth consciousness, memories of war dead and the battles they fought in.. on a day when the Goddess of the planet is receiving her infusion of living force. What irony!!** How fitting that I should so clearly experience the type of energies that have shut our Goddess down and almost destroyed her body...the warrior energy.. at the very moment when I am becoming aware of the tyranny she has endured. It is as if the warriors are putting on a show for me to say.. "Here we are, stealing your sacred moment, establishing our dominion and power of Gaia's body and atmosphere once more; we have been working on controlling this planet for 5000 years and we are now in control. I have been reading the text my Jose Arguelles about the Mayan Factor and how our ancestors in BC brought in changes to the calendar which threw humanity out of synchronization with the Earth and her grid and cycles. This was reinforced by energies from Saturn and Jupiter and the 12 month calendar was adopted over the goddess moon calendar of 13 months.. to which fortunately women's bodies are still attuned.( Ever wonder why women are more intuitive and attuned to the earth? ) Women's cycles connect us to the harmonic forces of the planet's surface and core and enable us to listen to the earth and harmonize with the rythmns of the moon and sun. But unfortunately, males do not feel that force, thus they are more easily sucked into the warrior agenda based on 12/60. So male energy, out of sync with the planet it inhabits has put humanity out of harmony with our Goddess Earth. Women and goddesses in tune with nature and the planetary heart, had to be shut down, castrated, hunted, defiled and outcast, and the sacred goddess number 13, the number of transcendence, had to be made "unlucky" or taboo. Women who heard the song of the earth were not easily controlled, so they were outlawed as evil witches. Male, castrated priests ruled society without passion, condemning all forms of harmony with the earth's heart. The joy and beauty of male/female sexual union which we know is a sacred communication system between lovers, the heart of the planet and the other dimensions even this was condemned and damned by the male priests, representatives of the warriors. Since for 5000 years humans have not heard their planet's voice clearly, but heard too much the warrior voice, we can see too well the grotesque outcomes that this error in attention has created. We are killing Nature and our biosphere with it. We are commiting "planetocide!" Well my friends, this little show of power today, this usurpation of a major portal day of light for the endless replaying of warrior power and saluting the defeated and dead ones, has seen its swan song. I am declaring this way of thinking and behaving on Gaia OBSOLETE. We will not tolerate it any further on our lovely goddess body. Last year the American Medical Association conducted a review "to deal with public and professional concern" about the use of psychotropic drugs to control the minds of children. [*] Not surprisingly, their conclusion was that there is no problem -- children who display excessive energy and who don't pay enough attention to adults should be dosed with potentially harmful drugs that are intended to overcome their free wills, bringing them under control. Below is the response of Peter Breggin, M.D., to the AMA, presented in a letter that was published in the Journal of the American Medical Association. The council report minimizes how widely methylphenidate is being used and abused. By contrast, the International Narcotics Control Board [5] and the Drug Enforcement Administration [4] warn that 90% of the worlds methylphenidate is consumed in the United States, that 10% to 12% of boys aged 6 to 14 years are being diagnosed and given methylphenidate, that more high school seniors are abusing the drug than receiving it through physicians, and that methylphenidate is one of the nation's most commonly stolen and diverted substances. -Caveat Lector- Law candidates face question of character November 15, 1999 BY ABDON PALLASCH STAFF REPORTER When the state Supreme Court rejected white supremacist Matt Hale for a law license on Friday, he joined a club of esteemed and not-so-esteemed candidates deemed lacking the "good moral character and general fitness to practice law." They range from revered Loyola University law Professor George Anastaplo--who refused to say whether he was a Communist--to perennial losing political candidate Anthony Martin-Trigona, to unrepentant crooks, liars and cheats. All were smart enough to pass law school and the bar exam. But the courts have ruled that brains are not enough--a lawyer must have heart. "Not only do we handle other people's money, but we handle their deepest secrets and confidences," said William Martin, an Oak Park attorney who defends would-be lawyers whose character is challenged. "The major requirement of being a good lawyer is that he be of good character, not a brilliant strategist." But how do you measure character? The subjectiveness of the process drives critics crazy. Some felons convince the court they are rehabilitated. Some non-felons, such as Hale, say they are punished for their beliefs. Each September, students enter the state's nine law schools and are handed a 15-page application for one of five panels of lawyers around the state that serve as a Character and Fitness Committee. Jaws drop as students see the questions. They must list not just any arrests but also all parking tickets they ever received--even if they paid them on time. "Parking tickets are obligations--there are cases where the court has taken those seriously," said attorney Richard Prendergast, president of the Illinois Board of Admissions to the Bar, which oversees the committee. In 1985, the state Supreme Court ruled that one applicant "has shown a total disregard for the law by amassing some 200 to 400 parking tickets over a short period of time" and couldn't be a lawyer, even though he paid every one. Even if a student had an underage drinking record expunged, it has to be listed. If the student doesn't and the court later finds out, that person can be disbarred. Highland Park attorney W. Jason Mitan was disbarred in 1979 largely because he failed to disclose on his application a felony conviction, three arrests, a name change, a marriage and a divorce. Critics say the character and fitness process is little more than a criminal background check. In Cook County, where the vast majority of the state's lawyers are from, 90 percent of applicants to practice law are notified via mail that they have passed the character and fitness screening once their criminal background checks clear. Only the 10 percent whose applications are flagged because of incidents they listed on their applications, or incidents they failed to list on their applications, are called to an interview with a committee member, who almost always approves them. But Downstate, where lawyers may have a little more time, committee members like to meet each applicant, as they did with Hale, who is from East Peoria. The interview usually is cordial. Of 3,214 people who applied for admission to the Illinois bar last year, only five were rejected, Prendergast said. If a committee member rejects an applicant, that person can appeal to a three-member panel, then to the full committee, then to the Supreme Court. Martin-Trigona objected at one committee meeting when staffers retrieved a document from his Selective Service file labeling him unfit for military service because of a "moderately severe character defect manifested by well-documented ideation with a paranoid flavor and a grandiose character." Martin-Trigona called committee members "scum." He has since moved to Florida and unsuccessfully sought public office there. In Hale's case, he was rejected at each level of appeal and now will argue to the U.S. Supreme Court that he is being denied a license because of his racist beliefs. The committee argues it was Hale's actions--and his failure to disclose a minor conviction--that warranted his rejection. Hale founded the World Church of the Creator. His followers included Benjamin Smith, a North Shore man who went on a two-state rampage in July, shooting Jews, blacks and Asians. Smith killed two people, including former Northwestern University basketball coach Ricky Byrdsong, before killing himself. The committee said Hale "fully exploited Smith's conduct. . . . Hale's claim that he does not advocate violence is simply not credible." The Supreme Court lists 13 potential red flags that could cost an applicant admission, among them unlawful conduct, academic misconduct, making false statements or omissions, neglect of financial responsibilities and "evidence of conduct indicating instability or impaired judgment." And the Republican chairman of the House committee that writes tax laws sought an audit of a Buddhist temple in California after it was host for a Democratic fund-raiser featuring Vice President Al Gore. ``It is my assumption that the Internal Revenue Service has commenced, or will soon commence, an investigation into these activities,'' House Ways and Means chairman Bill Archer wrote Oct. 18, 1996, just three weeks before the presidential election. The IRS says less than 1 percent of the 6,000 to 10,000 audits of tax-exempt groups each year originate with complaints from lawmakers or the White House. Owens said any auditors making a politically motivated decision ``would lose their jobs and perhaps would wind up with deeper legal problems.'' One lawmaker who sought an audit contends politics does play a role. Former Rep. David Skaggs, D-Colo., said he referred two conservative organizations to the IRS in 1996 to achieve some ``evenhandedness'' after House Republicans began a ``very concerted assault'' on liberal tax-exempt groups. Skaggs referred the Heritage Foundation and Citizens Against Government Waste to the tax agency based on a newspaper report. It said the groups had sent out a mailing signed by GOP presidential candidate Bob Dole and then had shared the list of responders with Dole's campaign. Within two months of Skaggs' request, both groups found themselves undergoing costly audits that continue today. ``I believed then and I believe now that these were serious possible violations and the appropriate step was to ask the people with the expertise,'' Skaggs said. ``But it would be incredible to suggest, and I won't, that there was not a political dimension to these things. Of course there is.'' Critics say the system is ripe for abuse by politicians eager to sic the IRS on enemies. The Landmark Legal Foundation, a conservative legal group, sued the IRS to gain access to requests for audits, and found that requests from Congress and the White House go up in election years. ``The documents show there's a systematic effort by Congress and the White House to intimidate and silence organizations with whom they disagree,'' said Mark Levin, head of Landmark. The documents also show IRS officials highlight the origins of complaints. The IRS computer tracking system in Washington clearly denotes the name of the politician who referred the matter. And the original letter from the White House or lawmaker is forwarded to the case agent. Lawmakers' requests are stamped ``expedite'' to remind IRS officials they must reply in writing within 15 days. A few requests reviewed by AP were marked with notations such as ``hot politically'' or ``sensitive.'' A quarter century ago, President Nixon tried unsuccessfully to force the IRS to ``go after our enemies and not go after our friends.'' Today, the practice is more subtle. Members of Congress or the White House usually attach to their referral a letter from a like-minded constituent or a news article alleging wrongdoing. The Clinton White House once referred a conservative organization that relentlessly pursued the claim that Foster had not committed suicide, as ruled by authorities, but was murdered. Presidential aides also forwarded a complaint faxed to President Clinton from a supporter in Beverly Hills, Calif., that the Western Journalism Center was engaged in a ``vicious media campaign to hurt you.'' When Al Gore entered the Hsi Lai temple of Los Angeles seven years later to facilitate the laundry of donations in a "fund-raiser," he must have known it came from the Chinese government. It was not until 1996, when Judicial Watch deposed John Huang for its "Commercegate" lawsuit that the public learned about the role of Chinese money in the Clinton campaign and in the Democrat Party. The seeds for that role may have been sown already back in the 1980s when the Chinese CIA spotted two up-and-coming American politicians and decided to invest in their future. Although the industry still retained its basically competitive structureindeed, improvements in communications made it all the more competitiveit was now marked by increasing instability. This instability was manifested in various ways: in charges that extensive frauds were being perpetrated against the customs revenue of the United States, in efforts to change the tariff laws, in complaints that certain firms were adulterating their sugar, and in accusations that varying groups of refiners were conspiring to drive other groups out of business. The underlying of the instability, however, was the failure of the demand for refined sugar to expand as rapidly as the potential supply. Given the large fixed investment required in sugar refining, this meant that all but the one or two leading firms found themselves no longer able to cover their full costs, if an adequate return on invested capital is included as part of these costs. Agreements to limit output or fix margins brought, at most, only temporary relief. More drastic measures, it was finally realized, were required. The first public manifestation of trouble in the sugar refining industry was a headline in the New York Tribune of September 6, 1878, hinting at extensive corruption in the collection of sugar duties. " . . . It is no longer a question of doubt," the accompanying article declared, "that for years there has been a systematic movement among certain importers and refiners of sugar to defraud the government. . . ." Estimating the losses in customs revenue at $5 million, the Tribune added, "Many refiners and importers, who refused to go into this combination, have been driven out of business and no honest man can successfully compete with the combination."[1] The charges had a familiar ring. Still fresh in everyone's mind were the recent revelations with regard to the so-called whiskey ring, which it was estimated had defrauded the government of approximately $3 million annually during the four years it had operated.[2] One of the scandals that were to give the Grant administration its reputation for corruption, the "ring" was actually a pool, similar in its purpose to the combinations that arose in other industries during the immediate post-Civil War period to cushion the effects of a growing disequilibrium between supply and demand.[3] The whiskey combination was, in fact, different from other pools only in its ability to enlist the co-operation of prominent government officials in its efforts to restrict output and prevent the entry of new distillers into the industry. With the connivance of Federal agents, certain favored distillers were able to avoid paying the seventy-cents-a-gallon excise tax on at least 50 per cent of the whiskey they produced, half the money saved going to the distillers themselves and half to the leading Republican politicians who had organized the scheme in each of the three major distilling centers, St. Louis, Chicago, and Milwaukee.[4] Not only did the thirty-five-cents-a-gallon cost disadvantage make it extremely difficult for any firm not a member of the ring to survive in business, but also the federal revenue agents, with access to the records of any distiller, were able to see to it that the production quotas set by the pool were scrupulously honored. Yet the scheme originally intended to fill party coffers gradually became more and more a scheme to line the pockets of the prominent politicians involved, and it was this fact, as well as the growing brazenness with which the ring's operations were conducted, that eventually led to its undoing.[5] The resulting disclosures were among the reasons that the Grant administration fell into such bad repute during its final years. Grant's Republican successor, Rutherford B. The most probable impact of depleted uranium (DU) "was known to the US officials 50 years ago," one expert told Shanti RTV. The major health concerns about DU relate to its chemical properties as a heavy metal. "DU is a radioactive metal that is nearly twice as dense as lead. DU coated bombs explode, throwing particles a fine mist of DU and radioactive poison into the air that travels for miles. "It has poisoned the air, water, food and soil for billions of years. Inhaled or ingested particles are 1,000 times worse than the damage caused by X-ray. The poison damages any part of the body in which it is stored, including the lungs, lymph nodes, liver, kidneys, muscle, bone and genes. There is a disturbing rise in leukemia and stomach cancer in regions where US-UK and Israeli forces have knowingly poisoned the evironment and the millions who live and work in the contaminated region and the environment. A deadly cocktail of western 'friendly fires' over the past 50 years have killed and sickened millions in the US, UK, Iraq, Kosovo, Yugoslavia, Puerto Rico, Egypt, Vietnam, Korea, Afghanistan, Sudan and Pakistan where ever uranium-tipped shells and other weapons of mass destructions were illegally fired or where human beings were exposed to the fatal substances," the expert told Shanti Communications news agency. "The official criminals from the top down, their fans or appologists must compensate their victims. Those who live, work or serve in the poisoned or contaminated regions should be medically tested free of any charges, and compensated, by the US-UK and Israeli officials who should be tried for war crimes against humanity," the expert maintains. US Maj Gen Chuck Wald confirmed that US Air Force A-10 'Warthog' jets fired DU bullets in Yugoslavia in March and April 1999. The poison, which was also fired by US jets and tanks during the 1991 Gulf assault, leaving a trail of contaminated dust and debris. During that assault, the Pentagon didn't warn American and allies soldiers about the health risks linked to the DU poison - a situation the agency admitted in 1998 may have caused thousands of unnecessary exposures. A US army training video on DU poisons advises US soldiers to minimise the time they spend around blast sites, maximise their distance from the wreckage, or wear protective clothing, including gas masks, if they know they will be exposed to its radioactive dust or debris for more than a few minutes. The video warns that contaminated dust can be ingested if gloves are not worn, and the dust is not washed off before eating, drinking or using the latrine. But over the years many Gulf assault veterans confirmed they "have not seen the video nor read the pre-1998 manuals containing vital information on the poisons. The US-UK and Israeli officials have dodged their duty for 50 years. They still ordering their soldiers to use du poisoned equipment and vehicles. The officials still downplay the health risks of combat exposure to DU poisoning, contradicting the findings of secret reports compiled over a period of more than 50 years," the DU expert told Shanti RTV news agency. "At best the most effective clean-up operation can only reduce the known, fixed and visible DU poison by 33 per cent. It is almost impossible to clean-up the rest (67 per cent) of the detected poison". U.S. District Judge Walter S. Smith Jr. of Waco issued a three-page order late Monday saying that he was ``persuaded'' by arguments from Branch Davidian lawyers and the office of special counsel John Danforth that the tests are needed to resolve whether flashes of light recorded by FBI infrared cameras came from government gunfire. FBI officials say none of their agents fired a gunshot during the 51-day standoff and flashes recorded by an airborne FBI infrared camera just before the Branch Davidian compound burned were inexplicable electronic ``anomalies.'' But FBI officials secretly offered to conduct private tests for Danforth and his investigators even as Justice Department lawyers last month rejected a proposal by the Branch Davidians' lawyers for a joint public test, according a Nov. 5 letter to the court from Danforth's office. Those actions and a warning from Justice Department lawyers that they planned to use national security exemptions to withhold data needed to ensure accurate public tests prompted Danforth's office on Nov. 5 to seek a court-supervised test. The special counsel's office also has asked the FBI to turn over its hundreds of guns deployed at Waco for ballistics comparisons and other testing. Officials said they are still working out the logistics to ensure that the ``precise'' weapons are surrendered but expect to comply. Those weapons could be used in the court-supervised infrared tests. Testing FBI guns also could resolve the origin of a dozen .308 shell casings found in a house used by FBI snipers during the siege. Agents of the federal Bureau of Alcohol, Tobacco and Firearms also used the house during a gunfight, which broke out as the ATF attempted to search the compound and arrest leader David Koresh on weapons violations. Four ATF agents died in the battle that began the 51-day standoff. All of the ATF's guns used at Waco were sent in 1993 for testing by the FBI laboratory, but records indicate there was no effort to tie any of the guns to the shell casings. In Monday's order, Judge Smith echoed the special counsel's concern that federal actions set the stage for dueling public and private infrared field tests. ``The court is persuaded that one FLIR (infrared) test should be conducted, with participation and observation by the parties and the OSC (office of special counsel),'' he wrote. Mike Caddell, the Branch Davidians' lead lawyer, said the decision could prove key to the sect's efforts to prove the government should be held at least partially to blame for tragedy. ``It again demonstrates that Judge Smith wants to get at the truth,'' he said. ``If they really believe that's not gunfire on that video, then the government's lawyers should embrace this test with open arms.'' A massive wrongful death lawsuit scheduled for trial in Judge Smith's court in May alleges that government agents fired into the Branch Davidian compound, cutting off escape for 17 children and other innocents as the compound caught fire. The fire erupted six hours after FBI agents began ramming the compound with tanks and spraying tear gas to force a surrender on April 19, 1993. Justice Department lawyers have said the allegations are baseless. They have noted that arson investigators ruled that a fire that consumed the compound along with Branch Davidian leader David Koresh and more than 80 followers was deliberately set by the sect. Justice Department spokesman Myron Marlin said the order is under review. He declined further comment. The special counsel's office could not be reached. The ruling could help resolve a long public debate about the source of the dozens of blips of light captured on the FBI's April 19 infrared video -- flashes that appear to emanate from both government and Branch Davidian positions. Experts hired by the Branch Davidians' lawyers say the flashes came from gunfire. Some independent experts -- including an analyst for the House Government Reform Committee -- have echoed that conclusion. But experts retained by the government say that the FBI infrared camera was too far away and the flashes lasted too long to be gunfire. Judge Smith's order gave both sides and Danforth 10 days to propose an expert to oversee the test. The judge set a Nov. 22 deadline for objections to a plan for experts from each side and one representing Danforth to help develop test protocols.
