The poor man's answer is as follows:

1. Garage or car parts emporium (battery top up water)
2. Hardware/building supplies shop
3. Tricky. Not widely available, but often used in disc drive head cleaners.
4. Tobacconist (it's basically lighter fluid).

If you order from a chemical supplier, you will need to know that 
Meths is a mixture of Methanol and Ethanol (20%/80% IIRC, but don't 
quote me on that) with trace additions of a colour and taste to make 
it undrinkable. See

IPA is these days formally known as 'Propan-2-ol' or 'Isopopanol'. 
Since Methanol is generally a pretty aggressive solvent (at least as 
far as inks and adhesives are concerned), I'd be surprised to find 
many common marking systems which will survive meths but are 
dissolved in IPA.


A rich man, or one looking to cultivate relations with his 
accreditation body, would probably contact one of the major chemical 
lab supplies companies (e.g. Merck), who I am sure will be delighted 
to provide any and all of the above to any level of purity you 
require, for a handsome fee!

Hi Chris:

I work with EN 60950, not EN 61010-1, so my comments here are only general.  

In EN 60950 the creepage and clearance requirements can be eliminated for 
inner layers, but all other requirements for the relevant insulation still 
apply.  For example, both supplementary insulation and reinforced insulation 
still require a minimum of 0.4 mm through solid insulation.  Also, any 
relevant hipot tests for the insulation in question still apply.

In general, a well constructed circuit board will have extraordinary 
insulation between traces on the same layer, due to the high dielectric 
strength of the prepreg and the bonding agents that are used.  Even a 
separation .002 will, in theory, have a dielectric strength of more than 
1000 volts.

However, I prefer to be cautious here, in the event that a defect creates a 
small air gap in the isolation area.  I would suggest using as large a gap as 
you can reasonably achieve, even if the regulations call out no minimum or a 
minimum of only 0.4 mm.  The 0.8 mm target that you have nominated sounds OK 
to me, but if you can bump it up to 1.0 mm or more, that would be nice.

you might try RS Components Corby UK (and Dublin?) for items 1, 2 and 3.

I suspect item 4 is petrol by another name but do not have the scientific 
background to prove it.

Laser Emissions Measurement

Consider a Class 1 Laser Product. Once the protective cover is removed for
service, it is physically possible for the 12 mm probe to be inserted into
the beam where Class 2 levels are present; therefore, human exposure of a
finger is possible. However, it is not physically possible to directly view
the beam nor is it possible to place the measurement instrument into the
beam at the specified measurement distance of 100 mm. What are the
measurement requirements in this case? Must I take the system apart such
that the beam can be measured? If not and since Class 2 limits are based
upon viewing considerations and not finger exposure, do I get off the hook
for needing the Class 2 warning label on the protective cover?

According to 47 CFR 15.101, you source is correct.  The cautionary note
here is that:  The receiver is exempt, but the electronics after the
receiver are probably not.  The FCC would see your GPS as a composite
device and the digital device would be subject to probably either
verification or DOC.

From 15.101:
(b) Only those receivers that operate (tune) within the frequency range of
30-960 MHz and CB receivers are subject to the authorizations shown in
paragraph (a) of this section. However, receivers indicated as being
subject to Declaration of Conformity that are contained within a
transceiver, the transmitter portion of which is subject to certification,
shall be authorized under the verification procedure.  Receivers operating
above 960 MHz or below 30 MHz, except for CB receivers, are exempt from
complying with the technical provisions of this part but are subject to ยง
15.5.

For a GPS importation to the US, I am assuming you are just talking a
receiver. As for a receiver you need to have it approved to FCC Part 15
Class B. These devices are just receivers and would be treated the same as
a walkman.

information on a company that specializes in this area.

Abstract: The presentation provides an overview of the wireless product
approval process for EMC in the United States and in Europe.  The new FCC
authorization process through TCBs will be discussed as well as how the

Bio: Greg Kiemel is the Director of Engineering at Northwest EMC, Inc.  He

Hi Brian,

Get distilled water at any grocery store.
I'm not sure about the methylated spirit, but I was able to get hexane from
VWR Scientific www.vwrsplcom .  Please note that any reagent grade will
satisfy, but the cheapest is the way to go.  One liter will last a lifetime,
about $15 usd.

Please note that, to obtain this material you must offer the supplier your
employer's Federal EPA number.

Oddly enough, I was years ago directed by my field engineer at UL NBK, to
use WD-40 to perform the permanency test.  Later on somebody tightened the
sphincter and would not accept my test data, so I was forced to purchase
hexane and use it and water for all tests (60950).  All results were the
same.

For open air measurements from an aperature, try Ophir.  Some other companies, 
such as Laser Probe may able to help.  There may be some others, but I'm not 
aware of them.

For fiber optic measurements (I'm assuming that you are measuring in one of the 
standard communication bands, such as 850 nm, 1310nm, 1550nm, 1625nm), you may 
be able to use power meters from NetTest (the company I work for), Fotec, Exfo, 
Agilent, Corning, Wilcom, Acterna...take your pick.

You'll probably find CEPT recommendation 70-03 on short range devices
useful - it lists the ISM bands (ref: page 34 under 'Frequency Issues'),
national restrictions and applicable standards. There's a link to it on the

EMC-PSTC / TC-8 At The 2002 IEEE EMC Symposium

Greetings All, This e-mail contains important information about the upcoming
IEEE EMC Symposium, TC-8, EMC-PSTC, PSTC and Product Safety events. 

First off the exciting news is that we (EMC-PSTC / PSC) will have a booth at
the upcoming 2002 IEEE EMC Symposium.  It will be booth 131 next to the NAVY
booth.  In the booth will be the presentation given to the IEEE TAB in
February of this year by the PSTC, concerning the desire to create a IEEE
Product Safety Society. We will have information about this list server and
about Mindcruiser. By IEEE policy, we are to have someone in the booth at
all times.  So I would like to challenge all of you (especially the PSTC
chapters) to spend a few minutes in the booth so that we meet the IEEE
requirements.  

I have a second challenge for all of you and that is to promote this list
server to others who work with product regulatory issues. This is for two
reasons. 1. To make sure everyone there, leaves knowing about the emc-pstc
2. Make sure those who could not go, learn about the emc-pstc.  For example
all of you at one time or another talk to regulatory engineers at other
companies.  Make sure they know about this list server. If you know someone
who's e-mail can not handle the e-mail that the list server sends out (yes I
know of at least one) they can always use http://ieeepstc.mindcruiser.com.

The schedule of the TC-8 Meeting, PSTC Meeting, formal dinner for our
speakers, and workshop, are as follows:

1) IEEE EMCS TC-8: Thursday August 22, 2002. 7:30am - 8:30am. PSTC Meeting
immediately following.

2) Formal dinner for the speakers: Thursday August 22, 2002. evening.
(Details will be posted in the booth on Thursday.)

3) Workshop: Product Safety FR-AM-WS-13, Friday August 23, 2002. 8:30am -
12:30pm. Room 212AB.

US/FCC -  GPS: I have been told (from competent sources) that  receivers
below 30 MHz and above 960 MHz are exempt from equipment authorization
rules and since it operates above 960 MHz it is exempt from Part 15
requirements.

So, What's correct ? Does Part 15 apply ?

  For a GPS importation to the US, I am assuming you are just talking a
receiver. As for a receiver you need to have it approved to FCC Part 15
Class B. These devices are just receivers and would be treated the same as a
walkman.

can anybody recommend a one-stop source for the solutions (in small volumes)
called out in 60950,61010,60601 and 60335 for the durability of required
markings tests i.e.

1. Distilled water
2. Methylated spirit
3. Isopropyl alcohol
4. Aliphatic Solvent Hexane, having a maximum aromatics content of 0.1% by
volume, a kauri-butanol value of 29, an initial boiling point of
approximatley 65 degC, a dry point of approximately 69 degC and a mass
perunit volume of approximately 0.7 kg/l.
