Take a look at what is known as the Israel “Free Import Order” – It imposes 
many standards on certain item types.

I do not know how it maps over your directive list, unfortunately, but it is a 
sort of market access hurdle.

If yes, is maximum output power 10dBm/10mW?

The other alternative is Ministry of Industry and Trade application of 
exemption based on test reports but it may not be available - depends on HS code

To get SII you need a person on the ground and who speaks the same language

Peter,

For global PV-related stuff, my best experiences have been with TUV
Rheinland. CSA could also be a choice, but am not certain if they have any
formal relationship with SII as TUVR does.

Regulatory for Southwest Asia, in general, is analogous to a combination of
Monty Python Flying Circus and Three Stooges. Think Ministry of Walks with
Larry  Moe in the tree surgeon episode...

Hello Derek,

I am unaware of a good site with general information.  However, I can state
that Israeli standards are fairly well harmonized with international
requirements.  IEC 60950-1, CISPR 22 and CISPR 24 are the basis for the
Israeli standards for workstations.  Israel is a CB Scheme member, and the
Israeli national differences won't affect most products.

Radio approvals are covered by the Ministry of Communications.

Product safety is managed by the Standards Institution of Israel.

Safety certification is required, although there isn't a mandatory mark.  EMC
is included in the safety certification.  Israel can take radio approvals
fairly seriously.  When the iPad first came out, Israel was confiscating the
devices because Apple did not yet have Israeli approval for the WiFi radio. 
Visitors to Israel had to leave their iPads with customs until they left the
country.

A small correction to Peter answer: The Standards Institution of Israel (SII)
would the only body which issue a LETER recognized by Israeli Customs. 

Tests for import products in Israel can be conducted by any of the Designated
Laboratories. This designation is done by the Israeli Standardization
Commissioner which belong to the Israeli Ministry of Industry, Trade and
Labor. 

For Medical Electrical Equipment in Israel, IEC 60601-1 (with small
deviation-see below) and IEC 60601-1-2 (without deviations) are the accepted
standards.

 

4.7

A. Equipment that is to be connected to the mains, shall be intended for one
of the following voltages and frequencies:

Nominal frequency of 50Hz.

Nominal voltage of 230V for portable and hand-held equipment.

Nominal voltage 230V, for one phase equipment with input power not exceeding
4kVA.

Nominal voltage 400V, for multiphase equipment.

 

 

 

B. It is allowed to connect to the mains other equipment, with the following
ratings:

One phase equipment, for the range of 220 to 240 Volts.

Multiphase equipment, for the range of 380 to 440 Volts.

The equipment shall comply with all the requirements of the standard, while
being connected to the above mentioned mains frequencies and voltages, as if
it was marked for 50Hz and 230 or 400 Volts.

Change clause 36. - EMC – to:

The equipment shall comply with the requirements of SI 1011 part 1.2 (IEC
60601-1-2).

 

 

 

The steps which need to followed to enter in the Israeli Market are as follow:

 

The product (Medical Electrical Equipment) which will enter (first time) in
Israel shall be evaluated (full tested or assessed based on a CB
Certificate+TR) according 601-1 – based on this evaluation (which can be
done by Israeli Designated Laboratories: SII, ITL-Israel Testing Laboratories
and Hermon Laboratories) SII shall issue the Letter for Customs and  build a
“prototype” file. Based on this file, for each future  shipping, a sample
named “shin” will be assessed by SII for conformance with the
“prototype”.

 

Our lab can assist all which are interested on Israeli market.

Before beating around the bush, I strongly recommend you check if your product 
is regulated in Israel for safety/emc. By providing the Harmonized Tariff Code, 
I can look at the customs table (available in Hebrew) and let you know if 
product is regulated or not and the applicable SII standard.

Institute of Israel websites and my impression is that there is no such 
requirement.

The test lab is correct. The Irael deviations (Israeli power plug, Hebrew
instructions/markings and emc if called out in the Israeli standard, wil have
to be evaluated by SII

EMC requirements in Israel

Dear list members,

 

One of our costumers is going to have his product tested according to IEC
61010 with all applicable national differences and getting CB certificate.

The test lab doing the CB certification says that for Israel one of the
national differences is that the EMC test has to be performed by a certain
test lab (in fact the same as doing the CB).

I have looked at the CB information on the IECEE and the Standards Institute
of Israel websites and my impression is that there is no such requirement.

 

Do you know of Israeli national differences for IEC 61010?

Israel customs cannot insist on emc and safety reports. However, like most
other countries, they have the right of stopping a product that is regulated
and which does not have an Israel approval (whether from the SII, Health
Ministry, Ministry of Industry and Trade, Ministry of Communications, etc.).
Products shiped to Israel must have the importer's name and address on the
packaging in Hebrew. If product is regulated, the importer is notified and if
he cannot produce a certificate for the product, then samples of the product
would have to be submitted to the applicable entity for tests and
certification. Typically for safety/emc of ITE, in-country testing is required
unless product has a CB (in which case the safety part is accepted).  
 
 
There is also a procedure for shipping prototypes and getting an exemption.
You must work toether with the Israeli subsidiary of the company as they are
familiar wit the rules and regulations.

It may be too late but you should not designate your goods as a 
prototype. They are unfinished goods or work in progress. There is a 
process for doing this but it may be too late once you have hit customs.

New Israel Plug requirement

I have in front of me a copy of Israel Standard SI 32 Part 1.1 (dated
January 2005) Plugs and Socket-Outlets for Households and Similar
Purposes: Plugs and Socket-Outlets for Single Phase up to 16A - General
Requirements.

At the end of the first section appears this paragraph:

   After 6 months from the publication of this revision, plugs with flat
   pins (see Fig 209 in the Standard) shall no longer be in compliance with
   the requirements of the Standard. Flat pins shall be permitted in the
   future on special purpose plugs only, in compliance with Fig. 216.

In essence what appears to be happening is the current flat pin plug we
have used for product going to Israel is being replaced by a plug with
round 4.4 mm diameter pins on the same pin centers as todays flat pin plug.

The drawings of the socket-outlets in the standard make it obvious that
some of the outlets have been designed to accept both the new round pins
and the old flat pins.

Does anyone have any further information on implementation dates or
transition periods associated with this change?

I am getting conflicting information form my power cord suppliers and am
looking for more concise information.
The date of the standard and the note above would imply the implementation
date is intended to be July 2005.

Is this correct?

lab. AFIK 55024 is not required.

One of our distributors is trying to ship our component power supplies (open
PWB, intended for installation inside end equipment) to Israel.  He was told
the products must come with a CB test report, CB test certificate and EMC test
 results. 

We have the CB paperwork, but the phrase 'EMC test result' is a little fuzzy. 
Does Israel have a specific requirement that component power supplies meet
specific EMC test requirements?

Barbara:
Further to my earlier response, the Israeli standard equivalent to IEC 60065
is SI 250 and for IEC 60950, it is SI 1121. The Isareli EMC standard is SI
961. The applicable parts for ITE  are equivalent to CISPR 22 and 24.

Last I heard (and those from Israel or with better information, feel free to
correct), is that almost any type approval report/s will be accepted:

1.  a CB safety report will be nice, participates in the CB scheme and has a
safety standard that is derived from the 950 (no idea which vintage)
2.  CISPR 22 / FCC Part 15 type report is also acceptable in-lieu of 
emission
testing

Chris Hello,

1. First, you or importer needs to get in touch with the Israel Ministry of
Industry and Trade to see if you could get exemptions for your products
from being tested at SII (Standards Institution of Israel).

2. If products need to be tested by SII, then a CB Test Report needs to be
reviewed. SII would have to conduct the Israeli deviations (normally safety
instructions and markings in Hebrew, Israeli plug and some other monor
items). EMC is also required in Israel. An EMC Report from an accredited
lab must be reviewed.

3. SII cost for getting approval based on a CB Test Report and an EMC Test
Report could be up to $1000. Cost for full testing could be in the up to
$3000 depending on the product.

RF safety emission in Israel

Hans,

IIf we're speaking about ITE, your product must meet IS1121 which 
is harmonized fully with IEC 950 A4 (except for Israel deviations; 
israeli plug, safety instructions and markings in Hebrew and RFI - 
radiated emissions only). You are required by law to meet these 
requirements; however, there is no regulatory body which enforces 
the law.

Regarding ITE with telecom interfaces (faxes, PBXs, modems, 
tetephones, computers with telecom interfaces, etc.) one has to 
have an Approval by the Ministry of Communications. Our lab is 
accredited by the Ministry of Communications for Safety/EMC and 
Telephony approvals. Please visit our website for more details.

I recently contacted Alan Clayman with Israel Testing Labratories

concerning another question and he was most helpful.

There can be more involved than just meeting the regulations, once you
find out what they are. 
There may also be other government approvals in order to ship to Israel.

Based on my brief experience thus far, it appears that if you meet 
FCC  UL/CSA requirements, you are at least well begun.

Transmitters need Type Approval from the Israel Ministry of Communications.
Equipment connected to the telephone network also needs Type Approval from
the Ministry of Communications.

In both cases Type Approval can be based on results in test reports from
FCC or cetain European approval bodies, without further testing, as long as
the results show compliance with Israeli requirements.

Compliance with Israel Standard 961 Part 6 (equivalent to CISPR 22 with
national deviations) is required.

For mains connected equipment, compliance with Israel Standard 1121
(equivalent to IEC 950 with national deviations) is required.

Application to the Ministry of Communications can only be made by local
importer/distributor to ensure local support for product.

See below for the information on Israel that I have.

I don't have any up-to-date information on Turkey, however in the past,   
Turkey was on the verge of beginning to embark on establishing regulatory   
requirements, but I don't know how far that has gone, if anywhere.

I believe that Israel is the only one of the three that's a member of the   
CB Scheme and as such accepts IEC 950, provided the national deviations   
are considered, if any. I also believe that formal safety certification   
is not required in any of the three countries (i.e., submittal, labeling,   
etc.).

type approval process since we have not actually passed any equipment here yet.
However, we recently collated the following information while making some
enquiries on a client's behalf relating to type approval of an analog modem
designed for connection to the PSTN.
 
1. Type approval authority:

2. Safety Standard
All telecommunications equipment intended for connection to the electricity
supply needs to meet Israeli Standard 1121 (Order No.: Group L; 1-00121-00-0),
which the Israeli Standards Institute says is equivalent to IEC 950. The
Ministry of Communications requires a certificate of approval from the Israeli
Standards Institute, whose address is:

3. EMC Standard
According to the Israeli Standards Institute, the appropriate Standard is
Israeli Standard 961-1 (Order No.: Group K; 1-00961-01-0), which the Israeli
Standard Institute says is equivalent to CISPR 22.

According to a list of Ministry of Communications requirements for analog
equipment for connection to the PSTN,  the appropriate EMC Standards are
Ministry of Communications Specification No. 504, FCC Part 15 (Class A/B was
unspecified), BABT, CNET or FTZ.

The Ministry of Communications requires the full EMC test report from the
equipment manufacturer, or an FCC, BABT, CNET or FTZ test report. The report
should be issued in English (or Hebrew).

4. Analog Telephony Standard
Analog terminal equipment: Ministry of Communications Specification No. 002/87
Analog modems: Ministry of Communications Specification No. 003/85
PBX: Ministry of Communications Specification No. 004/85.

The Ministry of Communications requires the full telecom  test report from the
equipment manufacturer, or an FCC, BABT, CNET or FTZ test report. The report
should be issued in English (or Hebrew).

Parameters specified in the relevant Ministry of Communications Specification
but not already tested for FCC, BABT, CNET, FTZ etc., need to be tested
separately and a report prepared.

Blank reports are available from the Ministry. These take the form of tables
that summarize the various requirements of the relevant Specification for the
equipment to be approved. The equipment manufacturer is responsible for filling
out these tables with references to the test document(s) that indicate that the
requirement is met (e.g., FCC Part 68 test report: page number XXX).

Rich,
I can only respond for South Africa at this time.  The company I work for
manufacturers computer disk drives (removable media-type).  I recently
had the same question concerning potential requirements in South Africa.
What I found from the South African Bureau of Standards (SABS) was
that for our products (computer peripherals), safety is considered
compulsory.  That is, the manufacturer is obligated to make sure that
the equipment is safe.  There is no separate labeling or submittal
requirements.  The SABS felt that our compliance with EN 60950 more
than satisfied this requirement.

For more detailed information I suggest you contact Mr. Ben Kruger at the
South African Bureau of Standards.  His number is 27-12-4286677 ext.
6677.  He was very helpful in answering my questions.

What is their Standard?

How does it relate to EN55022 / CISPR 22?

If they use Class A and Class B, how are the classes defined?
