[PSES] Singapore Ministry of Manpower

Hi all,

Looking to see if any one has had any interaction with the Singapore MOM 
regarding pressure tanks.  One of my clients has a air pressure tank - just 
air, no fluid - which is under the 200 bar liter threshold of the EU PED, but 
above the 100 bar liter threshold of the MOM.

The tank is part of an installation, but is not built into the end product.

Their customer in Singapore is requiring my client register and do what ever 
else is needed to meet the MOM requirements.

The questions I have are:
* does anyone know if their is a Singapore document that covers this
* has anyone had experience in getting this approval
* if so how long did it take, what is required, and how painful was it to 
complete?

Instead of a copy, go to http://www.ida
gov.sg/Policies%20and%20Regulation/20060421172414.aspx to download the newly
revised Guide (Jan-2010). In it you’ll find reference to CISPR 22 instead of
TS EMC. The reason you can’t find TS EMC is because it’s been individually
withdrawn and EMC requirements are now included in the individual
Telecommunication Equipment Standards, which can now be found at
http://www.ida.gov.sg/Policies%20and%20Regulation/20060419202223.aspx. Due to
this, you should also download any TS’s applicable to your product.

Test equipment is exempt from emc requirements in Singapore unless the product
has connection to a telecom interface or has a wiereless function.

I believe that Singapore uses CISPR 22 and I don't think that there are any
marking requirements for unintentional radiators.  You may be able to find
information at the Infocomm Development Agency web site.  It will have
details on registration of intentional radiators and telecommunications
equipment.

Ha ha ha. The 'Johoreans' will not be happy to be considered a part of
Singapore. 

Johor is a state in Malaysia. Johor Bahru is a place in Johor which is very
near Singapore. Johor cannot be considered as a part of Singapore. 

A product manufactured in Johor has to be labeled 'Made in Malaysia'.

Singapore Laser Safety Standards

Hi Group,

I am trying to find out about specific laser safety standards employed
in Singapore.

Specifically I need to know whether there are any import
requirements/restrictions for laser products. I am also interested to
know what standard that they have adopted and whether there is any
legislation that references this standard. 

FYI our product is factory process equipment that contains a laser
rotary encoder, that is likely to be a class 1 or class 1M (though I am
not sure whether this will contain an embedded laser of higher class)

Any advice or guidance would be grately appreciated!

DC Surge Central Office Equipment for Singapore

We are exploring the possibility of shipping into Singapore in the next yr. or 
so.
Has anyone shipped to Singapore having met this surge test of 500vdc.
and if not, is it allowed to have written in the user/install guide
that DC -48v protection is required in front of the product,
Would that wording being allowed in place of doing the testing? Not sure is 
Singapore Customs would allow this.
No other country requires this. The product is an Indoor -48vdc telcom switch, 
E1 and T1.

Hi Bob,
I just got finished with an 802.11a/b/g certification in Singapore (among
other places).  I realize standards are different, however I imagine the
process is similar.  We simply made application and furnished all of our EN
reports we obtained during our EU phase of the project.  Went fairly smooth.
You do need in country representation however.

I have contacts so let me now if you think they would be of use to you.

I've been doing a lot of receiving from this group and would like to give
when I can.

Hi Kate,

you are right. Depending on the application, power and distance, the way of
demonstrating compliance with SAR standards are different. This means that
not always a declaration of compliance with a specific standard is enough
and not always SAR testing is needed. We have experienced both situations.
This is why I said ...which does not necessarily means SAR testing.

FYI, our clients have been asked by the Singaporean authorities to provide
SAR test reports, not just declarations - this is why they have requested
testing from us.  This has been for devices such as laptops, handhelds,
etc., etc.  

Obviously, for wireless devices which do not operate in the reactive
near-field (eg. access points which are over 20 cm away, etc.), SAR would
not normally be applicable (MPE applies instead).

important point for Singapore is that SAR (Specific Absorbtion Rate) testing
is required even for very, very low power (mW in the single digits).  The

Dear Alejandro - 

FYI, our clients have been asked by the Singaporean authorities to provide
SAR test reports, not just declarations - this is why they have requested
testing from us.  This has been for devices such as laptops, handhelds,
etc., etc.  

Obviously, for wireless devices which do not operate in the reactive
near-field (eg. access points which are over 20 cm away, etc.), SAR would
not normally be applicable (MPE applies instead).

Rob,

Singapore IDA stands for Info-Comm Development Authority, a government agency
issues telecom operation licenses, e.g. 3G, mobile license.

By its name, any information, communication related BUSINESS (I mean business)
must get IDA license, even another Singapore government authority (SBA -
Singapore Broadcasting Authority) must get IDA license to do the licensed
business.

IDA license is for Business or Facilities, it's not related to the products'
approval.

If you would like to know details of IDA license, how and where to get it,
contact me off-line. I would refer you to Singapore local contacts.

Hello Rob,

If IDA used the term license, they may be referring to something other 
than equipment type approval. They could be referring to a dealer's license 
for your local supplier in Singapore. It could also be a radio license -- 
depending on the equipment we're talking about.

IDA is the Singapore telecom type approval authority.  IDA approvals are
required for equipment which connects directly to the public
telecommunications network.  You will find links to Type Approval regulatory
bodies, worldwide, including IDA on this website: 
http://www.patton-assoc.com/  Testing may be performed outside of Singapore
with the approval process requiring a formal application and technical
documentation review by IDA.  The approval certificate must be held by your
company's local representative in Singapore.  Reports  application in English.

China and Singapore

For the benefits of members of this discussion group, I thought this news might 
be useful to this group.

After over half a years negotiation and bi-monthly high-level meetings, CNCA 
China and SPRING Singapore (formerly Singapore Productivity and Standards 
Board) finally signed the MOU on CCC regulated products.

From Dec 1, 2002, all products under CCC rules can be certified in Singapore 
and sold in China without CCC certification. Vice verse, all CCC marked 
products can be sold in Singapore without PSB certification.

The restriction is the products must be made in either China or Singapore.

This is the first such MOU signed since CCC was implemented in May 2002.

In that case you need to look at the SEMI standards. These are industry
standards which are NOT legally enforced but do have similar scopes to the
European machinery directive, EMC directive and low voltage directive.
Basically if the EUT is CE marked then there is a good chance it will be
accepted by SEMI however there are some tests over and above those in the
directives especially voltage dips - you need to study the standards.
The SEMI standards are primarily concerned with safety.
The Koreans have their own version called the S mark - but this is broadly
the same as the SEMI requirements. NOTE this is not the same as the Korean S
mark for domestic equipment

About TS10(Singapore)

Dear All

I have a question about the limits of Singapore'standard.
I have performed the test under TS10(Singapore) for RFID system.
The maximum limit of this standard is 94 dBu/Vm.
The carrier data of our measurement of this product was 60 dBuV/m.
The spurious data was 40 dBuV/m.
And this standard says that emissions shall be at least 32dB below the
carrier frequency

If this case
[1] 60 (dBu/Vm) - 32 (dBu/Vm) = 28 (dBu/Vm)
[2] 94 (dBu/Vm) - 32 (dBu/Vm) = 62 (dBu/Vm)

Which spurious limit ([1] or [2]) should we comply with ?
If we MUST comply with [1], this limit (28 dBu/Vm) is very strict and then
the product is not complied with this standard.

I have already asked to Singapore government but I could not get the reply.
Please advise me.

Conformity Requirements

Bill,

From one of the PSB webpages: Administration of the Singapore
Consumer Protection (Safety Requirements) Registration Scheme.
The scheme is mandatory for all consumer products designated as
controlled goods.

The Singapore Productivity and Standards Board (PSB) requires us
to submit our consumer level printers for safety certification.  They will
accept, and may now require, a CB Report.  Since the PSB is a bit like
the U.S. Consumer Product Safety Commission, they do not require
certification of our business level printers.

it will give a list of products that require mandatory approval, but basically
all IT and Telecoms equipment requires the Singapore Safety mark and as of  1st
May 2000, all telecoms equipment requires EMC emissions testing.

My own understanding of localized on-site operation is that this refers to a
factory
complex or compound and also to within a large building. In some cases this 
might
result in outdoor use but this should not be taken as unrestricted outdoor use.
Given
the concern about Spread Spectrum use in shipping areas in some countries I 
would
expect that this is same rationale here, especially given the geographic shape 
of
Singapore.

TAS will eventually answer back, sometimes it takes a rerequest or the answer
just comes after a week.

Spread Spectrum Systems for Singapore

I have a question regarding a spread spectrum system approval for
Singapore.  I read the standard pertaining to spread spectrum systems (TAS TS
SSS).  According to this standard, they accept FCC Part 15 , MPT 1349 or ETS
300 328 /300 440 test reports as proof of compliance (we have Part 15 and ETS
300 328).  Additional information such as reports and photos are required as
technical documentation. The standard makes no mention of equipment as it
seems no additional testing is required.  

I want to know if TAS allows spread spectrum systems to be used outdoors
(shipping ports, etc.).  Part A of TAS TS SSS specifically states the
equipment which has been type approved will be allowed to be used in
Singapore only in the confined area of a building.  Annex 1, states The
radio communication equipment shall be used for in-building or localized
on-site operations.  Does the term localized on-site operations imply
outdoor use?  I have submitted this question directly to tas.sg.gov but have
not yet received a response.

Kamran,

I can advise in terms of Australian requirements.

It is important to define what is meant by commercial.  For example the
Australian legislation for EMC considers commercial equipment as that which
would only be used in a computer room type environment, ie rack mounted
equipment etc.

For what the Australian legislation considers commercial equipment, the
EMC requirements would be compliance with either AS/NZS 3548 CLASS A,
EN55022 CLASS A or CISPR-22 CLASS A.  Approval is a Supplier Declaration
scheme very similar to that of Europe whereby the Supplier or importer
(therefore local organisation) is responsible for establishing a Compliance
Folder (like a Euro TCF) comprising test reports and product information
etc. plus a signed Declaration of Conformity (DoC).  The DoC must be
signed by someone from a local organisation.

Safety is AS/NZS 3260.  This standard is the Australian national standard
version of IEC 950 with Australian deviations.  No approval required unless
the product is a telecomms product.
